Sure, they will probably release some lower notes...as well as implement some new laws, amendments, budget, etc. but I bet that we see an exchange rate adjustment and some lower notes released before then! ...

TLAR: This is good that this is happening because of pressure from the IMF. Maliki agrees to cancel the card then says we will put forth cash payments instead of the card and parliament says no its unconnsitutional.
The only way they can cancel the ration card is to do it simultaneously with the raise in value or just after the raise in value. The State of Law is in a quandry.
In order to be accepted into the world banking system the IMF is demanding they stop the cards. They have told Iraq to do this for years now. Iraq, under the Maliki government, has finally agreed.
Dr. Shabibi was pushing for this and the implementation of the tax and tariff law for at least since the beginning of 2010. Both of these things go hand in hand and are necessary to install a free market.
The three basic controls to inflation and dinar support are not yet in use. The three tools are Taxes and tariffs, exchange rate and the aUctions. Shabibi did a good job with only being able to utilize the auctions to support the dinar but as this economy heats up they will need to have all three tools activated.

Baghdad (news) : Ruled MP / coalition in Iraq / Jaber Al Jabri, disrupted the House of Representatives to approve the bills because of the impact of the political crisis on the Council.
said Jabri in a statement (of the Agency news) on Tuesday: there is no way out of the current political crisis and will be retained until the next parliamentary elections, indicating , that the crisis does not disrupt the passage of laws in the House of Representatives, and differences over the law depends on the law and its provisions.
pointed Iraqi MP to: that the option of the government's majority political could not be applied because the government showed on the basis of national partnership, noting, there is no political consensus on the government majority. saw the House of Representatives, recently political mobility between the government and the Council on the adoption of a law, some of which passed amid objections parliamentary, such as the election of members of the Electoral Commission, while other laws are still unused within the Council, such as the infrastructure and general amnesty and the Federal Court and the parties and the allocation (25 %) of oil imports to the people.

Baghdad / Orr News: A source high-level political said that President Jalal Talabani faces great difficulties in its attempts to bring the views of the parties in the political process in order to overcome the crisis experienced by the country since more than a year, and he does not have a road map to resolve, while stressing spokesman of the Political Bureau of the Union National dissatisfaction with President Talabani to the performance of Prime Minister Nuri al-Maliki.
Said the source, who preferred anonymity,'s (Orr News) "The president is suffering from a lack of cooperation heads the political crisis in the country and is facing some sort of circumvent attempts putting them in a joint meeting even if was cordial to heal the rift between them."
He said Talabani "very upset premeditated intentions and the atmosphere of mistrust that overshadow his attempts to spare Iraq crisis may develop into a conflict in the street."

Baghdad (news) : met head of the Iraqi National Alliance Ibrahim al-Jaafari with the representative of the Secretary-General of the League of Arab States Naji Shalgam were reviewed the overall political situation in Iraq and throughout the region and the world.
A statement by Jaafari's office received Agency (news) copy of it on Tuesday: he stressed the need to strengthen the Arab League role in supporting Iraq as head of the current session of the University, stressing that Iraq's history and profound cultural position to play a big role and active in the restoration of the Arab region status, and contribute to the support of the security and stability of the region and the world.
He added: The national forces concerted efforts to develop practical solutions that will overcome the current crisis, and put Iraq on the path to building and progress.

Baghdad release Daqduq and last to leave Iran

Twilight News : diplomatic source revealed early Tuesday, the Iraqi authorities freed by Lebanese Hezbollah detainee Ali Musa Daqduq has already left to Iran.
The source told "Twilight News", "The detainee Ali Musa Daqduq, who was handed over by U.S. forces to Iraq has been released as a result of the absence of any legal justification for staying in detention."
The source added that "the information available indicates that Daqduq left Iraq to Iran immediately after his release."
He continued that "Iraq can not keeping a person under detention unless there are legally condemned, and for there is not condemned," adding that "planning to kill or killing American elements really is not a crime in Iraq."

BAGHDAD : "arenas of Liberation" The Iraqi government suspended its hopes on the visit of Prime Minister of Kuwait to Baghdad early next month to resolve the outstanding issues between the two countries, in preparation for the withdrawal of Iraq from Chapter VII of the UN Charter.

In others words, one of Maliki's secret prisons never to be seen again....and a dead man. All of this occured before the Skype video...now that Shabibi has called out Maliki via video,
IMO there is no chance Maliki will let up..he simply cannot or he will look corrupt. In fact, as I stated, I expect Maliki to file additional charges on Shabibi.
This is very unfortunate for our investment, and clearly a setback. The best we can ask for at this point is that Iraq moves forward and gets a skilled man in that position soon. The longer this goes on, the longer it will be before any currency change and raise in value can happen.
TLAR: respectfully I disagree that this is unfortunate for our investment. I too felt this way last week but came to realize that the war between Shabibi and Maliki in and of itself would not allow the currency to change.
Maliki and the SOL now have to deal with where the CBI is at this moment. There are certain realities that they face. I think they just realized that when they agreed to the IMF that they would cancel the ration cards in March 2013.

Palladium There is a lot of moving parts to this article. This article does help explain the ration card situation a little better. Second, there appears to be a heavy rush suddenly to get that 2013 budget approved. This is a change from previous years; i.e. Parliament sticking around to get their work done. This is a great sign, and I must admit that I seriously doubted that Parliament would stay in Bagdad. The only problem now is to make certain they maintain a quorom to stay in session. Monday, 12 November 2012 18: 05 Congress voted in the thirty-second meeting held under the chairmanship of Osama's House and in the presence of 167 deputies Monday on the draft and proposed bills with finished first and second readings of the three laws, including the federal budget for 2013, as well as hosting the Ministers of finance and trade on the ration card. GCC recognizes the new Syrian coalition legitimate representative of the Syrian people

Alsumaria News / Beirut : Announced GCC Monday, its recognition of the National Coalition for the revolutionary forces and the Syrian opposition, which was founded in Doha on Sunday evening, as the "legitimate representative of the Syrian people."
The Secretary General of the Cooperation Council for the Arab Gulf States Abdullatif bin Rashid Al Zayani said in a statement that "the GCC countries declare their recognition the National Coalition for the forces of the revolution and the Syrian opposition as the legitimate representative of the people of the brotherly Syrian," adding that "the Council is looking forward to the recognition of Arab States and the countries of the world and the international community that the coalition includes most of the spectra of the Syrian opposition at home and abroad and to provide the necessary support to him. "
The statement stressed that "the six GCC countries, namely Saudi Arabia, the UAE, Kuwait, Bahrain, Qatar and Oman will provide support and support for this entity to achieve the aspirations and hopes of the Syrian people, wishing they could be a step towards a political transition fast to power, and stop shedding the blood of innocent people and safeguard the unity of Syrian territory."

Think about it. If the dinar were to be going up, even a little at all at anytime, especially as we possbily near the end of this ride (if we actually are) it would be a sign that it would be a good investment possibly.
At least to some and would be in line with, and match all the progress happening over there monetarily (and there has been investments for oil and infrastructure in the trillions of dollars at that).
This IMO is the perfect smokescreen to deter speculators, and to smoke out the ones that are contemplating this as an investment and it even gets some to sell.

Parliament allocates seven billion and 500 million dinars to buy 100 armored vehicles for judges

Parliamentary Finance Committee revealed, Monday, that the House of Representatives voted to allocate the amount of seven billion and 500 million Iraqi dinars to buy armored cars for judges.
Committee member said Adel al-Maliki in a statement obtained by "obelisk", a copy of which, "The House of Representatives voted within the budget of the Supreme Judicial allocated seven billion and 500 million Iraqi dinars to buy armored cars for Iraqi judges."
He explained that "the presidency of the parliament agreed to allocate six cars each Iraqi judge," pointing out that "the total number of cars of 100 armored car."
Iraq: Dumping Russia arms deal may be ploy

BAGHDAD (UPI) : Confusion surrounds Iraq's weekend announcement that it's scrapping a $4.2 billion Russian arms contract but the feeling is it may be a ploy by Prime Minister Nouri al-Maliki's government to renegotiate a more favorable deal.
Moscow is eager to secure a major stake in Iraq's oil industry, which it may do because of Maliki's dispute with U.S. oil giants Exxon Mobil and Chevron Corp. The U.S. companies have defied Baghdad by signing exploration deals with Iraq's semiautonomous Kurdish enclave.
There's always the possibility that Washington, which seeks to control Iraq's military acquisitions following the U.S. military withdrawal, has leaned on Maliki after the announcement of the arms deal when he visited Moscow in mid-October.
Maliki's office announced Saturday the government is reconsidering that deal, which included combat jets, helicopter gunships and missiles, because the contract could be marred by possible corruption.

"

Baghdad: Euphrates News: said independent MP Kazem Sayadi that the results of the investigation in the work of the Iraqi Central Bank revealed the involvement of six deputies of the Liberal bloc and the Iraqi List in corruption, including chairman of the Parliamentary Integrity Bahaa al-Araji.
Sayadi said in a press statement received and Euphrates News Agency {} a copy of it on Monday that "the duty which rests on the members of the House of Representatives is to protect the citizen and the representation is not stolen and used for access to private purposes."
He added that "the findings of the Committee responsible for monitoring the work of the central bank pointed to the existence of corruption in the sale of hard currency and insider."

Cairo : Deputy: 150 parliamentarians signed the mandate of Prime Minister
Alliance MP revealed Kurdistan Mahma Khalil, yesterday that 150 deputies signed so far on the draft law of the mandate of Prime Minister two terms, as he emphasized that the President of the Republic will apply the Constitution itself determine its mandate to two terms.
Khelil said in an interview with long-Presse that "the number of signatures on the draft law of the mandate of Prime Minister adopted by the Sadrist movement reached a hundred and fifty signatures," noting that "the signatories are deputies from different political blocs."
The Kurdistan Alliance MP that "the draft, which bear the signatures reached the legal committee in Parliament to complete formulations legal action, and then presented to the presidency of the parliament in preparation for inclusion on the agenda of the Council at its next".
Parliament decides to cancel CoM's decision over Ration Card
Monday, 12 November 2012 17:35 Baghdad (AIN) : The parliament decided, during its regular session on Monday, to cancel the decision of the Council of Ministers over canceling the Ration Card and replace it by a financial support. The member of the Parliamentary Legal Committee, Zaynab al-Sahlai, stated to All Iraq News Agency AIN on Monday "The parliament decided to cancel the decision of the CoM over the Ration Card without any conditions or options." The agenda of the parliament session of Monday included a discussion with the Ministers of Finance, Trade and Planning over the Ration Card. Click for Link
