2018 MD General Assembly Session Opens This Week

The Maryland General Assembly will convene at noon this Wednesday with 70 bills already introduced in the House and 114 in the Senate. First on the agenda will be a fight over Governor Larry Hogan's veto of the statewide sick-leave legislation passed last year. The Governor has introduced an alternative version of a sick-leave and is asking lawmakers to consider that instead of overriding his veto of the previous bill.

The vetoed bill requires businesses with at least 15 workers to offer five paid sick days a year. Hogan's alternative proposal applies to businesses with at least 25 workers and ¬≠phases in the mandate over three years, depending on the size of the company. It would exempt businesses that can prove a significant financial hardship. However, as written, neither piece of legislation would apply in Montgomery County, which already has a sick-leave law that is somewhat more onerous than anything proposed at the state level.

Observers expect additional workplace legislation to be introduced - a state minimum wage bill that included tipped workers, legislation that dictates "predictive scheduling" for workers, and family leave proposals, among others - but none expect these to get traction in an election year.  GSSCC will be following these issues and report here and in individual email updates.
