| Clean It Like You Mean It at Trash Bash® Tomorrow |
|  Rain or shine, the River, Lakes, Bays 'N Bayous Trash Bash® will be tomorrow, Saturday, April 2, at 15 locations across the region. Come out to help pick up trash from area waterways.
Trash Bash® provides trash bags and gloves, and volunteers receive an event t-shirt and lunch. Interactive displays will also be available for participants to learn more about water quality.

 H-GAC recognizes April as Fair Housing Month and reminds everyone that the Federal Fair Housing Act makes discrimination in housing against the law. In any decision regarding rental, sales, or lending, it is illegal to consider race, color, national origin, sex, disability, or family status. If you feel your fair housing rights have been violated, all complaints and comments should be addressed to the office of U.S. Housing and Urban Development at 1-800-669-9777. |
| La Tisha Venters Joins H-GALDC as SBA Credit Administrator |
|  La Tisha Venters joins the Houston-Galveston Area Local Development Corporation's (H-GALDC) Small Business Administration (SBA) 504 lending division as the Credit Administrator.
Ms. Venters is a banking professional with more than 13 years of experience working with commercial and SBA loans. She received her MBA from American Intercontinental University and her undergraduate degree is in Finance. She most recently served as a Commercial Services Department Manager and has held various positions in SBA financing and commercial lending with CDC Small Business Finance, Trustmark National Bank, and Smart Financial Credit Union.
The SBA 504 Loan Program is designed to help for-profit businesses either buy or build owner-occupied real estate and/or purchase capital equipment with a useful life of 10 years or more. Projects typically range from $500,000 to $10 million.

| Stormwater Management Approaches is Topic for Workshop |
|  Registration remains open for the next Clean Waters Initiative (CWI) workshop from 1:30 p.m. to 3:30 p.m. Wednesday, April 13, at H-GAC Conference Room B, Second Floor.
The topic will be Stormwater Management Approaches from the Region's MS4 (Municipal, Separate, Storm Sewer System) Programs. Speakers from the City of Pasadena, the City of Missouri City, LJA Engineering, Inc., and Stormwater Solutions, LP, will discuss challenges and what works around the region. Participants will also have the opportunity to ask questions during the workshop.
H-GAC's CWI program offers workshops that help local governments, landowners, and residents develop effective strategies to reduce pollution in area waterways.

Upper Oyster Creek Group to Hold Public Meeting
|
|  The Upper Oyster Creek Total Maximum Daily Load Implementation Plan Group will hold a public meeting from 1:30 to 3:30 p.m. Tuesday, April 12, at Sugar Land City Hall, Cane Room, 2700 North Town Center Boulevard, Sugar Land.
The meeting will include an update on the overall progress of the Total Maximum Daily Load Implementation Plan effort to address water quality issues affecting human health and aquatic ecosystems in Upper Oyster Creek. Public feedback and ideas are welcomed. Upper Oyster Creek, between Fulshear and Missouri City, has been identified by the Texas Commission on Environmental Quality as failing to meet state water quality standards for bacteria and dissolved oxygen in untreated surface water. Revitalization Roundtable Set for April 20

|  Learn how your community can create an attractive and functional downtown at the Bringing Back Main Street: Revitalization Roundtable, from 9:30 a.m. to noon Wednesday, April 20, at the Conroe Chamber of Commerce, 505 W. | Environmental Enforcement Roundtable Set for April 28 |
 The next Environmental Enforcement Roundtable will be from 10 a.m. to noon Thursday, April 28, at H-GAC Conference Room B, Second Floor. The speaker will be Gary Steinmetz a Chemist with the Texas Parks and Wildlife. He will be discussing sampling for environmental enforcement cases, including basic sampling procedures, setting up the investigation, and preparing for court. H-GAC hosts quarterly Environmental Enforcement Roundtables to provide a forum for discussing illegal dumping issues within the H-GAC region. The group includes peace officers, county prosecutors, city officials, and personnel from TCEQ's Region 12 office.

Prescription Drug Take-Back
|
Keeping expired and unused prescription drugs at home can lead to significant health and environmental risks. Not only are accidental poisoning of children and pets and possible drug abuse or theft a concern, improperly disposing of these medications (flushing down the toilet or tossing in the trash) can contaminate both surface and ground water.
H-GAC encourages communities to develop more pharmaceutical collection programs, including take back events, and offers a repository of resources on the topic.
 The Drug Enforcement Agency (DEA) will host its 11th National Prescription Drug Take Back event in communities across the country this month. As part of this nationwide program, from 10 a.m. to 2 p.m. Saturday, April 30, residents are invited to bring their expired, unused, and unwanted prescription drugs to various sites around the region.
Local agencies participating in the prescription drug take back event include:

- Deer Park High School South Football Stadium, 710 W. San Augustine Street, Deer Park
- Harris County Household Hazardous Waste Collection Facility, 6900 Hahl Road, Houston

- Stella Roberts Recycling Center, 5800 Magnolia, Pearland
- Reflective Bay Park at Shadow Creek, 12115 S. Clear Lake Loop, Pearland

- Richwood Police Department, 1800 N. Brazosport Blvd., Richwood

Last September, Americans turned in 350 tons (over 702,000 pounds) of prescription drugs at the DEA take back event.

| Storm Debris Workshops Continue With Mitigating Your Hazards |
|  H-GAC's series of debris management workshops continues Monday, April 18, with Mitigating Your Hazards. The workshop will be from 8:30 a.m. to 12:30 p.m. at H-GAC Conference Room B, Second Floor.
Mitigation and resiliency are hot national topics. Now is an important time for municipalities to identify strategies to reduce losses from natural hazards most likely to impact them.
This workshop will look at identifying long-term strategies for risk reduction, identifying cost-effective mitigation actions, and exploring the range of resources available to support mitigation activities. This workshop will also include a guest speaker from the Texas Water Development Board.

| Registration Now Open for LID Workshop |
Register today for the H-GAC Designing for Impact: LID Lessons Learned workshop from 8:30 a.m. to 12:15 p.m. Friday, May 20, at H-GAC Conference Room B, Second Floor.
Low Impact Development (LID) experts from around the region will share their stories about lessons learned in design, implementation, and maintenance of LID. Additional topics include LID incentive and credit programs and quick win LID projects.
H-GAC will also release Designing for Impact: Regional Guide to Low Impact Development, a how-to-guide for planning, installing, and maintaining LID facilities. The guide also looks at case studies from around the region and considers five hypothetical site plans comparing conventional and LID design.
Coffee and light refreshments will be served. There is no cost to attend this workshop, but registration is required.

| Save the Date for Texas Stream Team Training June 3 |
 The next Texas Stream Team training opportunity will be from 9 a.m. to 4 p.m. Friday, June 3, at the San Jacinto River Authority Lake Conroe Campus, 1561 Dam Site Road.
The training consists of both classroom instruction and an afternoon field session. More than 120 local Texas Stream Team volunteers collect water quality data on lakes, rivers, and streams in the 13-county H-GAC region.

| River, Lakes, Bays 'N Bayous Trash Bash® Receives Keep Texas Beautiful Award |
|  The River, Lakes, Bays 'N Bayous Trash Bash® is the winner of the 2016 Keep Texas Beautiful (KTB) Civic Organization Award, which recognizes those who protect the Texas environment and support the KTB's mission to make Texas the cleanest, most beautiful state in the nation.
Each year, Keep Texas Beautiful acknowledges deserving individuals, businesses, community groups, civic organizations, media, government entities and law enforcement officials for their commitment to an array of environmental issues.
Additional first place winners from the H-GAC region include Nelva Urick of Alvin who was honored with the O.P. Schnabel Senior Citizen Award, and the Baytown Sun, receiving the Print-Daily Media Award. A complete list of winners is available online.
KTB also recently awarded Governor's Achievement Awards to honor the 10 Texas communities with the best grassroots environmental programs in the state. Keep Angleton Beautiful was one of those recognized in Category 5, population 15,001-25,000. A list of all finalists is available online.

| Pedestrian-Bicyclist Counters Available |
|  H-GAC has temporary pedestrian-bicyclist counters available for use by local governments to count the number of people using sidewalks and/or trails, giving implementing entities and H-GAC a better understanding of the demand and use of these facilities. | Camera-Sharing Program Helps to Combat Illegal Dumping |
|  To help track and reduce illegal dumping, H-GAC offers surveillance cameras and accompanying accessories through a sharing program. The cameras can capture clear videos day or night, including license plates of cars traveling up to 50 mph.
Participation in the program is for local governments within the 13-county H-GAC region and involves specific agreements, including a commitment to only use the cameras for solid waste purposes and report results to H-GAC. To allow easier access to local governments, ownership of the cameras has been transferred to Fort Bend, Galveston, and Walker counties. | Comments Sought for Improving Transportation Services |
The Regionally Coordinated Transportation Plan seeks comments and suggestions for improving available transportation services. The Plan seeks to provide efficient and effective public transportation services, especially for seniors (65 and older), persons with disabilities, persons with low incomes, veterans, youth, and others who need an alternative to driving.

Kayakers, Canoeists, and Paddleboarders Invited to Annual Rally on the River
|
|
This float trip on the Colorado River begins at 9 a.m. Participants can paddle all or any portion of the 8.8-mile round-trip course from the Lower Colorado River Authority's (LCRA) Bay City dam and back under the supervision of LCRA's River Rangers' safety patrol.
There is no fee to participate, and the first 100 to register will receive a complimentary event t-shirt. Boat-less paddlers may also reserve a sit-on-top kayak (single or tandem) for only $25 per boat.

 Spring is a great time to enjoy the region's many bikeways, and riders can use H-GAC's Regional Bikeway Viewer or download the Regional Bikeway Map to chart routes.
May is National Bike Month, and many communities are celebrating with Bike to Work Days and other events encouraging biking.

| Bayou Preservation Association Celebrates 50 Years, Launches New Branding Effort |
|  The Bayou Preservation Association is celebrating its 50th anniversary this year. The year-long celebration is highlighted with a 50th anniversary luncheon on Monday, May 9, at the Junior League of Houston, 1811 Briar Oaks Lane. The Terry Hershey Bayou Stewardship Awards and other special 50th Anniversary Awards will be presented.
The celebration continues with a 50th Anniversary Gala on Wednesday, October 5, followed by the popular Annual Symposium on Wednesday, October 12.
Bayou Preservation has also updated their mission statement and logo. The new mission statement is "...to celebrate, protect and restore the natural richness of all our bayous and streams." The logo highlights the connection between Houston (the Bayou City) and the environment.

Galveston Bay Foundation Continues Rain Barrel Workshops
|
The Galveston Bay Foundation's second rain barrel workshop of 2016 will be from 9:30 to 11:30 a.m. on Saturday, April 9, at the McGuire-Dent Recreation Center, 2222 28th Street, Galveston.
The cost is $35 and includes workshop admission, a 35-gallon recycled rain barrel, and a rain recycling connector kit.

| Galveston Bay Action Network Makes Reporting Pollution in Galveston Bay Easier |
|  The Galveston Bay Foundation's (GBF) Galveston Bay Action Network is an online tool and mobile app to help make reporting pollution in Galveston Bay easier.

GBF was also recently featured in an article by the Urban Waters Learning Network for using playful messaging to encourage residents to improve the water quality in Galveston Bay.  Registration is now open for the Keep Texas Beautiful Annual Conference June 20-22 in Sugar Land. Early bird pricing is available through Friday, May 20.
The three-day event will feature 35 educational sessions on topics including recycling, youth programs, litter prevention, board development, fundraising, and strategic planning.

| Application Period Now Open for Communities Seeking Texas Main Street Designation |
 The Texas Historical Commission is now accepting applications from cities interested in becoming designated Main Street communities.
The 2017 Main Street application period is now open. Each year, the Texas Historical Commission may select up to five cities for official Main Street designation. Communities selected this year will enter the program in January 2017. Main Street is an economic development program focusing on small business development, using reuse of historic properties and historic preservation as primary tools. Optional letters of intent are due Friday, May 13. Full applications are due Friday, July 29. More information, including application form, is available online. Applications to become a designed Main Street committee are accepted once each year. There are currently 87 officially designed Main Street communities in Texas, including four in the region: Bay City, Huntsville, Rosenberg, and Sealy. |

| 2017 State Water Plan Public Comment Period Open |
|  The public comment period for the Draft 2017 State Water Plan is now open.
The Texas Water Development Board (TWDB) will receive public comments on the Draft 2017 State Water Plan until 5 p.m. Monday, April 25.
The plan spells out approximately 5,500 strategies Texas communities have recommended to meet their water needs over the next 50 years.
A public hearing for the Draft 2017 State Water Plan will be at 6 p.m. Monday, April 18, at the Stephen F. Austin Building, 1700 North Congress Avenue, Room 170, Austin.

Save the Date for Annual STAR Recycling Summit, Call for Proposals Open
|
|  Mark your calendars for the 2016 State of Texas Alliance for Recycling (STAR) Recycling Summit October 16-18 in San Antonio.
This is the only state conference dedicated entirely to recycling and waste diversion activities in Texas. It is a chance to meet potential clients or partners, to have productive dialogue about advancing recycling in Texas, to learn about new and innovative technologies in the waste diversion industry, and to form ideas and relationships that will last for years. A preliminary schedule is now available.
STAR has also opened a submission form for potential Summit speakers or panelists to submit notice of interest. Topics include market trends, the economics of recycling, corporate social responsibility, product stewardship, municipal contracting and procurement, recycling policy, and more. The deadline for submitting this information is Friday, April 29.

| Free Webinar Looks at Ways to Transform Waste Streams |
|  Learn how communities can transform waste streams through policies and programs during a free webinar from noon to 1:30 p.m., Thursday, April 14.
The webinar focuses on a new EPA tool showcasing ways local governments can move their communities toward higher levels of waste reduction, materials reuse, recycling, and composting.
EPA's Managing and Transforming Waste Streams: A Tool for Communities enables users to explore 100 policy and program options, including 38 measures addressing organic waste. The tool contains over 250 implementation examples from communities across the country, with links to city and county ordinances, contract language, and program websites.

TCEQ RESTORE Funding
The Texas Commission on Environmental Quality (TCEQ) is accepting applications for more than $56 million in
RESTORE grant funding available for environmental, ecological, or economic projects. Eligible projects in the Gulf Coast region include those that restore and protect natural habitats, mitigate damage to fish and wildlife, improve state parks in coastal areas, protect against coastal floods, promote tourism and/or consumption of Gulf Coast seafood, and develop the workforce and create jobs in the coastal region. Applications are due on
Friday, April 15.
DOT TIGER Grants
The U.S. Department of Transportation (DOT) is accepting applications for more than $500 million in
Transportation Investment Generating Economic Recovery (TIGER) grants to fund capital investments in projects generating economic development and improving access to reliable, safe, and affordable transportation for communities. Applications are due
Friday, April 29.
TDA 2016 Small Towns Environmental Program (STEP) Fund
The Texas Department of Agriculture (TDA) will accept
STEP Fund letters of interest and applications
throughout the year until all available funds are obligated. Dates for the final round of assessment, application, and funding for letters of interest received under the 2015 Action Plan can be found on the
TDA website.
EDA Public Works and Economic Adjustment Assistance Programs
The U.S. Economic Development Administration (EDA) is accepting grant applications to provide investments that support construction, non-construction, technical assistance, and revolving loan fund projects under
EDA's Public Works and Economic Adjustment Assistance (EAA) programs. Grants and cooperative agreements made under these programs are designed to leverage existing regional assets and support the implementation of economic development strategies that advance new ideas and creative approaches to advance economic prosperity in distressed communities. There are no submission deadlines under this opportunity. Proposals and applications will be accepted
on an ongoing basis until the publication of a new funding opportunity notice.
Advocacy Advance Rapid Response Grants
Advocacy Advance Rapid Response Grants help state and local organizations take advantage of unexpected opportunities to win, increase, or preserve funding for biking and walking. Detailed guidelines, criteria, and application requirements are available

| Grant Programs H-GAC's Community Enhancement Grants are designed to help municipalities, counties, and non-profit organizations enhance public spaces, such as gateways, parks, waterfronts, and business districts. Loan Programs H-GAC's Community and Environmental Planning Department currently manages three loan programs------the Small Business Administration 504 Loan Program, the Business Loan Fund, and the Government Loan Fund.  The SBA 504 Loan Program provides long-term business expansion financing for real estate, construction, and equipment purchases.
The Business Loan Fund assists small businesses in the Houston-Galveston region.
The Government Loan Fund assists local governments and school districts in the Houston-Galveston region.
