Econsult Solutions, Inc. Hires City Fiscal Expert as New Director

PHILADELPHIA - July 31, 2013 - Econsult Solutions, Inc. (ESI) today announced that it has hired Andrea Mannino, former Special Assistant to the Revenue Commissioner for the City of Philadelphia, as its first new Director, bolstering its research and analytic capacity and enabling it to expand its services to state, county, and municipal governments throughout the region and the country.
ESI is partnered and already works with Fairmount Capital Advisors, Inc., in The ESI/Fairmount Group. Together the firms provide fiscal and budgetary management services to distressed municipalities and Andrea Mannino's addition expands the Group's capacity to respond to increasing client needs. "Andrea brings a wealth of knowledge and experience that will strengthen our joint government consulting practice on day one" said Dan Connelly, Director at Fairmount Capital Advisors. An economist by training, and currently completing her Master in Public Administration at the University of Pennsylvania Fels Institute of Government, Andrea Mannino is a municipal revenue and budget expert. She had worked as the Special Assistant to the Revenue Commissioner since 2007 managing the Department's tax enforcement initiatives and the collection of delinquent taxes and water fees. Ms. Mannino led innovative tax collection efforts requiring cross-departmental collaboration, showing that effective and comprehensive tax collection requires cooperation across the city.
