U.S. FIFTH FLEET AREA OF RESPONSIBILITY (NNS) : The Iraqi Navy, Kuwaiti Coast Guard and U.S. Coast Guard conducted their first trilateral theater security exercise in more than seven years, Sept. 29.
The exercise consisted primarily of search and rescue and defensive maneuvers.
U.S. Coast Guard Cutter Monomoy (WPB 1326) used a small boat to transfer members from Iraqi Swift Boat 307 and Kuwaiti Coast Guard Patrol Craft Marzouq during a personnel exchange.
A Kuwaiti helicopter and another Kuwaiti patrol craft joined Monomoy's small boat during the evolution.

Lukoil gets nod for work in Iraq

MOSCOW (UPI) : Iraqi officials approved an exploration contract in southern Iraq for a partnership between Russia's Lukoil and Japan's Impex Corp., the Russian company said.
Lukoil said the contract could be worth as much as $100 million, reports Russia's state-run news agency RIA Novosti. The company said the contract should be signed next month.
Norwegian energy company Statoil worked with Lukoil in 2009 after winning a competitive bid for the West Qurna-2 oil field in southern Iraq. Project partners had expected a production level of 1.8 million barrels of oil per day by 2017.
Lukoil looking to scale up Iraqi footprint

Lukoil intends to invest $4bn into its Iraqi projects in 2012, Andrey Knyazev, CEO of the oil major's international arm Lukoil Overseas, said during a round table with Iraqi Prime Minister Nouri al-Maliki.
Knyazev pointed out that the country's government has given Lukoil the green light to become involved in a project to develop Block 10 in the south of the country, and that a relevant agreement on exploration of this field is expected to be signed next week. He went on to say that Lukoil already employs 20,000 professionals in Iraq, including 5,000 Iraqi citizens.
According to Knyazev, Lukoil intends to ramp up investments in its overseas projects to $5bn-$5.5bn in 2012, up from the current $3bn-$3.5bn.

Shahristani: expansion of the Iraqi oil sector will strengthen budgetary spending

BAGHDAD (Reuters) : Iraqi Deputy Prime Minister for Energy, said on Wednesday that the expansion of the Iraqi oil sector will allow the Government to double spending nearly doubled in the next three years.
Hussain al-Shahristani said that Iraq's current oil policy enabled the government to double the spending in its budget in just three years, adding that the budget will rise another 80 percent between 2012 and 2015.
The Iraq focuses on building its oil sector, which generates about 95 percent of its budget after years of war and sanctions.
Shahristani said earlier on Wednesday that Iraq aimed to produce five to six million barrels of oil per day by 2015 as part of his efforts to reach a nine to ten million barrels by 2020. He added that the current production 3.4 million barrels a day.

Ministry of Finance predicted Monday that up the fiscal deficit next year's budget being prepared to 18 trillion dinars on the "least".

The bills will be withdrawn from circulation as of January 1, 2013, the State Bank of Vietnam said late last month.
VND10,000 and VND20,000 paper banknotes are now offered for sale at prices up to four times higher than their face value following a recent announcement from the State Bank of Vietnam that the bills will be withdrawn from circulation from next year.
The paper notes will cease to be legal tender from January 1, 2013, the central bank said late last month.
They can be exchanged for the currently circulated polymer versions after this milestone, the bank added.

Maliki was never in danger of getting a "no confidence vote." He was installed and supported by the USA, nobody will touch him without our consent. Meanwhile we have the crew setting up preparation for the National Conference, finalizing HCL and getting things lined up for Maliki to finally give the stamp of approval. This is all very coordinated right now. I'm sure the key political figures from Iraq are WELL aware of when they have to get these things satisfied or risk huge consequences

Good guys win! That means us! Our parliament watchers and lurkers report that it's essentially the same as the draft proposal from 2007 and the work consists of a few changes in a few areas that might well have been unforeseen a few years ago.
