Usually I try to keep this newsletter cheery, but today I need to let off some steam.

 

Although I've been your Councilmember for only 3 � years, I'm now having to work with my 5th City Administrator and 4th Police Chief - at least until we complete the current search for potentially our 5th Chief. It feels like Oakland's management has been changing as often as Lady Gaga changes costumes.

 

I wish our departing City Administrator, Fred Blackwell, well as he assumes the reins of the San Francisco Foundation. We know Oakland is poised for progress, but this constant instability is no way to run a city.

 

Also since that time, there's been much talk about increasing the number of police officers serving Oakland through new budgets and federal grants. But the fact is that Oakland has fewer officers on our streets.

 

Last year our police force reached its lowest staffing in 35 years at just 609 officers. This year the force was down again to only 611 officers. This has not just been due to a lack of funding. This year there was funding budgeted for 675 officers -- that's 64 more officers that could have been on Oakland's streets this year if the administration had been more effective in hiring new officers and retaining the ones we already have. This is why I wrote Oakland's Full Police Staffing Policy. I'm hopeful plans are in place now to reach our full budgeted staffing of more than 700 officers this fall.

 

On April 4th Oakland welcomed an inspiring group of 47 new police recruits. But while these officers will now be counted in the size of force, they won't be assigned to duty for at least four months while they complete field training. Meanwhile, seasoned officers are leaving Oakland at high rates -- roughly 5 a month. A recent survey of officers helps us understand why (read more here).

 

I remain hopeful. Oakland is conducting a national search for a permanent Police Chief - something can make a profound impact on our public safety progress - and we want your input. Unfortunately they were closed when we visited the store in the evening, but my granddaughter and I spent 10 minutes admiring items thru the windows!  We will be back!

City Council News 

 

My fellow councilmembers and I addressed several critical safety policies this past Tuesday at the Public Safety Committee including police/fire radio technology, crime trends, a discussion on many of the City's police, intervention, and long-term prevention strategies and a discussion of the soon-to-be-expiring Measure Y tax.

 

OPD reported year-to-date drops in several types of serious crime. Robberies are down 15% - 40% across different police areas. Burglaries are down 19%-32%. Assault with a firearm crimes have also dropped by 20%-45%. OPD say these drops are due to better collaboration with police partners (ATF, CHP, Housing Authority PD), and the implementation of several of the Bratton/Wasserman group strategies - the new 5 police areas with dedicated investigation teams are making an impact. We are recovering more guns from stings and 12 of the 20 police techs I proposed and got added to the budget over a year ago are finally hit the streets -- allowing sworn officers to focus more on fighting crime. Additionally, our City's CeaseFire strategy - a program I have pushed for - is showing results as homicides are also down.

 

I was impressed to see survey results showing that a strong majority of Oaklanders are inclined to renew our current Measure Y tax of $98 per parcel. This tax provides over $21 million a year for our police department, as well as funding many youth violence outreach programs and the fire department. The same survey also shows that Oaklanders are NOT likely to pay for a higher tax, so I urge my councilmembers to appreciate the generosity of Oaklanders, willing to renew this tax at the same level.

The Housing Element is part of Oakland's General Plan that serves as a blueprint for housing the City's residents, at all economic levels including low income and households with special needs. The City of Oakland implements its Housing Element through regulatory tools such as zoning; daily decisions by staff, the Planning Commission and City Council about housing development; and through its Department of Housing and Community Development.

Redwood Heights Recreation Center MOVIES in the Park - 2014

 

First movie - Friday April 25 - "Despicable Me" (PG 95 minutes) - est. start - 7:47 pm.

Please come to the park early to enjoy the park, field games, face painting, etc.

All movies begin at dusk. Please note that this time changes, as the days get longer and shorter in the spring, summer & fall.  We plan on starting the movies once it gets dark enough to see it on the screen. Dress warm, bring a lawn chair or blanket. No alcohol or dogs.

Community Bike Ride

You're invited to team up with Maxwell Park, Mills College and East Bay Bike communities to ride the LAMMPS corridor (Laurel Access to Mills, Maxwell Park & Seminary).  Join us to kick off our Community Bike Ride on Sunday April 27 from 10:30 am to 1 pm. Invite your friends! Cyclists will enjoy a short ride on the repaved and newly striped bike lanes along MacArthur Boulevard near Mills College: from High Street to Seminary, where the City of Oakland has recently completed aspects of the LAMMPS Preferred Concept Plan (new bike lanes, and traffic calming).  We will gather and sign in at Adams Plaza (the central plaza near the student union) on theMills College Campus at 10:30 a.m.  By 11:00, we will begin riding from Mills along MacArthur toward the Laurel District, then back toward Mills/Maxwell Park, to 55th and Seminary and return to Mills College for the second part of our celebration. During the street ride, families with young children on bicycles have the option to take part in a bike tour around the Mills campus. Stick around Mills campus after this celebratory ride for music, bring a picnic lunch, family fun, more biking, and connecting with your neighbors.  Sponsored by the MPNC - Blight and Beautification NAT and Mills College, with support from Bike East Bay. Interesting new ways we fight crime

This past Sunday afternoon, a citizen was robbed as he walked in the 5900blk of Contra Costa Blvd. An alert witness provided the reporting officers the license plate of the getaway car. We ran the plate in our license plate reader system and got a hit--the image of the car was distributed to all patrol officers. The community was notified of the robbery via NextDoor, and shortly thereafter, a citizen contacted me and sent video of the car, taken by his security cameras, entering and leaving his block; the video was of exceptional quality and pictures were forwarded to all patrol officers.

Officer Ken Bui, who is assigned to our area, was in San Jose on Wednesday, when he observed the suspect car. He called the San Jose Police Department, and officers stopped the car and detained three individuals. Loss from the robbery and a gun was recovered. What is noteworthy is that Officer Bui had been on vacation and was still checking his emails, keeping himself up-to-date as to what was going on during his absence. This is exceptional dedication to say the least! The robbery investigator, Officer Anwawn Jones spent much of the day in San Jose conducting follow up work.

Although the investigation is still active, there are many kudos to go around: the alert citizen who provided the description and license plate of the car and suspects ; the citizen who set up a security camera system around his home that captured the car and provided OPD with important evidence; Officer Bui's dedication and observations; and Officer Jones who is conducting the follow up investigation and putting all the pieces together. The 168th Oakland Police Recruit Academy! The 168th academy is the largest graduating class in OPD history with 47 graduates.

The diversity of Oakland is reflected in the class with many of the graduates speaking a second language including:  Spanish, Tongan, Farsi, Punjabi, Pashto, Vietnamese, Polish, Italian, Arabic and Samoan. The addition of these 47 graduates is an important accomplishment in our continued efforts to grow the police department and increase public safety in the city of Oakland.

 

 

An Onion to . . .  

Metal thieves in Joaquin Miller Park, who have stolen bronze plaques from several features in our park, and copper piping.  The theft of the pipes has resulted in several restrooms being closed to users in the park.

If Barney could have absolutely everything he wanted, the list would be short: YOU!

Barney loves people more than anything and wants to connect and be with his person as much as possible. This affectionate boy adores belly rubs - but he also likes good food and treats, toys, a nice spot in the sun where he can relax on a blanket. Oh yes, and a person to love him.

 

Barney is an adult reddish pit bull mix, with soulful eyes, a big head and slender body. He's gentle and sweet, easy on leash, playful, and seems to like other dogs.
