K-Count Data Submission Deadlines
Kentucky Housing Corporation (KHC) wishes to thank everyone who participated in the 2017 K-Count last week. Your hard work will help Kentucky better understand homelessness throughout the Commonwealth, identify service gaps, and provide the information needed to make critical funding allocation decisions.

As a reminder, all information collected for the K-Count must be submitted to KHC by Friday, February 3, 2017.

KYHMIS-participating emergency shelters (ES) and transitional housing (TH) projects should complete a K-Count specific sub-assessment within KYHMIS for each client who stayed in the project on the night of the count. In addition, each KYHMIS ES and TH project must submit an ART 630 - Sheltered-Unsheltered PIT 2016-v19 report to KHC. Instructions for KYHMIS-participating ES and TH programs can be found on KHC's website, under Specialized Housing, K-Count.

Responses from surveys conducted using the Sheltered Survey form (for emergency shelters and transitional housing programs not utilizing KYHMIS) or the Unsheltered/Supportive Services-Based Survey form must be submitted via SurveyMonkey. A separate link for each survey type is available on the K-Count Information Page under SurveyMonkey Data Entry.
 
All ES and TH projects, regardless of whether or not they use KYHMIS or receive federal funding, must also submit a Housing Inventory Count (HIC) form.
Housing Inventory Count (HIC) Required for ES, TH, RRH, PSH
All Emergency Shelters (ES) and Transitional Housing (TH) projects submitting information for the 2017 K-Count, as well as all Rapid Re-Housing (RRH) and Permanent-Supportive Housing (PSH) programs, must complete information for the 2017 Housing Inventory Count (HIC).

Agencies have until Friday, February 10, 2017, to submit HIC information.

The HIC is the companion report to the K-Count, which provides information on the number of beds and units the Kentucky Balance of State (BoS) Continuum of Care (CoC) geographic area has available throughout the year as part of its homeless response system.

The 2017 APCR is due Friday, February 3, 2017
Agencies receiving program funds through Housing Contract Administration (HCA) are required to complete the Annual Program Compliance Report (APCR). This report will allow KHC to meet federal requirements in a cost-effective, and efficient manner while minimizing the impact on our partnering agencies. The recipient/grantee agency will submit the completed APCR by email to [email protected]. This report is in addition to other required reports and onsite or desk review compliance monitorings. KHC Program Quality staff appreciate your continued efforts to remain compliant with the programs you administer.
 
If your agency receives funding from one of the following programs, you must complete the APCR: 
  • HOME Single-Family only (not multifamily/rental)
  • AHTF Single-Family only (not multifamily/rental)
  • GAP
  • HouseWorks
  • HOME TBRA
  • Emergency Solutions Grant (ESG)
  • Continuum of Care (CoC)
  • Housing Opportunities for Persons with AIDS (HOPWA)
The 2017 APCR report will be available on the HCA Help Desk, under the Compliance section.
Conflict of Interest Guidance
New guidance has been released on Conflict of Interest for programs administered by Housing Contract Administration (HCA). This guidance is available on the HCA Help Desk under the Compliance section and includes policies, procedures, definitions, and a decision tree. Agencies administering one of the following programs are responsible for reading and implementing this guidance to ensure program quality. 
  • HOME Single-Family only (not multifamily/rental)
  • AHTF Single-Family only (not multifamily/rental)
  • GAP
  • HouseWorks
  • HOME TBRA
  • ESG
  • CoC
  • HOPWA
For conflict of interest guidance on KHC-administered multifamily funding programs (HOME Rental, AHTF Rental, SMAL, Housing Trust Fund, Tax Credit, Risk Share, Exchange/ARRA, TCAP/ARRA, etc.), please contact your compliance specialist in the Multifamily Compliance Department. 
Weatherization Quarterly Reporting Deadline
The third quarter invoicing deadline for the U.S. Department of Energy (DOE) Weatherization and Low Income Heating Assistance Program (LIHEAP) is now noon on Tuesday, April 18, 2017. Please ensure your January-March 2017 invoices are submitted in Kentucky Green and supporting documentation emailed to [email protected] by this date and time. 

Any third quarter Budget Modification forms must be submitted to [email protected] by Thursday, April 13, to allow time for processing prior to the deadline.
 
2017 National Home Performance Conference
The Department of Energy's (DOE) Weatherization Assistance Program (WAP) is excited to be sponsoring the  2017 HPC National Home Performance Conference (HPC) and Trade Show in Nashville, Tennessee from Sunday-Wednesday, March 19-22, 2017. This year's conference will include multiple tracks and over 30 sessions specifically developed for the WAP network. The entire DOE WAP staff will be in attendance and DOE is encouraging all WAP professionals to attend this exciting learning and networking opportunity.

In recognition of WAP's participation, individuals employed by the WAP network are eligible to receive a discounted registration rate. This code will get attendees the $675 price through Friday, February 17, and then $775 through the conference:  NATWX9C.
