Cause for Hope

As you all know too well, the Temporary Labor Shortage is affecting many different industries, and is being felt nationwide.

Congressman Dr. Andy Harris brought the importance of this labor crisis to the attention of DHS Secretary Nielsen in a meeting of The US House Appropriations DHS Subcommittee Wednesday April 11, 2018 

The focus of Dr. Harris was the impact the labor shortage was having on the Eastern Shore of Maryland for the Crab Processing Industry and a Corn Cannery. Dr. Harris cited the over 80,000 Labor Certificates issued by USDOL, and the downstream effects of a labor shortage when businesses reduce their labor force or close.

Dr. Harris’ comments and concerns were echoed by Rep Dutch Ruppersberger (D-MD) as well as Rep Allard.

Secretary Nielsen appears to have concerns that congress would give DHS discretional authority without also giving DHS adequate information or data to make an informed decision for action. She stated she would consult with USDOL/Secretary Acosta in the “next few days” regarding H2B Visas and a decision should be made soon. Sec Nielsen related DHS did not want to see US Businesses or US jobs hurt, and that she was interested in seeing another approach to the CAP issue. 

Sec Nielsen has asked Dr. Harris to work with DHS to help determine the best future approach to the CAP.
