DVB Launches Targeted Advertising Study Mission

The  overall  advertising  market  is  shifting  rapidly  towards  digital,  programmatic and addressable models.  Advertising is an essential source of revenues for the TV ecosystem and therefore TV advertising will be a part of this shift towards new delivery models. This has already started in certain areas such as Pay TV vertical platforms, via DTH, cable, satellite, IPTV, etc., and it is being actively considered for classical TV broadcasters including DTT broadcasting as well for Live Adaptive Streaming.

As  initial  solutions for addressable TV advertising are being introduced, it is noted  that  the underlying technologies are predominantly proprietary. This creates a risk of technology fragmentation and could act in adverse ways for the existing TV ecosystem for instance, difficulties for advertisers and broadcasters to source and market advertising slots across different reception platforms, high transaction costs for advertising players needing to convert between multiple standards and platforms.

In this context, it would appear sensible to work towards a consistent set of mechanisms across different technology/reception platforms to deliver targeted or addressable advertising. DVB is investigating whether a DVB specification in this area would be feasible and beneficial to the market and its development.  To address this question the DVB Commercial Module (CM) has established a Targeted Advertising Study Mission Group. The co-chairs of the group are Vincent Grivet (TDF) and Thierry Fautier (Harmonic).

The first step involved a questionnaire where DVB Members as well as non DVB Members were invited to express their views on key questions covering the scope of the Study Mission. The objective was to involve a large audience and set of respondents. The full report of the Study Mission is due to be delivered to the CM for its meeting in June.

If there is a role for a DVB standard, a dedicated CM group for Targeted Advertising will be tasked to prepare the Commercial Requirements for such a standard.
Accessible Digital Synchronization With DVB-CSS

At this year's CSUN 2017, the head of Accessibility for Digital Products at the BBC, Gareth Ford Williams, discussed how DVB-CSS, a system designed to deliver perfect second screen synchronization, can be employed to deliver beneficial services to make media accessible to all. He believes there are, in his words, "tons of possibilities with the standard".

The CSUN Assistive Technology Conference is held annually in San Diego, California and is organized by California State University Northbridge. It provides an inclusive setting for researchers, practitioners, exhibitors, end users, speakers and other participants to share knowledge and best practices in the field of assistive technology. The 32nd annual event hosted people from around the globe and explored new technology designed to assist people with disabilities.

Known as a forum that showcases cutting edge technology and practical solutions that can be utilized to remove the barriers that prevent the full participation of persons with disabilities in educational, workplace and social settings, the conference is the largest of its kind in the world. This year's event attracted more than 5,000 people for what is the largest assistive technology conference in the world.

DVB-CSS allows devices such as tablets, smart phones, and other similar Companion Screens or 'Second Screens' to interact with the TV or set-top box and become part of the overall TV experience. To achieve this, DVB CSS defines a framework that allows applications on smart devices to construct an integrated, synchronized content experience with the TV over the home network, potentially drawing together many components from multiple sources. DVB CSS is referenced in HbbTV 2.0.

BroadThinking Roundup - The Challenges Of IP For Broadcasters

The recent EBU BroadThinking 2017 event covered topics ranging from streaming technologies, front end design, user experience and strategic aspects of media delivery over broadband networks. It highlighted some of the major challenges still facing broadcasters and while new approaches to streaming significantly improve the experience for audiences and facilitate improved workflows, fragmentation and the coexistence of multiple standards are still major challenges.

Thierry Fautier helped set the scene for the conference in his keynote where he stated that the continued lack of a single codec with support on all platforms was one of the problems facing the industry. Thierry is VP Video Strategy at Harmonic and Head of the DVB Ad Hoc Sub-Group of CM-AVC, which is tasked with defining the Commercial Requirements for ABR Multicast.

In other presentations, the conference outlined trends in online media players and Content Delivery Networks as well as the Quality of Experience for the audience. It was reported that eighty-one percent of users will stop watching a video that takes more than two seconds to buffer. The importance of metrics to quantify the user experience and identify performance issues was a recurring theme during the conference.

The event was rounded off with a number of demonstrations, allowing seminar delegates to experience some of the technologies covered in the presentations.

The focus of the event coincides with the DVB's emphasis shifting from 'digitizing analog TV' to the 'transitioning of the broadcast industry to a hybrid, broadcast, broadband world' as stated recently by DVB's Chairman Peter MacAvock. DVB is preparing a number of promotional activities to highlight its work and to demonstrate its role in the use IP technology. Expect to see a conference program for DVB World 2018 that reflects this shift.

DVB Members and nonmembers alike that are stakeholders in IP are urged to take part in these activities.
In Case You Missed The Latest Webinar On Cyber Security

The 'Man in the Middle' attacks webinar held by DVB this month was led by DVB Members Robert Esterer (IRT), Nick Birch (S&T) and Nigel Earnshaw (BBC R&D).

The recent global wave of cyber security breaches has emphasized the need to be prepared against such attacks. DVB has taken steps to introduce new security features following academic research demonstrating that Smart TVs could be at risk of being manipulated via the broadband interface. In demonstrated cases, 'Man in the Middle' attacks were performed by overriding the terrestrial broadcast signal and placing malicious codes in the TV software which enabled the hijacker to control, for example, the webcam and then stream the pictures from the living room back to the internet.

Earlier this year, the DVB Steering Board approved updates to TS 102 809 "Signaling and carriage of interactive applications and services in Hybrid broadcast/broadband environments" introducing an authentication mechanism to help prevent 'Man in the Middle' attacks in Smart TVs supporting interactivity. During the webinar the panel of experts gave a detailed explanation of the latest security additions provided by the specification and took questions for those participating.

The updated specification enables broadcasters to add authentication information to the signaling of their interactive services. In essence, the television receiver learns the legitimate transmission on each channel and will then identify and reject any subsequent tampering. This provides an extra layer of defense for TV sets and their owners in addition to manufacturers' activities to improve their products' security.

Report From TRAI's Digital Broadcasting In India Seminar

As part of its 20th birthday celebrations, the Telecom Regulatory Authority of India (TRAI) organized a seminar on 'Digital Broadcasting in India' on 4 - 5th May in Delhi. High ranking speakers were invited to share their insights and opinions about the current state and future directions of the Indian broadcast industry. In his inaugural address, the Honorable Minister for Information and Broadcasting, Mr Venkaiah Naidu pointed out that digital broadcasting in India has been very successful. Cable and satellite provides approximately 700 channels of entertainment and information. In addition to commercial pay TV operators, the Indian public broadcaster Doordarshan also provides a bouquet of digital free to air channels via satellite and cable. Television still has a high growth potential, as currently the penetration of TV households is just 64%. KPMG predictions for the combined revenues from subscription and advertisement show a compound annual growth rate of nearly 15%.

India has been using DVB specifications for satellite and cable delivery for a number of years. Also DVB Conditional Access (CA) specifications play a critical role because of the Digital Addressable Subscriber requirements for cable users. TRAI requests that each cable customer has a digital identity, which is controlled by the CA subscriber management, to prevent fraud and theft of service. For DTT, India has adopted the DVB-T2 specification. In the first phase of roll-out, around 30 digital transmitters have been installed. All together around 630 transmitter sites need to be upgraded to digital. The government has announced 2022 to be the date for ASO. For the time being, only Doordarshan has a license to use the terrestrial spectrum for broadcast. TRAI has plans to provide DTT licenses to private broadcasters. This would increase the number of channels for terrestrial broadcasting and therefore make the DTT platform more attractive.

DVB participated in the seminar with Herbert Tillman (ARD) delivering a presentation on HbbTV applications and Peter Siebert providing an update of the latest DVB activities and upcoming developments.
DVB Speakers' Corner

Peter Siebert (DVB)  will be giving the Keynote speech ' UHD - Facts and Fiction'  on 9 June at the IEEE International Symposium on Broadband Multimedia Systems and Broadcasting 2017, being held in Cagliari, Italy. The event runs from the 7-9 June.  The event will feature a number of plenary talks by world-renowned researchers, a variety of technical sessions and also panel discussions focusing of DVB technologies. Helmut Stein (DVB-PCM Chair) will chair the Technology Panel 'DVB - Beyond HDTV' during ANGA in Cologne on 31 May. DVB Members being represented on the panel include Virginie Drugeon (Panasonic), Dagmar Driesnack (IRT), Stephan Heimbecher (Sky Deutschland), and Ludovic Noblet (b-com).

Standardization Activities

29 May - DVB IPI DASH - Webex. Work on a new revision of the MPEG-DASH profile for the transport of ISO BMFF-based DVB services over IP networks. This work will lead to a specification for UHD-1 Phase 2 DVB DASH Streaming including support for HDR, HFR and NGA (object-based audio).

01 June - ABR Multicast Workshop - DTG, London. To p rogress the drafting of the specification.

02 June - CM-EWS - Webex. Work to finalise the EWS market review, review the EWS Questionnaire results and start work on the EWS Commercial Requirements.

06, 20 June - ABR Multicast taskforce plenary - Webex. Meetings are for all interested parties and on alternate weeks a focus meeting to discuss specific technical topics. The technical specification will aim at fulfilling the Commercial Requirements for the transmission of media streams at multiple different bit rates and qualities, in which at least part of the transmission is achieved using IP multicast.

07 June - TM106 - EBU, Geneva. Progress of various activities will be discussed. The most notable areas will be subtitles, DASH streaming and the joint Single Illumination work.

14 June - CM-SEG - Irdeto, Hoofddorp, NL. The agenda will include the final review of the Harmonised Security Framework document and UHDTV Security Review document with respect to latest UHDTV Security Requirements.

20-21 June - CM-AVC UHDTV - 
Hilton Airport,  London Heathrow. Ongoing working group activity to identify possible additional scenarios and timing for a future update to the UHDTV-1 Phase 2 system. Topic also to be discussed are UHDTV, Supplementary Service Streams and audio service selection.

21 June - CM-EWS - Samsung R&D, Staines, UK. Ongoing work to f inalise the EWS market review, r eview the EWS Questionnaire results and s tart work on the EWS Commercial Requirements.

21 June - TM-AVC - Hilton Airport, London Heathrow. Meeting to discuss potential enhancements to the audio and video aspects of DVB specifications, particularly relating to UHDTV and next generation audio.

28 June - CM78 - BBC, London.  Work  covering CM-T (terrestrial) work, including targeted advertising, CM-S (satellite) work, including the merging of the CM-S and CM-RCS groups into one and the appointment of a chairman / vice chairman, together with the start of work on a vision document. In the CM-AVC group, there is work on HDR solutions and various other activities and in CM-SEG there is an updated version of the Harmonised Security Framework to be approved. A report on the first meeting of this new Study Mission on WiB (terrestrial wideband modulation) will be presented.
