Examples of Support in the Event of a Shutdown Government Shutdown
 

Our members are reaching out to lend a helping hand and take care of the Family...the DOD family! Below examples are representative of their early efforts. 

 

 

Army:

 

1) Belvoir FCU: The following link highlights what the credit union is doing in the case of a government shutdown: https://www.belvoircreditunion.org/furlough.  The basics are as follows: a) Emergency Loan...Borrow up to $5,000 at a fixed-rate of 4.99% APR* (0% APR for the first 60 days). Maximum term is 12 months. Members may defer their 1st payment for 60 days  b) Loan Workouts...members may work with a loan officer to determine if a loan workout program can be created to help ease your financial hardship  c) Skip-A-Pay...skip a regular consumer loan payment at no charge and d) Penalty Free Share Certificate Withdrawal...take out money in your certificate to help you now without the associated fee.

 

2)  Fort Sill Federal Credit Union: a) Skip Payment on loan: FSFCU will offer a "free" skip payment to members that have loans that will be affected by not receiving payroll due to government shut down. Currently in FSFCU policy, a member can only have (1) skip payment per year. This option will be granted even if a member has already skipped a payment for the current year and this skip payment will not be counted against them b) Payday Emergency Loan: FSFCU will offer a 0% interest loan up to the amount of the member's payroll ($500 maximum). The member must have their payroll electronically deposited into their account. This loan will be repaid in full from the next payroll deposited into the account c) Overdraft Privilege (ODP): FSFCU members will have access to their Overdraft Privilege during this time.

 

3) Service Credit Union (Army bases in Germany): Service Credit Union will credit direct deposit for military and DOD GS members affected by the pending government shutdown through its Government Shutdown Guaranteed Pay program.  They will automatically deposit the amount of military or DOD GS pay into the member's account, based on the last received direct deposit to the credit union. 4)Schofield FCU (Schofield Barracks): Will be working with members on a case by case basis to meet their immediate financial needs. Considerations will be: a) waiving late charges on loan payments b) Loan payment deferments and or extensions c) Refinancing of loans to lower monthly payments d) Waiving penalties for early withdrawals on Share Certificates e) Funding a portion of their net pay with a no cost repayment term of 90 days f) Low cost 1% loans for 12 months.

 

5) Tower FCU (Fort Meade): Tower FCU has several financial options available.  These options are subject to a favorable payment history at Tower FCU.  Each member's situation will be reviewed on a case-by-case basis to determine the best possible way to provide relief.  Options include: a) Special loan assistance program - 7% fixed-rate APR, terms up to 60 months and loan amounts up to $10,000 (individual) or $20,000 (joint)  b) MasterCard - skip payment / temporary 10% increase to credit limit c) Consumer Loan / Home Equity Line of Credit and Home Equity - skip payment / reverse loan payment if paid ahead d) EZ Line (personal line of credit) - temporary 10% increase to credit limit.

 

6) Fort Campbell FCU: stands ready to help its members in the event of a shutdown. On the loan side, they are very generous with forbearance and modifications if the need arises.  They also have the loan program that they designed for the sequestration - low rate, short term.

 

7) First Light FCU (Fort Bliss): FirstLight will employ the same programs offered during the furlough, such as loan extensions on existing loans, modified loan payments, share certificate withdrawals. See attached.

 

8) Fort Meade CU: Fort Meade Credit Union has already begun reaching out to their members that they know might be affected from the government shutdown. They have scheduled individual meetings with members to lower payment amounts, restructure loans by combining or refinancing with cash back options.  The CEO has personally done financial counseling with members prior to the sequestration and the government shutdown.  The Credit Union is in the process of getting approval from the board for loan interest loans to help members get through this period.

 

9) 1st Advantage FCU (at Fort Eustis): They offer a) a free skip a pay program b) a special small loan product to support the loss of income and c) do free financial reviews/ checkups to provide sound financial advice on how to work through the situation. 

 

10) Fort Bragg FCU: the credit union offers many options for DOD employees if another furlough/potential shutdown prevails.  Programs include loans with no payments for 90 days, low payment unsecured loans, skip current loan payments for 90 days, and no penalties for CD withdrawals.  See attached for additional programs/initiatives provided by Fort Bragg FCU.

 

11) Fort Dix FCU: a) Up to $3000.00 for 24 month repayment, can defer the first two months payment, with $50.00 in the shares b) financial counseling and c) special pre-holiday loans to assist members long term

 

12) Picatinny FCU: Picatinny Federal Credit Union provided furlough assistance in the last bout (see link below to PFCU's web site) and will continue to do so if another furlough/potential shutdown occur. If in fact the government does shut down for any extended period of time, then PFCU will take more aggressive matters (those yet to be determined) regarding Picatinny's work force and how that will affect them. https://www.picacreditunion.com/information-center/furlough-assistance .

 

13) TIC FCU (Fort Benning): TIC stands ready to assist its members in the event of a government shutdown. The following are ways TIC is prepared to help impacted members...a) TIC created a special loan for impacted members with direct deposit who are employed or paid by the U.S. Government. The credit union will advance up to 100% of their net pay at 0% for the first 60 days.  After 60 days, the rate will be the credit union's current share secured rate   b) members have the option of penalty-free withdrawals on certificates  and c) members may also apply for extensions on current loans.

 

14) Andrews FCU (Wiesbaden, Germany, Belgium and Netherlands): if a government shutdown occurs, Andrews FCU is prepared to take action.  The attached press release will be on the street next week, if a CR is not passed.

 

15) Pentagon Federal Credit Union (Worldwide):  PenFed will offer assistance to the government employed member if a CR is not passed...a) Skip a Payment...member can request a one month due date bump during each month the furlough/shutdown continues...not to exceed a maximum of 3 bumps  b) Debt Consolidation Loan...member can request a debt consolidation loan that will be underwritten to current underwriting guidelines and c) Furlough Loan Product...available for up to one month's net pay for a maximum term of 12 months at 7.99%. PenFed understands that military pay will be uninterrupted and will ensure posting of those pays.

 

16) R.I.A. FCU (Rock Island Arsenal and Fort McCoy) :  The credit union is " dusting off" their furlough plan which included extensions, short term low interest loans, financial education, etc.  They are also, touching base with their installations so everyone is aware of RIA's plan.

 

17) Military & Civilian FCU  (Alaska):  MAC FCU will a) waive overdraft fees and extend loan payment due dates for those who are impacted   b) if members need our help beyond that point, the credit union is ready to make creative but practical decisions to assist, such as short-term, balloon-payment (30 days) unsecured loans  and c) as a guideline, MAC FCU would give members the amount of their mid-month paycheck. There will be no interest rate for these particular loans. 

 

18) Fort Knox FCU:  The credit union is helping military and civilian members that could be impacted by the government shutdown by offering a) 0% line of credit for 30 days to cover any lost pay during the government shutdown (rate goes to the normal low rate line of credit at the end of 30 days) and b) they are also working with members on ways to reduce their loan payments at the credit union.   This usually includes talking about the terms of existing loans at the credit union and sometimes results in refinancing much higher interest rate loans from other financial institutions to the credit union.

 

19) Air Force FCU (JB San Antonio which includes Fort Sam Houston):  As a result of a possible government shutdown Air Force FCU has taken steps to assist and help their members.  Here is what they currently have in place and are ready to employ...a) Direct Deposit (DD) - If the credit union has been receiving DD they can advance credit to their account for the amount they have been receiving  b) Bridge Loan...if the member would like a set amount, they can request a Bridge Loan c) Extension...extensions will be available on current loans which can be extended for 1 to 2 months and d) Payment Reduction...AF FCU will reduce a members payment for a period to help them through the shutdown. (this provision will be used on a case by case basis).  If someone needs assistance and is not a member, there will be options for them to join and AF FCU will assist as best possible. The Credit Union will meet with the JBSA Command Chief to discuss other ideas or provisions they could have missed or need to establish. 

 

20) Nymeo FCU (Fort Detrick):  Nymeo has several options of financial assistance to fit the needs of their members...a) if income is temporarily reduced, the credit union will temporarily reduce loan payments   b) if income is on "hold", Nymeo can arrange to skip monthly payments and will waive the standard skip a payment fee  c) if member needs a loan to make ends meet, they are encouraged to talk with the credit union; their staff is there to help. They will review the member's budget and perhaps find ways to save them money every month  d) short-term loans are available with no payments for 90 days and e) as always, loans are available for longer terms to qualifying members -- rates will vary based on credit history.

 

21) Navy FCU (Army Bases in Korea): NFCU is committed to covering direct deposit for its active duty military members in the event of a shutdown and already has a program in place for civilian employees who were affected earlier this year by sequestration. (See attached)

 

 

Air Force:

 

1) Scott Credit Union (Scott AFB): The credit union has an interest free loan that they consistently offer during such events, as government shutdown or furloughs, and they will make it available in the event military or DoD personnel are not paid.  Scott CU provides a loan amount equal to what the member would have been paid and they allow up to 6 months to repay the loan. If a second payroll is missed, Scott will follow-up with another disbursement.

 

2) Service Credit Union (Air bases in Germany and Pease ANG in NH):  See attached

 

3) Navy FCU (Air Force Bases in Korea): See attached

 

4) Arkansas FCU (Little Rock AFB):  As before AFCU stands ready to assist military and federal employee members in whatever means they may require. It could simply mean deferring a loan payment up to and including honoring their payroll until the issue is resolved. Each individual circumstance could be different but rest assured AFCU will do whatever it takes to serve these men and women just as they have served us.  AFCU has taken this stance every time this issue has raised its head. The Pres/CEO has communicated this commitment to the base leadership. AFCU is prepared to do whatever they can to make this troubling potential a non-event for the men and women who serve us every day!

 

4) Air Force FCU (Lackland AFB and JB San Antonio):  As a result of a possible government shutdown Air Force FCU has taken steps to assist and help their members.  Here is what they currently have in place and are ready to utilize...a)

Direct Deposit (DD) - If the credit union has been receiving DD they can advance credit to their account for the amount they have been receiving  b) Bridge Loan...if the member would like a set amount, they can request a Bridge Loan c)

Extension...extensions will be available on current loans which can be extended for 1 to 2 months and d) Payment Reduction...AF FCU will reduce a members payment for a period to help them through the shutdown. 5) Andrews FCU (Andrews AFB, JB McGuire-Dix-Lakehurst), Germany, Belgium, and Netherlands) --- see attached

 

6) Pentagon Federal Credit Union:  PenFed will offer assistance to the government employed member if a CR is not passed...a) Skip a Payment...member can request a one month due date bump during each month the furlough/shutdown continues...not to exceed a maximum of 3 bumps  b) Debt Consolidation Loan...member can request a debt consolidation loan that will be underwritten to current underwriting guidelines and c) Furlough Loan Product...available for up to one month's net pay for a maximum term of 12 months at 7.99%. PenFed understands that military pay will be uninterrupted and will ensure posting of those pays.

 

7) Triangle FCU (Columbus AFB) : The Pres/CEO is seeking BOD approval to offer extension agreements on any loan that may become delinquent as a result of the possible shutdown.  They will also offer a reduced interest rate bridge loan up to $1,000 for those members that need assistance with an interest rate in the range of 5%-7%.

 

8) Wright Patterson FCU (Wright Pat ) : The credit union has long had plans on the shelf for contingencies and plans to activate that contingency if a shutdown occurs. They will lend members the amount of their missed paycheck(s) interest-free for 12-months and at a reduced interest rate if a member wishes to extend their "paycheck" loan beyond 12 months

 

Navy

 

1) Navy FCU (worldwide): See attached

 

 

2) Cedar Point Federal Credit Union (NAS Patuxent River):  CP FCU is prepared to offer a) Loan Workout/Modification..loan extensions of up to one year with no increase in interest rate  b) Skip a Payment...advance due date on loans by up to 30 days; not more than two times   c) Skip a MasterCard Payment...skip two payments on your Cedar Point MasterCard with no penalty d) Assistance Loan Up to $3000.00...two months interest free rate - 4.99%  -  APR - 4.21% and e) withdraw funds from existing Certificate Accounts...members may withdraw funds up to the total amount of any existing Certificate Account with no penalty.  Some limitations apply, so visit the credit union to determine which solution works best. 

 

3)  NAS JRB (New Orleans):  NAS JRB's current plans include a) Furlough Loan...up to $4,500.00 for 12 months @ 4.95% with the option to begin payments within 90 days b) 2 month loan payment deferment with an administrative fee per loan   c) members can refinance their existing Signature loans up to the original loan amount, term, rate and payment amount with the option to begin payments within 90 days c) members can refinance their existing Auto loans up to the 125% LTV based on KBB value, maintaining current rate, and term and option to begin payments within 90 days. Members must meet all loan policy requirements to qualify. 

 

4) Sea Air FCU (Seal Beach):   At a minimum the credit union will extend the following products/services to their members...a) Line of Credit at 5% for 12-months up to $2,500  b) waive late fees  c) three month extensions or payment reduction plans and d) penalty-free early withdrawal on term certificates.  Sea Air FCU is in the process of developing additional products for members that could be impacted by a government shutdown or another furlough. 

 

5) NAVFAC FCU (Hawaii):  The credit union is small enough to customize a "help" package for anyone with a need.

However, what they have done in the past and are willing to continue doing to help their members, and especially those affected by furloughs or government interruptions include  a) loan extensions up to 6 months  b) temporary interest rate reductions  c) reductions or waivers of some NSF fees or balance transfer fees  d) reductions or waivers of other service fees as necessary  e) debt consolidations to improve cash flow and f) debt counseling.

 

6) Lakehurst Naval FCU:  The credit union plans  to a) allow military and government employees to skip payments with no penalties during the shutdown  and b)  offer short term, zero interest loans to those with direct deposit of the amount they usually receive, not to exceed their direct deposit and to be repaid as soon as the direct deposit is received.

 

 

Marines

 

1) Marine FCU (Camp Lejeune, Quantico, and MCAS New River):  Marine FCU has advised their members and command officials that they will post all direct deposits for military, both active duty and retired, as well as civil service employees. The credit union will post last pay day's numbers and as soon as members are paid, they will adjust the amounts upward or downward.

 

2) Pacific Marine Credit Union (29 Palms, Camp Pendleton and MCRD San Diego):  In the case of a government shutdown, Pacific Marine Credit Union will post the October 15th government employee payrolls for members with direct deposit. This includes active duty and retired military, DoD appropriated and non-appropriated, social security, and disability. For affected members without direct deposit, PMCU will work on an individual basis to provide assistance in the best manner possible.
