Pugwash Water Supply Update
Construction continues on the Pugwash Water Supply System
Construction of the distribution and piping is progressing well. To date, approximately 75% of the contract has been completed. Dexters Construction has had multiple crews working along Highway 6 for the past month. Two crews have been installing a waterline along Durham Street/Highway 6, a crew is installing service laterals to properties, and a crew has installed the hangers and insulated pipe along the Palmerstone Bridge.

Parrsboro Tidal Turbine Now Powers Nova Scotia Homes and Businesses
Cape Sharp Tidal turbine producing tidal energy to local residents
Nova Scotia homes and businesses are now powered by Canada's first in-stream tidal turbine. Early November, Cape Sharp Tidal deployed their first 2MW Open Hydro Open-Centre Turbine at the Fundy Ocean Research Centre for Energy (FORCE) test site near Parrsboro. This turbine is now producing clean, predictable in-tidal energy, a first in Canada.

This project has potential to be one of the world's first multi-megawatt arrays of interconnected tidal turbines, providing energy to more than 1,000 customers in Nova Scotia.

Parrsboro Wastewater Treatment Plant and System Expansion
Project has been approved for funding and contract has been awarded to begin design and construction
The Parrsboro Wastewater Treatment Plant and System Expansion has been approved for funding under the Clean Water and Wastewater Fund. This project, valued at $8.8 million, will double the number of residences connected to the central sewer, and cease the discharge of untreated waste into the Bay of Fundy. 

The design and construction supervision of the project has been awarded to CBCL. Topographic survey work is currently underway to support the design of the expanded collection system. A treatment process concept plan and preliminary design has been submitted. 
Springhill Downtown Infrastructure Renewal Project
Project has been approved for funding and contract has been awarded for construction and design
The Springhill Downtown Infrastructure Project has been approved for funding under the Clean Water and Wastewater Fund. The funding will contribute 75% of the estimated $5 million construction costs. 

The contract for design and construction supervision of this project has been awarded to EXP. The field work in the community of Springhill has been completed (topographic survey and geotechnical investigation). Preliminary designs have been submitted by EXP for review in November.
Springhill Paving Update 
Paving continues in Springhill
The Springhill Paving Contract has been awarded to Costin's for a value of $296,725.00. The contractor has begun work in the community.

The Municipality of the County of Cumberland Council will meet    during the month of December on December 7, 2016.

Council Sessions are held at the Upper Nappan Service Centre Council Chambers at approximately 2:30pm. 
Municipal Office Holiday Closures 
Service Centres closed during the holidays
The Municipal Service Centres in Upper Nappan, Springhill, and Parrsboro will be closed on  Friday, December 23, 2016 at 4:30pm

The Service Centres will reopen  Tuesday, January 3, 2017 at 8:30am.

Please visit the Cumberland Joint Services Management Authority for alternate collection schedules during the holidays for the County, Parrsboro, and Springhill.
CJSMA also  provides sorting guides, information about upcoming Household Hazardous Waste events, FAQs, and information about provincial solid waste programs available to residents. 
Municipality Places First in Amherst Christmas Parade 
Municipality wins Best Overall Theme, 1st Place in the Amherst Christmas Parade
The Municipality of the County of Cumberland won Best Overall Theme, 1st Place in the 2016 Annual Amherst Christmas Parade. Congratulations to all staff involved in making the Christmas float, and a special thanks to those driving the float in parades throughout the County!

A CBC Land and Sea episode on November 20th, 2016  featured local businesses in the Advocate area. 
Councillor Don Fletcher would like to recognize the achievements of the local businesses and their promotion of the Advocate area.

Councillor Fletcher would also like to recognize the tremendous achievements of all of those involved in the successful deployment and connection of the tidal turbine nearby the Fundy Ocean Research Centre for Energy! 

Municipal Planning Strategy Consultations
New strategy for a changing municipality
The Municipality is in the early stages of developing a new Municipal Planning Strategy/Land-Use By-Law. The purpose of this review is to standardize municipal planning for the Municipality following the dissolutions of the Towns of Parrsboro and Springhill.

Municipal Council and staff will be conducting consultations with residents, businesses, cottagers, and community organizations to develop a new, merged strategy for the Municipality. Stay tuned for more details in the coming months!

HomeWarming offers no-charge energy assessments and home upgrades to eligible Nova Scotians.

Am I eligible?

You can apply for the HomeWarming program if:
  • Your income is under the levels shown in the Income Qualification Chart
  • You own a single unit home located in Nova Scotia and can provide proof of ownership
  • You live in your home year-round, it is your current primary residence and you do not plan to sell it in the near future
  • Your home has not previously received upgrades through HomeWarming or the Low Income Homeowner Service

access to export education and resources throughout the province and to encourage companies - whether they are curious about exporting, new exporters, or looking to expand their business into new markets - to explore a plan to move forward.

The goal of the Export Development Education Program is to raise awareness about the benefits of exporting and promote the business support available to the business community in the province.
