WASTEWATER TREATMENT FACILITY TOUR

On Thursday, November 20, HDWD invited the public to tour the Wastewater Facility for the city of Fillmore, CA.

Participants were given the chance to witness the technical aspects of how a facility, which is similar to the one HDWD will be constructing, operates and is managed.

Fillmore's Wastewater Treatment Facility, an award-winning facility, uses membrane bioreactors and is able to treat 1.8 million gallons of water per day.

Design Update

  • 79 grinder pumps have been eliminated from the original design. These changes lower the project's cost by approximately $300,000;

  • 349 easements need to be acquired to move the project forward. HDWD is in the process of contacting affected property owners and providing easement informational packets;

  • To learn the approximate location of easement requests in your neighborhood, visit http://www.hdwdwastewaterreclamation.com/

Funding Update

  • A loan application, for a long-term, low-interest loan to finance the Project, has been submitted to the State Water Resources Control Board's (SWRCB) staff and legal counsel for review. Once completed, the application will go before the SWRCB to approve the loan, and set the interest rate;
  • After the interest rate is set, assessment ballots are scheduled to be sent to property owners in early 2015;
  • Property owners who meet eligibility requirements may apply for an individual USDA grant up to $7500 to pay for their private property connection;

  • HDWD continues to look for additional grants to help lower property owners' shared assessment cost for the project.
Property owners will be receiving a more detailed update in a letter that will be sent out next month.
