What's New with Envision Eugene?

Updates on Eugene's New UGB
Appeal Process
On December 5th the Envision Eugene Team was in Salem at the Land Use Board of Appeals (LUBA). The Team was there to present an oral argument in defense of Eugene's conclusion that the existing urban growth boundary (UGB) contains enough land for housing. The Home Builders Association of Lane County has appealed the City's determination to LUBA. A decision on this appeal is expected in the new year.

Clear Lake Expansion
The adopted UGB included an expansion in the Clear Lake area for jobs, a park, and a school. Bringing this land inside the City’s UGB is the first step towards development in the area. More detailed studies can now begin. Studies will support design, funding, and the build out of infrastructure like roads, sewer, and fiber. We also need to plan for how to meet our wetland and storm water management goals so the area becomes a green industrial job center of which we can all be proud.

River Road - Santa Clara Outreach Report
The River Road and Santa Clara Community Organizations, with support from City and Lane County staff, have been reaching out to their neighbors as they develop a vision that will guide neighborhood planning in the area. A summary of the ideas and input received so far has been compiled in a written report and a variety of other forms. These can be viewed on the " what have we heard" page of the project website.

Urban Form Plan
The Envision Eugene Team released the Urban Form Plan on December 5th. The non-regulatory document is part history lesson and part aspiration, using historic photos and engaging graphics to inspire, engage, and educate.

The Urban Form Plan focuses on the form of the built environment, how our city looks and functions. It proposes ideas and frameworks to move Eugene toward the best version of itself through new development. The Plan provides an overview of our regional history and identity, local architectural character, and a simple, shared vocabulary for community conversations about the built environment. The Urban Form Plan articulates our community expectations for development and is intended as a resource to residents, developers, builders and designers.
