WASTEWATER PROJECT UPDATE
 

Wastewater Reclamation (Sewer) Project Survey

The sewer project is moving ahead. Here are the latest developments (See www.protectgroundwater.org for more information).

Treatment Facility Design Update
  • The District has selected "membrane bioreactors" as the type of technology that will be used to treat our wastewater. 
  • The HDWD Board of Directors has chosen the Progressive/Design/Build model for the design and construction of the project. This process will begin once funding has been secured by the Assessment District vote.

Collection System Design Update

  •  The design of the collection system is 90% complete.
  •  Property owners who own easements that need to be acquired for the project  will receive letters of notification in the mail.

 Funding Update

  • The State Revolving Fund (SRF) loan application is currently being reviewed by the State Water Board staff; 
  • Once review of the SRF application is completed, it will be presented to the State Water Board to set an interest rate;
  • When the State Water Board finalizes the interest rate for the loan, funding to move the project forward will be secured by an Assessment District vote;
  • Property owners who meet eligibility requirements may apply for an individual USDA grant up to $7500 to pay for their private property connection;
  • HDWD continues to look for additional grants to help lower property owners' shared assessment cost for the project.

EMERGENCY CONSERVATION REGULATIONS
  
New emergency regulations from the California Water Resources Control Board prohibit the following water wasting activities:
                • Washing driveways and sidewalks with potable water
                • Watering landscapes with potable water in a way that creates runoff
                • Using a hose without a shutoff nozzle to wash a vehicle
                • Operating a fountain or water feature with potable water that does not recirculate

STATE WATER PROJECT DELIVERIES BEGIN
  
On September 8, 2014, HDWD started importing its share of the 5% allocation from the State Water Project.  Usually HDWD imports 3,000 acre feet of water each year, but as a result of the current drought, HDWD will only receive approximately 600 acre feet of imported water this year.  

Once completed, the Wastewater Project will make us less reliable on imported water by one-third.

TOILET REBATE PROGRAM

HDWD is offering residential customers rebates for replacing old toilets (using 3.5 gallons per flush or more) with a high-efficiency models.

Water used for toilet flushing can be reduced by up to 62% by installing a high-efficiency toilet (HET) that uses 1.3 gallons per flush or less. HDWD will offer up to $100 per toilet with a limit of 2 new toilets per household.

CAPITAL REPLACEMENT PROGRAM (CRP)

As of July 2014, CRP crews have replaced approximately 530,595 feet (over 100 miles) of new water mains. These 100+ miles of upgraded and replaced pipe represents 60% of the 165 miles of steel piping that still needs to be replaced.

Currently, CRP crews are working in the Mesa area of Yucca Valley (North of Buena Vista, between Warren Vista and Avalon Avenue).
GFOA FINANCIAL REPORTING AWARD

HDWD has been awarded its eighth consecutive Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association (GFOA). 

The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting.
