Final Sewer Project Assessment Costs Explained in Engineer's Report

Completed by Albert A. Webb Associates, the report has been reviewed by HDWD's and the State Water Resources Control Board's (SWRCB) legal counsel. The review was conducted to ensure that the information provided complies with the requirements of Proposition 218 and "The Municipal Improvement Act of 1913". These laws limit the methods that may be used by local governments to create or increase taxes to fund public improvements such as the Sewer Project.
This report provides an explanation of the methodology used to calculate each property's individual assessment based on the type of benefit each property will receive from the Sewer Project. It also contains detailed information about project costs and the classification of properties located within the Assessment District boundary.
"The final Assessment District Engineer's Report completes the State Revolving Fund loan application so it can be presented to the State Board for final approval," said HDWD's General Manager Ed Muzik. "The District will be asking the State Board to approve the loan with an even lower interest rate than the current recommendation by the State Board's staff of 1%."
A low interest rate will help reduce individual assessment costs for property owners. Once the loan is approved by the SWRCB, property owners will be voting to secure the low-interest loan that will be used to construct the Sewer Project by approving a special Assessment District. The formation of a special Assessment District provides property owners with a financing plan to pay back their assessments over 30 years on their property taxes.
