Last February, Don Drummond reached for his sledgehammer, not his scalpel, when he delivered his blunt message that "business support programs are fragmented and lack clear and coherent objectives." This fragmentation of business funding programs has historically made it difficult for governments to track funding allocation and outcomes, and this has in turn resulted in government funding being largely left out of the public discussion on how to grow an innovation economy.
