On April 7, 2017 the HSBMPO assisted the City of Harlingen with their 2nd Annual Viva Streets Harlingen event. Viva Streets is just like the Ciclovias and Open Street initiatives that happen all around the world! During these events, streets are temporarily closed to motor vehicles to allow the community to come out and enjoy the car-free streets as a "paved park!" In conjunction with Viva Streets this year, the Harlingen Public Library held their National Library Night Out. With both events happening on a breezy Friday evening we had a whopping 4,000+ in attendance, 420 registrants for the 5k Adventure Run/Walk, and 100 cyclists for the Bike Crawl night ride. The streets were filled with bicycles, scooters, roller blades, runners, walkers and smiles! Along the route were many booths offering activities and games, free information on living a healthier lifestyle, and giving away many goodies. There was something for everyone in the family to enjoy! 
Workshops & Presentations
MPO 101 Workshop
On May 10, 2017 the HSBMPO hosted an MPO 101 Workshop. The workshop was open to the public and TAC & TPC members. The workshop went into detail on what the MPO is and consists of.
Coffee with Cody
Mr. Cody Baczewski was invited to speak at the San Benito Chamber of Commerce's "Coffee!" series of talks. Cody spoke about what the HSBMPO is & does, how to get more involved with the MPO, and answered questions. 
NOTICE:
Transportation Improvement Program (TIP) Revision #2 & Metropolitan Transportation Plan (MTP) Revision #5

The 2017-2020 Transportation Improvement Program (TIP) and 2015-2045 Metropolitan Transportation Plan (MTP) are being revised. This is due to legislative action that has modified TxDOT's Category 2 funding amounts. 

TIP Revision #2 and MTP Revision #5 will be presented to the Transportation Policy Committee (TPC) during the July 12th meeting. There will be a 30 day Public Involvement period from June 12, 2017 - July 11, 2017.

Unified Planning Work Program (UPWP)

The HSBMPO is currently working on the Fiscal Year 2018 Unified Planning Work Program (UPWP), which is the MPO’s budget for next year.  The UPWP highlights the MPO’s work program by different tasks.  The document is divided into four (4) different sections: 1. Background and history, 2. Organization structure, 3. Public/private sector involvement, and 4. Detailed work tasks.  The Draft FY 2018 UPWP will be presented during the June TAC and TPC meetings and the final version for approval at the July TPC meeting.

MPO Coordination Rule
On May 12, President Trump signed S.496, a bill to repeal the rule issued by the Federal
Highway Administration and the Federal Transit Administration entitled "Metropolitan  Planning Organization Coordination and Planning Area Reform". The USDOT, FHWA Office  of Planning issued instructions on which update of the Code of Federal Regulations should  be used in lieu of the legislation.

The old rule required MPOs that shared an urbanized area to either merge, complete single  documents, or adjust Metropolitan Area boundaries.
Social Bike Rides
Since our first Social Bike Ride in February, we've been blessed every month with a great turnout! The goal is to bring awareness to bicycling out on the road in our HSBMPO Area. The rides typically range from 6-9 miles monthly with a "social stop" at a local business. 
February 
Our first social ride was a HUGE success! We did not expect the turnout we received. We had community member of all ages attend with a whopping 110 participants!
April

March 
Our March social ride was our first evening/night ride. We partnered with a local cycling group and had well over 125 participants! After the ride community member stayed and enjoyed the Harlingen Art Night.
May (San Benito)
During our San Benito social stop we had some fellow bike enthusiasts join us to enjoy some snacks from Mr. G's Snowiz and a group pic.

For the month of May we had about 60 participate in a 10 mile ride. We decided to make the ride a little longer to celebrate National Bike Month. We had the Harlingen Manufacturer's Association sponsor our social stop offering refreshments and snacks!

This project let in August, but has not been started.

This project consists of a new roadway connecting the South Parallel Corridor from FM 509 to FM 1577. Proposed typical sections will be given out at a later date. The current estimated cost is $8,446,616. This project has a tentative letting date of March 2018.
 

2.   SH 107 Widening to 4 Lane: CSJ: 0342-04-032

This project consists of the widening of SH 107 to a 4 lane undivided roadway with curb and gutter in Combes from Bus 77 to IH-69E. The current estimated cost is $3,712,016. This project has a tentative letting date of April 2017.
