News Briefs - November 8, 2017
City Council Initiatives
  • Comprehensive Plan Amendments: On Nov. 6, the city council approved a motion to modify proposed Ordinance 17-22-PC (amendment to Comprehensive Plan: 2020 amending Chapter 1 - Future Land USE Element, Chapter 2 - Transportation Element, Chapter 12 - Administration and Chapter 13 - Glossary) on first reading.

Some notable changes are a decrease in allowed density in many future land use designations and a reduction of building height maximums to 50' in many future land use designations for all new development. In the South Harbor Mixed Use, the North Harbor Mixed Use and Town Center Mixed Use future land use designations, building height maximums would be reduced to 75'. Also, a grandfathering clause was modified to include existing building heights, densities and intensities and unexpired development orders that had lawfully conforming building heights, densities and intensities prior to the effective date of the proposed Comprehensive Plan amendments.

The next step in this process is that Ordinance 17-22-PC will go back to the city's Local Planning Agency for review. The City anticipates that the ordinance will then, at a minimum, be reviewed again twice by the City Council and twice by the Florida Department of Economic Opportunity.

The comprehensive plan amendment shall not become effective until 31 days after the Department of Economic Opportunity notifies the city that the plan amendment package transmitted by the city is complete, except however, if the plan amendment is timely challenged, this ordinance will not become effective until the date a final order is issued by the Department of Economic Opportunity, or the date that the Administration Commission enters a final order determining the adopted plan amendment is in compliance.
  • Electric Utility Options: In an effort to provide Destin residents and businesses with the best electric service at the best rate possible, the city council is currently discussing the terms for a new franchise agreement with Gulf Power and is simultaneously exploring the option to purchase the electric utility from Gulf Power. The council is also considering a third option, to solicit bids from other electric providers to purchase the utility from the city. More information can be found here.
Details for these items are released with the respective agenda. Agendas are typically published the Thursday prior to a council meeting and can be found here.
