kaperoni: I was thinking about this today...1:1000.
kaperoni: Let me tell you exactly what they are saying here. This is telling us no LOP or re-denomination is going to happen. Because they are telling you the difference between the "old and new banknotes".
In order for this to be true, the notes have to be honored at the printed face value. If, for example, a LOP or re-denomination occurred (changing the value), they would state the exchange rate between the new and old notes would be 1:1, meaning they now have the same value or a neutral event. But that is not the case. They are clearly stating 1:1000.

Tuesday Afternoon 3-6-2012 SWFloridaGuru emailed to us
3-6-2012 SWFloridaGuru: Iraq seems to be addressing many issues this month and positioning themselves to be looked upon in a favorable and competitive way as hosts of the Arab Summit. With a deletion of the zeros, followed by a raising of the exchange rate, they will have full ascension to the WTO, prevent further dollarization and give their citizens confidence in the dinar once again. We see Iraq carefully trying to educate the people without announcing they are about to RV to the entire world. This is a hard balancing act because only a tradeable currency will replace the dollar in the markets. Iraq has also sought and received help from countries like China and the U.S. Recently, we've seen Australia and Italy get in Iraq's corner for the chapter 7 removal. This decision rests solely with the UN and is a bargaining chip they have used in the past to get Iraq to comply when diplomatic measures fail. The support they are receiving and the push they are making lead us to believe Iraq is playing ball and expects to be released from chapter 7. Maliki will be in Kuwait on the 14th and is preparing to have their remaining issues resolved upon or before that visit. Iraq held a preparatory meeting today and is pushing for the National meeting to be held before the Summit (March 29th) because they believe it is in their benefit to do so. We speculate that phase 2 is about to begin, but currency reform is done in a way that makes it impossible to pinpoint. The BIS will release the adjusted rate or basket of rates back to all central banks but these rates, by design, go live off a random timed release. This prevents anyone from knowing the exact moment. Whether or not the process has progressed that far we just don't know but with all this month has to offer, seeing a live rate soon is a very real possibility.
