Day Sailor: As I understand the question that was asked about where all the money was coming from to facilitate this Dinar exchange, Iraq doesn't need to have much, or any of the money. Every person, in whatever country in which they live, will exchange into the currency of the country in which they live.
The banks collect the Dinar, which is then exchanged by the bank with the Federal Reserve Bank, or with the US Treasury. The US Govt then exchanges the Dinar back to Iraq in the form of oil credits, exchanged at a rate of approximately $32 per barrel.
I understand it costs Iraq about $4-$6 per barrel to produce. This exchange is a win-win for everyone holding Dinar, and in the interim, the money we have invested in Dinar has been an investment in the country of Iraq, I spent two years in the country of Iraq, and I can tell you, I am happy to help those good people.
God bless us all, and I am so optimistic about this country and it's direction now that there's a 'new Sheriff in town.'

Not to mention 6 months ago the Kurds were all happy about their portion of the budget.

Any wDay. They voted at or around 6:15 pm their time and this article saying its not done popped out 15min to 30 min after the stated time of the voting session...??? How in the heck can almost 200 Ministers vote on the budget ANNNNND vote it down within 1/2 hr... Not to mention vote it down when ((("""NOTHING SHOULD STOP A YES VOTE"""))) as per the BIG BALD GUY...
I guess they think we are all stupid, just like some of those gurus who take all the articles as GOSPEL because HUMANS are incapable of lying and news media ALWAYS tells the TRUTH... S.T.U.P.I.D. G.U.R.U.S of which in particular happen to live on a mountain of huge amounts of goats.
Well..IMO family this budget is done. It's the only sensible explanation IMO. T.I.M.E ... W.E.L.L. F.R.A.M.E.D. They are just not ready to show us yet.

Update Saturday Dec 3, 2016- Vice Chairman of the Finance Committee Faleh applicable: - "The delay in the vote on the budget for 2017, the differences on the ratio of the population and export of oil and the benefits of Basra province."
(I want everyone to note that this is why they need to do a complete and accurate "official" and "nonpartial" census of the population. So this tells us this is not yet completed and this created issues. Did you read the article I presented in the recent past on this issue? Basra was asking for an additional $5 per barrel of oil besides their share of the 17%. There is also back owed monies due)
