DBE Outreach & Networking Workshop
Deemed a Winner!
NEPA PTAC
The NEPA Alliance Procurement Technical Assistance Center (PTAC) recently hosted a Luzerne County Transportation Authority (LCTA) Outreach and Networking Workshop. The Workshop was geared towards small businesses interested in doing business with LCTA and the process to become a certified Disadvantaged Business Enterprise (DBE) through the Pennsylvania Unified Certification Program (PA UCP) to support LCTA's DBE goals and objectives.
 
The Workshop was kicked off with the welcome and introductions provided by Frank Migneco, Government Procurement Manager with the NEPA Alliance, who was one of the subject-matter experts on the Workshop's agenda discussing the value of a Capability Statement. Other speakers included Frank Knorek, LCTA Compliance Analyst, who provided a DBE 101 Program Overview and How to Do Business with LCTA; and, Kenyon Holley, Director, Diverse Business Supportive Services Center to present on the PA UCP certification process and how to do business with PennDOT.

After the Workshop, Lou Uritz, LCTA Procurement Manager, contacted NEPA Alliance PTAC and said, "Thank you for hosting a very informative and successful workshop; we at LCTA look forward to an ongoing and mutually rewarding business relationship with NEPA/PTAC." Lou's feedback was akin to LCTA Executive Director Norm Gavlick's reaction to the Workshop, "Thank you to NEPA and PTAC for your help and support on this event. We look forward to working with you on future endeavors."
 
Those in attendance were provided a copy of the LCTA "Vendor Profile & Bidders List Application Form" to complete and return to LCTA. NEPA Alliance received a copy to distribute to individuals who were not able to attend the Workshop. International Business Development Program
NEPA provides assistance to businesses new to exporting and more seasoned businesses looking to expand their current international markets. Through PA's Office of International Business Development's global network of Authorized Trade Representatives, NEPA offers businesses international trade contacts, market development research and much more. Global Access Program (GAP) closed indefinitely

Federal SBA STEP grant funding was not awarded this year to the Office of International Business Development. In past years, the STEP grant funded the very popular Global Access Program (GAP) which helped small businesses offset some of their expenses for international business travel, USDOC Gold Key Services, and more.
 
Fortunately, the Office of International Business Development has been able to allocate state funding to keep previously SBA STEP grant funded trade offices open for the remainder of the fiscal year. These offices are now open to all PA companies: Central/Eastern EU (Czech Republic), Indonesia, Saudi Arabia, and Arab Gulf Region. As the 2017 budget season quickly approaches, export clients are encouraged to reach out to their Legislators, explaining the importance of the services offered by DCED's Office of International Business Development and their Regional Export Network (REN). PA Export Finance Program

Offered through the Pennsylvania Department of Community and Economic Development (DCED), the Pennsylvania Industrial Development Authority (PIDA) Loan Program helps Pennsylvania exporters finance international sales. Many creditworthy, small-sized businesses do not have access to adequate export financing because they either lack a relationship with a financial institution with export financing capabilities or the size of the transaction makes it uneconomical for the private sector to participate even when credit risks are insured. PIDA fills this financing gap by lending to qualified companies. Please click here  for additional information.

NEPA Alliance has several loan products available for small businesses in Carbon, Lackawanna, Luzerne, Monroe, Pike, Schuylkill and Wayne Counties.
 
Fixed RatesThese low cost, low interest loans offer reduced down payments and standard loan term maturities for machinery and equipment, land and building acquisition, construction and renovation.  Loan rates are fixed and generally below the prime lending rate.
 
Eligible businesses include Manufacturers, Industrial, Agriculture/Agribusiness, Hospitality & Tourism Related Enterprises, Recyclers, Day Care, Computer Related Services, Advanced Technology, and Retail and Service Related Businesses.  Other business sectors may also qualify.

NEPA-BFC NEPA Alliance Business Finance Corporation has Small Business Administration (SBA) 504 loans available for eligible small businesses in Carbon, Lackawanna, Luzerne, Monroe, Pike, Schuylkill and Wayne Counties.
 
Financing Structure

A bank or other lender finances 50% of the project cost and takes a first lien position on the assets financed. The SBA 504 loan NEPA-BFC Tree finances 40% of the project cost up to $5.5 million and takes a second lien position. The borrower then contributes a down payment of as little as 10%.

PennDOT Multimodal Transportation Fund Grant Program
PennDOT is currently accepting applications for funding through the Multimodal Transportation Fund for 2017-2018.  Applications are due by December 16, 2016.  Funding can be used to coordinate local land use with transportation assets to enhance existing communities; for projects related to streetscapes, lighting, sidewalk enhancement and pedestrian safety; for projects improving connectivity or utilization of existing transportation assets; and for projects related to transit-oriented development. Municipalities, counties, school districts, economic development organizations, public transportation agencies, ports, rail freight and passenger rail entities are eligible to apply. A local match of 30% is required. More information can be found on the PennDOT website .

Did you know that according to the 2012 Census of Agriculture, which is available here, the 11th Congressional District of Pennsylvania had the highest amount in the state and the ninth highest amount in the nation of Cut Christmas Trees and Short Rotation Woody Crops with 6,085? The 17th Congressional District had the third highest in the state and the 19th highest in the nation with 2,493 and the 10th Congressional District had the fifth highest in the state and the 31st highest in the nation with 1,416.
