TM Approves UHD-1 Phase 2

Technical Module
At its recent meeting, the Technical Module (TM) approved the specification for UHD-1 Phase 2 ( TS 101 154) . This document covers various elements for the improvement of video and audio quality for broadcast TV services. High Dynamic Range (HDR) significantly increases the contrast ratio and results in pictures with more 'sparkle'. The DVB solution supports the two quantization curves defined in BT.2100: Hybrid Log Gamma (HLG) and PQ (Perceptual Quantizer). Furthermore, the new specification defines Higher Frame Rates (HFR) going beyond the current 50/60 Hz. When it comes to audio DVB has added the latest Next Generation Audio (NGA) schemes supporting objects or scene based audio. These new features can be combined with HD and UHD resolutions.

The Steering Board (SB) will be asked next month to approve this specification for publication as BlueBook A157. Once approved it will be passed on to ETSI for formal publication as TS 101 154 v2.3.1.

Congratulations to all those who contributed to the huge team effort required to get this important document agreed on time - and particularly to Virginie Drudgeon for her excellent editorial leadership.

The expectation of the TM is that TM-AVC will continue to consider potential improvements to TS 101 154, subject to the Commercial Module's response to TS 101 154 v2.3.1 and any guidance from SB.

The new specification is a major milestone for the industry and enables broadcasters as well as CE manufacturers to provide UHD-1 Phase 2 products and services.
DTT In Turkey

The Turkish International TV Forum and Fair took place on October 7 in Istanbul. The event was organized by the Ministry of Culture and Tourism, the Turkish Broadcast Regulator- RTÜK and the Organisation of Turkish Broadcasters - RATEM.  The well attended conference titled the 'Future of Terrestrial Television' addressed the current situation in the progress of the transition to digital terrestrial television in Turkey.

A number of speakers emphasized the importance of DTT broadcast delivery systems, which are widely used in Europe and other parts of the world to reach large audiences. Peter Siebert, DVB Executive Director presented 'Digital Terrestrial Television - A Success Story In Europe', DVB Steering Board Member, Stan Baaijens outlined recent developments in digital terrestrial television and Georg Hollmann representing DVB Member Kathrein, brought the audience up to date on the implementation of DVB-T2 with HEVC in Germany. Marcello Lombardo, Project Manager, Technology & Innovation, EBU Digital Migration spoke about the opportunities offered by digital terrestrial television.

The audience were mostly Turkish broadcasters and representatives of RTÜK.

T2 Mobile TV For BRICS Football Tournament In India

Fans of the first ever BRICS U-17 football tournament, which took place this month in Goa, India, had the opportunity to view free live transmissions on their mobile devises using DVB-T2. The tournament saw Brazil, Russia, India, China and South Africa compete for the trophy. Doordarshan, India's public service broadcaster, made elaborate arrangements to telecast the tournament for viewers on its Sports Channel.  Around sixty officials were deployed for a seamless broadcast in four languages - English, Hindi, Malayalam and Bangla. Viewers could watch the matches on free mobile TV using DVB-T2 dongles in OTG enabled smart phones and tablets, Wi-Fi dongles in moving vehicles, as well as DVB-T2 TVs.
Unfortunately the home team was not victorious after suffering three successive defeats in the opening stages of the competition. The final was played on October 15 between Brazil and South Africa with Brazil winning 5 - 1.

The annual ten day tournament will be held each time in a BRICS country. The Prime Minister of India, Shri Narendra Modi, unveiled the 2016 BRICS U-17 trophy in London on 1st October.

DVB Updates ABU Technical Committee

This year's Asia Pacific Broadcasting Union (ABU) Technical Committee and General Assembly meeting took place on Bali and was attended by about 600 delegates representing Asian broadcasters as well as other stakeholders of the broadcast sector. The event provides a forum for technical experts from the region to meet and exchange ideas and information.

Peter Siebert, DVB's Executive Director, participated in the Technical Committee meeting where presentations and discussions covered a wide range of subjects. On the opening day, Peter addressed the delegates on the future of broadcasting and television delivery. On day two he provided an update on the latest progress in DVB that included the news on the approval by the TM of the DVB UHD-1 Phase 2 specifications. He also took part in a panel discussion on "IP in the Studio" where he reported on the award-winning EBU LiveIP Project.

Other highlights of the meeting included a report by the Japanese delegate on the country's introduction strategy for 8K transmissions. The system will be introduced in time for the Tokyo Olympic Games in 2020. The first test satellite transmission took place last summer. As consumer 8K receivers are not yet available, NHK developed a prototype that is currently installed in 50 locations. Also, South Korea's KBS presented their plans for 4K UHD over DTT scheduled for 2017. The system will be operational for the PyeongChang 2018 Winter Olympics.

The meeting culminated with the announcements of the winners of the ABU Engineering Awards.

Stan Baaijens, CEO of DVB Member Funke will be the guest speaker at the Slovak Association for Cable Television 2016 conference in Bratislava on 8 November where he will give a presentation on the" Impact of WRC-15 Outcomes for the Future of Television".

The BBC's Martin Thorp will present "An opportunity for terrestrial TV? - enhancing in-home network integration"  on 23 November at Forecast 2016 which is  taking place at the EBU headquarters in Geneva . His presentation will draw from the DVB CM-T group's work that includes output from the "Long Term Vision" report and the "In Home Networks Fact Finding Mission" that is currently in progress.

Standardization Activities

The Promotion and Communications Module (PCM) is meeting on 31 October in Geneva. Event planning and overall strategies for 2017 will be discussed.

The 76th Commercial Module (CM) is meeting on 2 November in London. The agenda items include: endorsing the UHD Phase 2 specification; HSF approval; presentation of Virtual Reality Study Mission Group report for approval; Commercial Requirements for ABR Multicast for approval; status of Commercial Requirements Supplementary Service Streams; and discussion on the long term vision for satellite broadcasting.

The Commercial Module for Audio and Video Coding (CM-AVC) is meeting on 3 November in London. Items to be covered are: UHDTV Phase 2 Commercial Requirements fulfillment evaluation; Next Generation Audio Commercial Requirements fulfillment evaluation; What future phases of UHDTV / NGA should we progress within DVB?
 
The TM-GBS is meeting on 15 -16 November in Geneva. Work involving DVB-SI Guidelines TS 101 211 maintenance update, DVB metadata information update and DVB-SI Specification EN 300 468 maintenance update will be discussed.

The 86th DVB Steering Board Meeting and the 27th DVB General Assembly Meeting will take place on  17 November. Agenda items include the final approval of UHD Phase 2.
VR Headsets To Reach 81 Million In 2020

A recent report by IHS Markit predicts that consumer spending on Virtual Reality (VR) entertainment will hit $3.3 Billion by 2020. According to the report, aggressive promotional activity from smartphone vendors and the launch of premium smartphone VR solutions will help drive the installed base of VR headsets from 4 million in 2015 to 81 million in 2020. That same year, consumer spending on VR headsets will reach $7.9 billion and spending on VR entertainment will reach $3.3 billion.

"While the VR headset installed base will escalate significantly to 81 million by 2020, we predict that expensive, higher-end headsets will dominate content monetization," said Piers Harding-Rolls, director of games analysis at IHS Technology. "There will be a polarization of the VR market between lower volume premium VR headsets, which will have strong paid content conversion rates, and higher-volume cheaper smartphone VR headsets, which will monetize content at a lower rate."

"Smartphone VR headsets will represent the largest addressable market for VR content because of cheaper pricing. The smartphone VR base will be a major opportunity for VR content experimentation," said Ian Fogg, senior director at IHS Technology. "Smartphone VR headsets' share of the VR installed base will be 87 percent at the end of 2016."

Meanwhile, consumer spending on VR entertainment is forecast to hit $310 million in 2016, growing to $3.3 billion in 2020, as the high-end headsets gain more traction.

"A $3.3 billion VR entertainment market by 2020 will represent less than 1 percent of overall entertainment spending worldwide," Harding-Rolls said. "There is certainly more to be done in terms of premium content for VR platforms and it will take time to deliver on the potential of the technology."

EBU's Forecast Event | 23 - 24 November

This year's EBU Forecast takes place on 23-24 November 2016 at the EBU Headquarters in Geneva, Switzerland. With linear television or digital terrestrial television (DTT) services remaining at the core of most public broadcasters' services, the event will focus on how audience consumption patterns are changing and new distribution opportunities such as Over the Top (OTT) services or the development of future mobile options like 5G, are becoming, and will continue to become, more popular in the future. DVB World 2017  - Update

Planning continues for DVB World 2017 in Vienna with the first announcements on Keynote Speakers and other program details planned for early November. The annual conference and exhibition will take place on 13 - 15 March at the Hilton Waterfront Hotel, overlooking the Danube River.
