  HDWD Board Adopts New Mandatory Water Use Restrictions


Yucca Valley, CA - On June 3, 2015, the Hi-Desert Water District's (HDWD) Board of Directors approved new mandatory restrictions on water use in response to the State Water Resources Control Board's (SWRCB) Emergency Regulations.  

 

On May 18, 2015, the State Water Resources Control Board (SWRCB) adopted its

Emergency Regulations to protect the State's remaining potable water supply during this historic drought. These new regulations include mandatory water use reduction goals for urban areas throughout the state. HDWD's service area will be required to reduce water use by 16% as part of these new regulations. 

 

 "HDWD customers have done an excellent job conserving water for the past few decades," said Ed Muzik, HDWD General Manager. "But as this drought continues, we, as a community, must continue to work together and find new ways to reduce water use to help our area achieve its conservation goal."

 

In order to comply with the SWRCB's requirements and help reach our reduction goal, HDWD has enacted its second water shortage contingency plan which incorporates restrictions previously adopted in an ordinance in the 1990s. HDWD also offers rebates, helpful tips and tools on its conservation website www.hdwdconserves.com. 

 

HDWD's Water Use Restrictions    

  1. No hose washing of sidewalks, walkways, driveways, parking areas, patios, porches, or verandas or any hardscape unless required by a regulatory agency for health or safety reasons;
  2. No water shall be used to clean, fill operate or maintain levels in decorative fountains or other decorative water feature, unless such water is part of a recycling or recirculating system;
  3. No person shall knowingly permit water to leak from any facility within his/her premises;
  4. No use of potable water is permitted to irrigate, water or sprinkle landscaping (grass, lawns, groundcover, shrubbery, crops, vegetation and trees), between the hours of 9:00 a.m. and 5:00 p.m. during the high use season ( June 1 st - September 30th ).  Watering is permitted at the discretion of the individual customer, but not to exceed three days a week, during the low use season (October 1 st - May 31 st );
  5. Water shall be allowed for construction purposes, including but not limited to debrushing of vacant land, compaction of fills ad ads, trench backfill and other construction uses, but shall be used in an efficient manner and not result in runoff. The use of "rainbird" type sprinklers is not recommended;
  6. Potable water from within the District shall not be used to maintain dirt roads without application to the District;
  7. The serving of drinking water in eating or drinking establishments, including but not limited to restaurants, hotels, cafes, cafeterias, bars or other public places where food or drink are served, may only be provided upon request;
  8. Noncommercial washing of privately owned vehicles, trailers, motor homes, buses, or boats will not be permitted except while using a bucket and a hose equipped with an automatic shut-off nozzle that causes the hose to cease dispensing water immediately when not in use, which may be used for a quick rinse;
  9. No use of water for any purpose, except as provided herein, which results in flooding or runoff onto hardscape, driveways, streets, adjacent lands or into gutters shall be permitted;
  10. No use of potable water to outdoor landscapes in a manner that causes runoff such that water flows onto adjacent property, non-irrigated areas, private and public walkways, roadways, parking lots, or structures shall be permitted.
  11. No use of potable water to outdoor landscapes during and within 48 hours of a measurable rainfall.
  12. To promote water conservation, operators of hotels and motels shall provide guests with the option of choosing not to have towels and linens laundered daily. The hotel or motel shall prominently display notice of this option in each guestroom using clear and easily understood language.

Noncompliance for each of these restrictions will result in fines. The first violation will result in a written notice.  The second violation will result in a $25 fine. The third violation will result in a $50 fine. A fourth violation and any subsequent violations will result in a $100 fine or more.
