DVB has celebrated another successful IBC. Five packed days of conferences, demonstrations and the annual Members' drinks party provided an excellent opportunity to see the latest work achieved and being conducted by DVB. Focusing on the impressive suite of IP related DVB specifications covering the transport of DVB services over IP, demos showcased the work DVB is undertaking to standardize the provision of high-quality content more efficiently to all in-home IP enabled devices.

In a live demo, a DVB-T2 signal was converted into an IP stream, utilizing a server integrated in the TV. The signal was then streamed to IP client devices over an in-home network. With the plethora of these new devices, such as tablets and smartphones, gaining popularity for the consumption of live broadcast TV, DVB is offering a technical solution to reach these devices.

Also amongst this year's technology demonstrations, DVB highlighted the progress being made to bring the groundbreaking power of the DVB-S2X transmission system for consumer use in the home. With the availability of cost efficient DVB-S2X receiver chipsets and consumer products expected on the market soon, this is a critical step for the introduction of DVB-S2X for DTH, most probably for the delivery of UHD services. The IBC demo featured a UHD TV service transmitted over a typical 36 MHz channel connected to a DVB-S2X prototype set-top box which was displayed on a TV and on a mobile phone equipped with an integrated DVB-T2 tuner.

The demonstrations were made possible through the help of the following DVB Members:  BBC R&D, Broadcom, ENENSYS, Newtec, Panasonic, Satixfy, SES, and Sony.

The stand also featured information on the progress and ongoing work by DVB to standardize Phase 2 of UHD with High Dynamic Range, Wider Color Gamut and Next Generation Audio.

The annual DVB Members Get-Together held at the end of the first day, sponsored this year by SES, was once again a highlight of IBC. The stand was packed with DVB Members and friends enjoying a drink while taking the opportunity to catch-up, chat about the show, and network in a relaxed environment.

Earlier in the day, a packed press conference saw the return of Peter MacAvock in his role as the newly elected DVB Chairman. Peter, who has taken over from Phil Laven, was DVB Executive Director for 14 years before taking his current position of Head of Delivery, Platforms and Services at EBU Technology & Innovation.  Helmut Stein, Chair Promotions and Communications, opened the briefing and introduced Peter MacAvock who outlined the challenges ahead for DVB as it remains the place where the ecosystem agrees the technical details of how we bring services to the consumer. The way people are watching TV is changing and DVB's challenge is to redefine itself within this complex ecosystem. He reminded us that DVB is lucky to have a strong leadership team and great ideas. The  UHD Commercial Module Chair, David Wood took us through the complex issues being addressed for DVB UHD-1 Phase 2, which is expected before the end of the year. In his role as Chair of the DVB Virtual Reality Study Mission Group, David looked at where we are with VR today. He announced that the Group will report in autumn this year. DVB will then decide whether it can help VR and if so, announce a timeline. DVB's Executive Director, Peter Siebert provided details of the IP technology demos that could be seen on the stand. The press conference ended with a lively Q&A.
Virtual World Standards?

At the recent IBC in Amsterdam it was easier to avoid the bicycles than the demonstrations and presentations on 'Virtual Reality'. VR is hot. Standards' bodies and interest groups are all moving into the territory. Will it be the massive commercial success hoped for, and if so, which kinds of technology winners will emerge?

The DVB's own Study Mission on VR has completed (well, virtually) its year-long mission and its report on the commercial prospects for DVB and VR.

The situation is complex, and many questions need to be resolved - production and delivery technology, motion sickness, and the suitability of different content types.

Emerging from the DVB study is the proposal that there needs to be a near term solution, for providing VR services today and in the near future, and also a longer term study that can take on board the evolving technology, and the Augmented Reality (AR) and Mixed Reality (MR) environments. The code word that summarizes the technology for the near term system is "360/3DOF+", though there are many parameter values still to decide upon.

This will be proposed to the DVB Commercial Module. In addition, the idea of a DVB (and thus company-neutral) VR Garage has arisen. VR has enthusiasts and detractors, but we may be at a tipping point for VR standards.
Phil Laven Honored With Vladamir  Zworykin Award 

Former DVB Chairman Philip Laven has been honored with the prestigious Vladimir Zworykin Award for his personal contribution to the development of television, radio broadcast and related technologies. He collected the award at a ceremony during IBC.

The Vladimir Zworykin Award was established by NAT (National Association of TV and Radio Broadcasters of Russia) in 2013 with the support of the Federal Agency on Press and Mass Communications of the Russian Federation. This annual award recognizes outstanding achievements in the development of technology and engineering solutions that are acknowledged to have made a large contribution to the recording, transmission/reception of TV signals, as well as unique solutions and developments, which led to considerable enhancements in production and reproduction of audio- and video content playout.

Among the nominees were federal and regional broadcasting companies, media holdings, telecommunication operators, system integrators, vendors of broadcasting and telecommunications equipment, scientific organizations. The expert committee, represented by members of federal executive authorities, scientific research institutes and top management of several of the largest Russian TV networks, had to choose among 14 nominees who were up for the awards in four categories.

DVB Speakers' Corner

DVB Chairman, Peter MacAvock will give an update on the latest developments in DVB at the 5th HbbTV Symposium taking place at The Ministry of Industry, Energy & Tourism, Madrid on October 18th - 19. www.hbbtv.org

DVB Executive Director, Peter Siebert will take part in a session titled 'Technological Inspirations' as well as in a Technology Debate titled 'Embracing IP for Media Production' at the ABU Technical Committee Meeting taking place in Bali, Indonesia on October 21 - 22. www.abu.org.my

A joint ITU/EBU/BNE/DVB Workshop - 'Assistance For DTTB Implementation' will take place on October 27 at the ITU Headquarters, Geneva. The workshop is designed to share knowledge and bring DTT experts together to facilitate the introduction of successful DTT in countries still reliant on analog TV (see below).  www.dvb.org

Standardization Activities

The 104th DVB Technical Module will meet on October 11 & 12. Items on the agenda include the draft specification for HDR.

The 76th DVB Commercial Module will meet on November 2. Items in discussion will include David Wood's report on the Study Mission Group on Virtual Reality.

The 85th  DVB Steering Board Meeting and the 26th DVB General Assembly Meeting will take place on November 17. These will be the first to be chaired by new DVB Chairman, Peter MacAvock.
ITU/EBU/BNE/DVB Workshop on 'Assistance for DTTB Implementation' - 27 October

Although public broadcasters are available on pay-TV platforms such as satellite, cable and IPTV, terrestrial television (analog and DTT) remains the backbone to free-to-air TV access and the most widely used means of receiving television globally. Over 300 million households receive analog TV and nearly 200 million households receive DTT, of which around 120 million are in Europe. Despite its success, many countries around the world are yet to begin or complete the digital switch over process.

Given DTT's unique social and economic opportunities, governments, broadcasters and other industry stakeholders should maximize their collaboration to accelerate the roll-out of DTT.

To help promote the win-win scenario successful DTT offers, EBU, BNE and DVB have embarked on a process to share knowledge and bring DTT experts together to facilitate the introduction of successful DTT in countries still reliant on analog TV.

The first action of this group is to organize, jointly with the ITU, a workshop focused on key practical aspects of DTT; business models, network and receiving equipment specifications, public awareness strategies and content production. The ITU has agreed to host the 'Assistance for DTTB Implementation' workshop on the 27th of October at its headquarters in Geneva, Switzerland.

EBU's Forecast Event | 23 - 24 November

Linear television or digital terrestrial television (DTT) services remain at the core of most public broadcasters' services. However, audience consumption patterns are changing and new distribution opportunities such as Over the Top (OTT) services or the development of future mobile options like 5G, are becoming and will continue to become more popular in the future. So, how will DTT evolve? And, how can broadcasters make the most of future options for reaching audiences?

This year's EBU Forecast will focus on these questions and more during the event that takes place 23-24 November 2016 at the EBU Headquarters in Geneva, Switzerland.

To kick off the event, this year's keynote session will be dedicated to taking a closer look at reaching audiences wherever they are and evolving TV consumption patterns. The session will also take a closer look at how the satellite industry is reacting to the ever-changing broadcasting landscape and how it might change in the future.

Day 1 will focus on developments in terrestrial distribution, including case studies from Germany, Africa, Finland and more. Looking to the future, delegates will have the opportunity to learn more about options for in-home distribution of television, high dynamic range and Virtual Reality. The day will end with a panel discussion looking at how broadcasters should adapt to changing consumer behaviors.

On day 2, delegates will have the opportunity to take a closer look at the latest news surrounding mobile broadband: an action plan for 5G, spectrum for 5G and updates from the 3rd Generation Partnership Project (3GPP). Delegates will also hear more about the EBU's work on content delivery services, and a dedicated IP fiber network for broadcast free-to-air services.

The Stage Is Set For DVB Asia 2016

Plans for the DVB Asia 2016 Conference & Exhibition are well underway with 95% of the program now complete with over 25 expert speakers. The three day conference program will concentrate specifically on the region's digital TV needs and leading DVB and industry experts will deliver a range of opinions and guidance on the transition to HD and UHD with emerging HDR and HFR and much more.

The event will open with a DVB-T2 Masterclass led by the esteemed Professor Ulrich Reimers of the Technical University Braunschweig in Germany. Professor Reimers is a former Chairman of the DVB Technical Module from 1992 to 2012. He is regarded as a pioneer of digital television and was elected to the International Electrotechnical Commission (IEC) Hall of Fame as one of its most important personalities.

The conference opening day program includes contributions from: DVB Chairman, Peter MacAvock; DVB Commercial Module Chairman, Graham Mills on the Latest Trends in DVB; Khush Kundi (Ericsson) on TV and Media Trends; Benjamin Bross (HHI) - Upcoming video codecs; Col Dr. Natee Sunkonrat (NBTC) - Digital TV in Thailand.

The second day's program will include: Yan Mostovoy (Harmonic) - DVB-T2 Implementations around the World; Steve Beck (Sony) - Mobile DVB-T2, Optimizing the Silicon Solution; Amal Punchihewa (ABU) - DTV Status in the Asian Region; Gerhard Petrik (Multichoice) - DVB-T2 & HEVC for SD in South Africa; Mobile TV (DTT) Panel Discussion.

The afternoon sessions will welcome: David Peilow (ESA) - DVB-S2/S2X Broadband Services; Eric Deniau (ENENSYS) - DTT Contribution via Satellite; Kevin Murray (Cisco) - DVB-DASH; Peter MacAvock (EBU) - HbbTV & Second Screen; Thomas Wrede (SATIP Alliance) - DVB-IP in the home.

The third and final day will focus on UHD and Virtual Reality with contributions from: Nils Ahrens (Rohde & Schwarz) - UHD Phase 2 Overview; Craig Todd (Dolby) - Next Generation Audio; Jaeyeon Song (Samsung) - UHD Forum, UHD Alliance; Ludovic Noblet (B-com) - VR  Quo Vadis; Will Law (Akamai) - The Opportunities and Challenges of OTT; Willem Vermost (EBU) - IP in the Studio.

DVB World 2017  - Update

The DVB World 2017 planning committee is busy putting together what promises to be an outstanding and exciting program for next year's event in Vienna. The annual conference and exhibition will take place on 13 - 15 March at the Hilton Waterfront Hotel, overlooking the Danube River.
