The above timeline illustrates the progress the DDA has made in our transformation efforts.
This month DDA is:
- in the final stages of training all of the Coordination of Community Services (CCS) staff on Person-Centered Planning and Performance Outcomes Measures (POMs).
- mid-way through Phase II of the Rate Setting process.
- working diligently on the provider enrollment and re-enrollment for all DDA waiver services.
- starting Long-Term Services and Supports (LTSS) training for CCSs.
The next step in our transformation will be training our providers, families and people in services on the new Person-Centered Plan format.

LTSS Training and Implementation
Registration is now open in all four regions for the initial LTSS training for CCS agencies.
The statewide LTSS Information Technology (IT) platform will provide DDA functionality to support case management, waiver enrollment, person-centered planning, service authorization, and eventually service billing. LTSS functionality will be released incrementally as it is developed through the end of calendar year 2019.
In preparation for the first release of LTSS on August 1, all CCSs are expected to attend a two-day computer training session focused on person-centered planning components and the functionality of LTSS.
The DDA staff and a preliminary work group will begin LTSS training May 22. Thereafter, there will be 50 training sessions offered for CCSs across the state through the end of June.

Supporting Families
The Maryland Community of Practice (CoP) efforts are creating systemic changes to better support families across the lifespan. The Maryland CoP Statewide Leadership Team presented “Creative Strategies for Systems Change” at the National Community of Practice Annual Conference and Showcase in Kansas City, MO.
The presentation included strategies to enhance stakeholder engagement at both statewide and local levels through training, hands-on application and technical assistance. In addition, Maryland shared how the DDA has embedded the Charting the LifeCourse Framework (CtLC) principles in our structure through waivers, employment, the Person-Centered Planning Guide for CCS and the LTSS system.

Housing
As the DDA continues to transform, we are prioritizing grant projects that promote the separation of housing and services, those that support individuals with forensic needs, and those that support children with developmental disabilities and significant behavioral needs.
The Maryland Department of Health (MDH) Administration-Sponsored Capital Program provides capital grant funds for community-based services that meet our selected priorities. The application window for FY 2020 Administration-Sponsored Capital Program Grants has closed. Over the next few weeks, DDA staff will review these applications and submit recommendations for funding to the Office of Capital Planning, Budgeting and Engineering Services.

Employment
An important component of DDA's Employment First initiative is capacity building throughout the system. As part of Maryland's participation in the Office of Disability Employment Policy's (ODEP) Employment First State Leadership Mentor Program (EFSLMP), technical assistance hours were awarded to six DDA-funded employment providers to focus on organizational transformation at the executive level.
Approximately 60 people from these six organizations attended a training April 30 where EFSLMP subject matter expert Rick McCallister shared how to build effective and sustainable relationships between employment organizations and employers. The training addressed methods for employment specialists, as well as staff at every level of the organization
