Trent Rhorer has served as the Executive Director of the San Francisco Human Services Agency (HSA) since October 2000, when he was appointed by Mayor Willie Brown.  The Human Services Agency, is an umbrella agency that comprises the Department of Human Services, Department of Aging and Adult Services, and the Office of Early Care and Education. HSA, through its $800 million budget and 2,000 employees, administers the City's public social service programs for low-income families, children, single adults, the elderly and disabled adults.  These programs include Welfare-to-Work, CalFresh/Food Stamps, Medi-Cal, Child Protective Services, In-Home Supportive Services, Adult Protective Services, Office on the Aging, Public Administrator/Public Guardian/Public Conservator and Housing and Homeless Services.  More than 125,000 San Francisco residents are served annually by the agency. From 2004 to 2008, Trent served as Mayor Gavin Newsom's point person on homelessness as well as chair of the Mayor's Interagency Homeless Cabinet.  During this time, the City developed its Ten Year Plan to End Chronic Homelessness and created over 2,500 supporting housing units for homeless families and single adults.

Prior to his appointment as Executive Director, Trent served as the Executive Director's Chief of Staff and was the Chief Policy Analyst for the department, where he has worked since 1996. Before joining the Department of Human Services, Trent worked in community planning and program development in the non-profit sector.  In addition, he was an associate for a private firm which specialized in management consulting for public housing agencies.

Trent has a Bachelor's Degree in Political Science from UCLA and a Master's of Public Policy from the Kennedy School of Government at Harvard.
