SoCalREN Program Updates
Dear Participating Contractors,

Thank you for all your hard work in improving the efficiency, comfort, and safety of homes in Los Angeles County. The Southern California Regional Energy Network (SoCalREN) Energy Upgrade California® Home Upgrade program remains on hold and is not accepting new applications while waiting for a decision from the California Public Utilities Commission (CPUC). We appreciate your patience and will update you when more information is available on if it will reopen to new applications in 2018.

Alternative Path Reminder: Standalone Rebates and Advanced Path Still Available
Southern California Edison (SCE) and SoCalGas® offer standalone rebates for various measures. Please consider submitting applicable measures through the standalone rebate programs if you would like to offer your new customers incentives. Check www.sce.com/rebates and www.socalgas.com/rebates for more information.

Advanced Home Upgrades remain available for your customers and can offer even greater levels of rebates and incentives. These incentives are intended to encourage deep, comprehensive upgrades; the greater your energy savings, the greater your rebate. Please contact your SCE/SoCalGas program Account Manager, or visit www.socalenergyupgradecontractors.com for more information.
Please note that customers cannot receive both a standalone incentive from SCE or SoCalGas and an Energy Upgrade California Home Upgrade/Advanced Home Upgrade incentive for the same measure.

Existing Projects Update
The tenres.com website navigation has been disabled while the program is on hold. Program documents are still available for download from the Program Resources page to complete your existing projects.

Please be aware that while it may appear that the “Submit Project Completion Form” and “Submit Testing Verification” links in the Contractor Portal are active, please do not attempt to use them; any information entered will not be saved and the Submit link will return you to the home screen.

All 2017 projects must have any issues found during inspection or review resolved and completed by 2/28/18. During this time, you are still able to upload documents directly into your existing projects in the Contractor Portal using the “Attach File” function accessible at the link for each project on your Home page. You may also email them to your Account Manager (please use the secure file transfer link if sending documents with personally identifiable information (PII)).

Changes if the Program Reopens in 2018:
If the CPUC authorizes the program to resume, the following changes will be made to align with the updates made to the SCE/SoCalGas Home Upgrade program:

  • Duct Leakage Measure – See the table below to review 2018 duct leakage measure requirements. Please note: A HERS CF3R MCH-20 CFM25 result or a date-stamped photo of a CFM25 result must be submitted to meet the duct leakage requirement. 

  • Required Base Measure – Projects will need to include at least one base measure to receive an incentive through the program.

  • Base Measure Bonus – The program will no longer provide bonuses for installing a second or third base measure.

  • Measure Changes – Review updated Whole Building Air Sealing measure requirements below (note: 15-29% leakage reduction will no longer qualify). Incentives will no longer be offered for Heat Pump replacements and High Performance Dual-Pane Windows installations.

Incentive Changes – Please see the below table for updated incentive amounts (aligned with the SCE/SoCalGas program) that will be offered in 2018 if the program is reopened to new projects. The minimum required incentive amount for a project to be eligible will be $1,200 unless a project achieves at least 10% energy savings in the new 2018 Contractor Incentive Calculator.
