Several Changes Made to the Election Code for 2021
The $200 fee to become a candidate for LCO Tribal Governing Board (TGB) as part of the Election Code of the Tribal Code of Law for Lac Courte Oreilles has been removed from the current code by vote of the TGB. In addition to the removal of the fee, the Board also voted in favor of reimbursing candidates of the previous two elections their $200 fee they were charged.

Another change to the Election Code approved by the TGB establishes that no election signs will be allowed within 150 yards of the polling site on the day of election. The Code states all campaigning materials that were previously posted in or around the polling site by candidates shall be removed by Election Day Workers. The previous rule prohibited signs within 100 yards.
Vaccinations Now Available for All Tribal Members and Their Families

LCOHC has vaccinated over 1,100 patients in the past 75 days. We have given over 1,600 total doses of vaccine since 12/15/2020, 146 Pfizer and the rest Moderna. We have vaccinated 1129 patients as of today either partially or fully. Our plan is to continue give first doses the next 2 Wednesdays and then for 4 straight weeks give the second doses, meaning that by the first week of April we will have over 1,500 patients fully vaccinated.

In order to accomplish this task, we have closed the health center the last 2 Wednesdays and will do so the next 6 Wednesdays. During mass vaccine days on Wednesdays, we will still provide Pharmacy and walk-in services. Patients wanting a vaccine can call the Health Center at 715-638-5100.
Big Fish Sees Continued Trend of Growth Through 2020 Season

Members of the Big Fish Golf Board of Directors preresented a check for $72,000 to the Lac Courte Oreilles Tribal Governing Board (TGB) which was the total profits from the 2020 season.

Board member Chris Rusk said the TGB turned around and gave the entire amount plus an additional $20,000 back to the course to pay off new machines acquired this past season.

Big Fish Course Director, Indy Thompson, said course rounds were up 40% in 2020 and total revenue was up 30%. He attributed a lot of that growth to Covid-19 because many big city residents flocked to the Northwoods during the lockdowns.

In 2019, Big Fish showed a profit of 62,000. Thompson said the profits were actually higher than the $72,000 presented to the TGB because they used funds for various upgrades at the end of the season.

Drug Raid in Watertower Results in Multiple Arrests

On Thursday,February 25, 2021 at approximately 5:16 P.M., Officers of the Lac Courte Oreilles Tribal Police Department executed a search warrant at 12895W Watertower Lane, Hayward.

After obtaining probable cause for a search warrant Lac Courte Oreilles Tribal Police Department Native American Drug and Gang Initiative (NADGI)team members executed the search warrant. As a result of the search warrant, Officers arrested the following people:

- Neil Martinson Sr. {64), of Hayward for Possession of Schedule 1 and 2 narcotics, possession with intent to deliver schedule 1 and 2 narcotics, felon in possession of a firearm, child endangerment, maintaining a drug trafficking house and possession of THC.
In Response to Non-Member Drug Dealing on the Rez, TGB Passes Removal Ordinance

Effective immediately, the LCO Tribal Governing Board (TGB) approved an ordinance known as the Exclusion and Removal of Non-Tribal Members from the Lac Courte Oreilles Band of Lake Superior Chippewa Indians Reservation.

The Order states its purpose is, “To provide a procedure for excluding and removing nonmembers from the Reservation when it is in the best interest of the health, safety and welfare of the Band, or its members, to do so, including the exclusion and removal of nonmembers who act in disregard of tribal or other applicable law, destroy tribal fish and game, trespass upon tribal trust property, pollute tribal lands and waters, destroy real or personal property of the Band, its members or Reservation residents, or endanger or harm the natural, social, psychological or physical well-being of members or other persons on the Reservation.”

The reason for the new ordinance came about in recent TGB meetings discussing their efforts to combat the drug epidemic in the community and reports of non-tribal members distributing drugs on the Reservation.

Tribal Leaders Discuss Options to Deal with Drug Crisis

Following the recent overdose deaths of two young women on the Reservation, members of the community are urging action and the LCO Tribal Governing Board (TGB) is responding. In the past few weeks they have held several meetings with law enforcement and public safety committee members.

Prior to those deaths, several members approached the TGB to take action before things escalate. One member told the TGB there are tribal members who are ready to take action themselves. He said they are willing to do what it takes to protect their families and their children.

“Something has to be done before we lose any more of our children,” the member stated.
LCO Chairman Taylor said after meeting with those members that he took it to heart.

“We really want to step up our efforts, but, we have to be mindful of what we do so that we don’t interfere with any current investigations,” Taylor explained.
Sheriff and TGB Discuss Drug Use at Hotels in Hayward

Sawyer County Sheriff Doug Mrotek voiced concerns from Hayward business community members about the rise in drug use and disorderly conduct calls to police from area hotels where the LCO Tribal Governing Board (TGB) has given vouchers to tribal members for hotel rooms.

“The vouchers are leading to a lot of drug use and drug dealing at the hotels, especially the Amerivue,” Mrotek stated. “We are seeing a lot of traffic coming in from the Twin Cities and this leads to increased disorderly conduct calls.”
Gokey Honored for 36 Years of Service to the Tribe
A special ceremony was held Friday, Feb. 19, at the Sevenwinds Convention Center to recognize Ron Gokey for 36 years of service working for the Tribe, most of those spent at the LCO Housing Authority where he recently retired as Maintenance Supervisor.

Gokey was presented with gifts from Housing Authority staff and members of the LCO Tribal Governing Board (TGB), which included a dream catcher, plaque and Pendleton Blankets.

TGB Member Gary “Little Guy” Clause thanked Gokey for all he has done over the years. Little Guy told him he was a survivor by working consistently through so many tribal administrations.

“I’m glad you’ve done so good over the years. You’re co-workers have appreciated you,” Little Guy said. He said it was his honor to present Gokey the gifts on behalf of the people of the Tribe.

Marcy Gouge said she has worked with Gokey for 27 of those years.

“It’s been a privilege working with you,” Gouge said. “You’ve always been dedicated, loyal and worked hard. You were always there and we could all count on you. In the early years, Ron was on-call 24/7. It didn’t matter if it was 30 below or over 90 degrees outside, he was there. Enjoy your retirement. We’re going to miss you.”
LCO Ojibwe School Students Attend Traditional Fishing Winter Camp

I would like to inform everybody that we had a very successful Fishing Camp with the LCO Ojibwe Middle School and High School students. There were multiple walleye caught and there was three muskies that were seen in all three fish shacks. The two days of school fishing winter camp was very beneficial for the students in a educational and cultural way. Our guest presenters were Dylan Jennings and Jason Schlender and they did a great job at presenting and teaching traditional ice fishing skills from set lines and spear fishing through the ice to the students.
Hemp Production Funding Allocated in Tribal Budget

The LCO Tribal Governing Board (TGB) has appropriated $100,000 in their recently passed 2021 Tribal Budget towards the implementation of growing Hemp in a partnership with the LCO Ojibwe College. The total cost is estimated to be $222,545, of which the remaining amount is covered under a research grant awarded to the college that would provide for a hemp growing partnership between the Tribe, college and UW-Madison.

As part of the plan, the TGB set aside two acres of land next to the LCO Police and Conservation Departments for growing CBD seedlings, which one acre will be utilized by the partnership created under the USDA National Institute for Food and Agriculture’s tribal college research grant program, and another acre will be used solely by the Tribe.
Census Thanks Tribe for Their Support in 20202 Count

The LCO Tribe received a thank you letter from the Chicago Regional Director of the U.S. Census Bureau for their valuable partnership in making sure as many LCO Tribal Members were counted.

“Together, we ensured the Census had the most up-to-date address file, delivered paper questionnaires to rural areas, recruited workers during one of the lowest periods of unemployment, took on a global pandemic through unique virtual engagement, and engaged communities through Get Out the Count (GOTC) efforts that brought Census staff to historically undercounted neighborhoods,” the Letter from Marilyn Sanders stated. “Your valuable contributions will ensure critical planning over the next decade. Thank you for Making It Count!”
Governor Announces New Wisconsin Emergency Rental Assistance Program

MADISON — Gov. Tony Evers today announced more than $322 million in funding to help support Wisconsinites who have experienced income loss as a result of the COVID-19 pandemic. The Wisconsin Emergency Rental Assistance Program, administered by the Department of Administration (DOA), provides direct financial assistance for rent, utility, home energy costs, and wraparound services for individuals who qualify.

“I’m proud of the efforts we’ve made through the Wisconsin Rental Assistance Program to get folks the help they need so they don't have to worry about losing the roofs over their heads, and this program will build on that success,” said Gov. Evers. “While we continue working to get vaccines distributed and shots in arms as soon as we have supply, these funds will be critically important providing families the stability and support they need to get through this pandemic.”

RECRUITING FOR YOUTH BASEBALL AGES 6-15
ATTENTION PARENTS!

The LCO Little League and Babe Ruth teams are now actively recruiting for their teams this summer. We need players. We begin indoor practicing as early as March so don’t wait, get them signed up now.

In this time of Covid, our youth have been going through a lot of stress. Now is the time to get them signed up for a great activity; youth baseball. Playing Cal Ripken (6-8), Little League (9-12) and Babe Ruth (13-15) is a great stress reliever and not only that, but it helps boost their self-esteem, develops leadership skills and healthy lifestyle habits.

And best of all… It’s tons of fun. Not only do our kids come together as a team to play baseball, but we reward them for all their positive milestones with a year-end Brewers/Twins game and an overnight trip to the Dells, through sponsorship of our LCO Tribal Governing Board. We also take a trip to the cities to play the Little Earth School in a 3-game series over a fun-filled weekend at a hotel with a pool. And, we are also inviting them to come and play here at LCO.

If that’s not enough, we are also hosting an inter-tribal baseball tournament at the LCO fields this summer inviting all of our nearby tribal neighbors and their youth teams.

Most youth sports teams charge you a fee for their kids to play, but thanks to the generosity of our tribal governing board and LCO Boys and Girls Club, it’s absolutely free to play for our youth baseball teams and in addition to the waived fees, we also provide our new players with cleats and gloves!

So parents, get your kids on a path to a brighter future today by signing them up for one of the LCO youth baseball teams. Little League is for ages 9-12 this summer, call Joe Morey at 71-558-5612. Babe Ruth is for ages 13-16, call George Mac Taylor Jr at 715-321-4145.

And we are pleased to announce that a developmental level for ages 6-8 will now be added to our teams. This age group will be coached by Mike Quaderer and Marie Wooten and will utilize machine pitching. More information will be coming out on this soon.
HEALTH CENTER ANNOUNCEMENT
I know there are still quite a few people who don’t know much about PRC or the requirements. As part of community education, we would appreciate if this could be forwarded to Directors and other entities. If there is anyone who isn’t sure if they meet the eligibility requirements or would like to know what they can do to be eligible, we encourage patients to call PRC at 715-638-5198, from 8 a.m. to 4:30 p.m., Monday through Friday. We are more than happy to answer questions and help patients understand and become/remain eligible.
For those parents who call for their adult children, or for spouses, we advise that you pick up a Release of Information form from Registration so that we are able to discuss billing questions. Please note that due to Covid, we have been lenient on approving appointments outside of the LCO Health Center, however, restrictions are lessening and PRC funds may not be used for services that are reasonably accessible and available here at LCOCHC.

A purchase order is created for ONE appointment and follow ups must be reported to the Referral Coordinator as soon as possible. It is easier for us to get ahead of billing than to back track and will hopefully avoid collections notices.
