Community/Neighborhood Watch Program

 

The Community Watch Program, also known as the Neighborhood Watch Program, is a program that combines the efforts of the Rocky Mount Police Department and residents of the City of Rocky Mount to enhance neighborhood security, heighten the community's power of observation, and to encourage mutual assistance among neighbors. 

The main objective of Community/Neighborhood Watch is to reduce the incidence of crime by:

                  Increasing citizen awareness of burglary and other residential crimes

                  Training citizens to better secure their property through Residential Surveys, Operation Identification and other Crime Prevention Programs

                  Encouraging neighbors to report suspicious persons and activities to the Police Department

                  Improving communication between City of Rocky Mount residents and the Rocky Mount Police Department

The Rocky Mount Police Department will help you bring Community/Neighborhood Watch to your area. Representatives of the Department will attend meetings, provide crime statistics for your neighborhood, and present valuable crime prevention information to you and your neighbors.

Two Twin County Top Ten Arrests

 

Trejohn Gaston Pierce, age 19, wanted for two counts of felony breaking and entering and larceny after breaking and entering, was arrested yesterday at 2024 hours on Village Rd.  He was issued a $4000 unsecured bond.

 

Joshua Ryan Cherry, age 22, wanted for second degree burglary, larceny after breaking and entering and resisting a public officer, was arrested yesterday at 2000 hours after turning himself in at the police department.  He was issued a $15,000 secured bond.

RMPD CRIME ALERT:  VANDALISM

 

On 7/14/11 at 1847 hours, two cases of vandalism were reported in regards to an unknown suspect spray painting graffiti on the street in the 700 block of Viverette Avenue and on wooden columns of the gazebo in Three Sisters Park on Walter Drive.  If anyone has information on these incidents, contact Crime Stoppers at 977-1111 or crimestoppers@rockymountnc.gov

613 S. Taylor Street - update on case reported on 7/13/11; Tyre Monta Warren, age 17, was charged with Felony Breaking and Entering, Larceny after Breaking and Entering, Obtaining Property by False Pretenses and four probation violations; he was transported to the Nash County Jail under a $55,000 bond

7/15/11 @ 0257 hours

Assault with a Deadly Weapon Inflicting Serious Injury

736 Gay St.

Victim: Arlester Smith, Jr., age 32

Suspects:  Four unknown black males; suspect one described as having a dark complexion and small build, wearing a blue t-shirt; other three suspects were described as having small builds; all suspects were described as age range in late teens or early 20s

Two unknown suspects approached the victim as they were walking on Gay St.  The suspects pointed handguns and demanded that the victim give them his property. The suspects chased the victim and one of the suspects shot the victim in the leg and removed property from the victim.  The suspects then left the scene operating a gray, older model car, possibly a Honda or Toyota, with damage on the driver's side.  There were two additional males inside the vehicle.  The car fled driving west on Star St.  The victim was transported to Nash General Hospital for treatment of non-life threatening injuries.  If anyone has information on this crime, contact Crime Stoppers at 977-1111 or crimestoppers@rockymountnc.gov

 

7/14/11 @ 1650 hours

Felony Conspiracy to Commit Murder/Solicit to Participate in Criminal Street Gang Activity/Carrying a Concealed Weapon/Possession of a Firearm by a Minor/Pattern of Criminal Street Gang Activity

1300 block of Raleigh Road

Suspects:  Tashawn Michael Mabry, age 19, Donovan Jerel Tillery, age 17, Kevin Felix Romain, age 16, Jaquan Marquet Ricks, age 20, and Justin Lamar Alston, age 21 (photos below)

 

RMPD received information regarding a champagne Tahoe occupied by several armed alleged gang members.  Information was received that the individuals inside the vehicle were planning a shooting.  A felony vehicle stop was conducted on the vehicle at the 1300 block of Raleigh Road.  During the traffic stop, four handguns and ammunition was seized.  The vehicle was also seized.  Through combined investigative efforts of the RMPD Street Engagement Team, the RMPD Criminal Investigative Division and agents from the Division of Alcohol, Tobacco and Firearms (ATF), the following individuals were charged:

 

Tashawn Michael Mabry, age 19, was charged with Felony Conspiracy to Commit Murder and Solicit to Participate in Criminal Street Gang Activity (GS 14-50.17). Mabry was issued a $75,000 secured bond.

 

Donovan Jerel Tillery, age 17, was charged with Felony Conspiracy to Commit Murder, Pattern of Criminal Street Gang Activity (GS 14-50.16), Carrying a Concealed Weapon and Possession of a Firearm by a Minor. Tillery was issued a $75,500 secured bond.

 

Kevin Felix Romain, age 16, was charged with Felony Conspiracy to Commit Murder, Pattern of Criminal Street Gang Activity, Carrying a Concealed Weapon and Possession of a Firearm by a Minor. Tillery was issued a $75,500 secured bond.

 

Jaquan Marquet Ricks, age 20, was charged with Felony Conspiracy to Commit Murder, Pattern of Criminal Street Gang Activity, Carrying a Concealed Weapon and Possession of a Firearm by Felon.  Ricks was issued a $100,000 secured bond.

 

Justin Lamar Alston, age 21, was charged with Felony Conspiracy to Commit Murder, Pattern of Criminal Street Gang Activity, Carrying a Concealed Weapon, Possession of a Firearm by Felon, Felony Probation Violation, Misdemeanor Probation Violation, Assault on a Female and Communicating Threats. Austin was issued no bond for the probation violations and a $108,000 secured bond for all other charges.

 

This is an ongoing investigation.

Preventing Identity Theft:  Protecting Your Wallet

 

A simple way to protect yourself against identity theft is to limit the amount of confidential information you carry in your wallet.

 

Experts Recommend What Not to Carry:

 

       Bank account numbers

       Personal identification numbers (PINs)

       Passports

       Birth certificates

       Social Security cards

       Any credit cards that you do not plan on using that shopping trip

 

Steps to Protect Your Wallet:

 

       Do not take out your wallet until you actually need it.

       Do not forget your wallet before leaving a restaurant, store or any public place.

       Do not leave your wallet in your car or truck.

       Do not leave your wallet unsupervised when strangers, such as repair personnel, are working inside your home.

       Never put your wallet down alongside a cash register, a counter or even on top of your car.

       A good rule of thumb is this: Never set down your wallet unless your hand is attached to it.

       Do not flash your money.

       Be careful who is looking when you open your wallet to remove cash or credit cards.

       Do not carry your wallet in your back pocket; try instead a coat pocket.

North Carolina General Statutes Reference

NC Street Gang Suppression Act; GS 14-50.16 and GS 14-50.17

 

� 14-50.16.  Pattern of criminal street gang activity.

(a)        It is unlawful for any person employed by or associated with a criminal street gang to do either of the following:

(1)        To conduct or participate in a pattern of criminal street gang activity.

(2)        To acquire or maintain any interest in or control of any real or personal property through a pattern of criminal street gang activity.

A violation of this section is a Class H felony, except that a person who violates subdivision (a)(1) of this section, and is an organizer, supervisor, or acts in any other position of management with regard to the criminal street gang, shall be guilty of a Class F felony.

(b)        As used in this Article, "criminal street gang" or "street gang" means any ongoing organization, association, or group of three or more persons, whether formal or informal, that:

(1)        Has as one of its primary activities the commission of one or more felony offenses, or delinquent acts that would be felonies if committed by an adult;

(2)        Has three or more members individually or collectively engaged in, or who have engaged in, criminal street gang activity; and

(3)        May have a common name, common identifying sign or symbol.

(c)        As used in this Article, "criminal street gang activity" means to commit, to attempt to commit, or to solicit, coerce, or intimidate another person to commit an act or acts, with the specific intent that such act or acts were intended or committed for the purpose, or in furtherance, of the person's involvement in a criminal street gang or street gang. An act or acts are included if accompanied by the necessary mens rea or criminal intent and would be chargeable by indictment under the following laws of this State:

(1)        Any offense under Article 5 of Chapter 90 of the General Statutes (Controlled Substances Act).

(2)        Any offense under Chapter 14 of the General Statutes except Articles 9, 22A, 40, 46, 47, 59 thereof; and further excepting G.S. 14-78.1, 14-82, 14-86, 14-145, 14-179, 14-183, 14-184, 14-186, 14-190.9, 14-195, 14-197, 14-201, 14-247, 14-248, 14-313 thereof.

(d)       As used in this Article, "pattern of criminal street gang activity" means engaging in, and having a conviction for, at least two prior incidents of criminal street gang activity, that have the same or similar purposes, results, accomplices, victims, or methods of commission or otherwise are interrelated by common characteristics and are not isolated and unrelated incidents, provided that at least one of these offenses occurred after December 1, 2008, and the last of the offenses occurred within three years, excluding any periods of imprisonment, of prior criminal street gang activity. Any offenses committed by a defendant prior to indictment for an offense based upon a pattern of street gang activity shall not be used as the basis for any subsequent indictments for offenses involving a pattern of street gang activity.  (2008-214, s. 3.)

 

� 14-50.17.  Soliciting; encouraging participation.

(a)        It is unlawful for any person to cause, encourage, solicit, or coerce a person 16 years of age or older to participate in criminal street gang activity.

(b)        A violation of this section is a Class H felony.  (2008-214, s. 3.)

The Rocky Mount Police Department is seeking witnesses or information to lead to an arrest in the unsolved homicide of Rafiq Salim Soufan - "Sammy".  This crime occurred before 0049 hours on 3/8/11 at 1100 Old Wilson Rd. - Sammy's Food Mart.
