Congratulations to our Assistant Friend of the Court, Ms. Erin Lincoln, receiving honor and recognition this month from the Detroit Metropolitan Bar Association at the 29th Annual Summer Breeze and Law Clerk Party.
The DMBA honored Ms. Lincoln for her outstanding accomplishments in community outreach events throughout Wayne County and presented her with DMBA's Community Impact Award.  This award goes to a young attorney whose integrity, competence, and accomplishments has significantly impacted the local community and/or has made a demonstrable impact on the broader state or national landscape. 
The DMBA recognized Erin's role in our Friend of the Court "Outreach within Reach" efforts and the importance of that outreach in our community.  Erin gives her heartfelt thanks and credit to the special "outreach team" she has coordinated who dedicate time each week or weekend to reach families in Wayne County who may need our services but are not comfortable with visiting our downtown office. She states, "Good things are happening here at the Friend of the Court"; and we agree with her!
Congratulations to Erin and many thanks to our partners and friends who help with our outreach efforts.

 
 
The Court supports employee community service and acknowledges Senior Referee Stephanie Witucki.  Sondra Proctor from Michigan Department of Health and Human Services, Office of Child Support Central Operations, organized events in July for "Michigan Child Support Systems" to volunteer to assist Flint at the Food Bank of Eastern Michigan in an effort to show support for Flint during their water crisis.  Referee Witucki represented the Wayne County Friend of the Court.  The volunteers inspected, sorted, and packaged just under 10,000 pounds of food and drinks!
 

 
Marie Robinson has been selected as the May 2016 Outstanding Employee of the Month.  Marie is a Clerk IV in the Family Juvenile Division.  She was nominated by her former supervisor Michelle Lowe.

Marie was very instrumental with assisting new staff upon their arrival to the department.  She does so willingly and can be depended upon to handle situations that may arise without supervision present.
 
In addition, she is also self-motivated and continues to further her knowledge through workshops offered by the Court.  She is dependable and well organized.  Her co-workers are grateful that she goes the extra mile to boost the morale of the department.
 
Marie has displayed qualities that exemplify the true meaning of being a good team leader, team player and co-worker. For these reasons, Marie is recognized as the Outstanding Employee of the Month for May 2016.

Third Circuit Court is pleased to announce that Gene't Barthwell has been reappointed to the Wayne County Jury Commission.  Gene't Barthwell has been serving as a Wayne County Jury Service Commissioner since March of 2004 and will continue her service with another six-year term with the leadership of Yvette Blackmon.  Jury Service Commissioner Barthwell took the oath of office on June 2nd, 2016.  The Wayne County Jury Commission is a valuable asset to the jury office.  The Jury Commission researches and confirms felony records of jurors to determine eligibility for jury duty.  Congratulations to Jury Service Commissioner Barthwell on her reappointment.  





CASA Clothes Closet
 
The Court's Clothing Closet is housed at the Lincoln Hall of Justice located at 1025 E. Forest Bldg. B, Room 118.  Donations are accepted on Tuesdays - Thursday, 9:00 a.m. to 3:00 p.m. 
 
Currently donations for men's clothing, especially men's shoes, and clothing for teenage girls are needed.  If you have any of these items, please feel free to drop them off at the CASA office during the above times or make special arrangements with Roland Smith at (313) 833-3507.
 
All donations to Friends of CASA are tax deductible.

John Steinbeck once wrote, "What good is the warmth of Summer without the Winter to give it sweetness."  Summer is here and July brings about hot days and warm summer nights!  This is the season that many families plan numerous outdoor activities.  Third Circuit is no exception and will be busy serving the community outside.  This month you will find our Mental Health Court co-sponsoring a Community Health Fair in the Eastern Market.   The Friend of the Court will send staff members to various locations throughout the month to answer any FOC questions at the UAW Region 1A Local 174 site, ACCESS, Friends of Parkside Health Fair, and Focus: HOPE.  As you venture out and about enjoying the sunshine, please take a moment or two to visit us at one of our outreach events. 



Judge Maria L. Oxholm was appointed by the Governor to the Third Judicial Circuit Court on March 11, 2002.  During her entire term on the court, Judge Oxholm has distinguished herself.  Judge Oxholm's initial service began in the Family Division - Domestic Relations.  Due to her leadership qualities, she ultimately became the Presiding Judge of the Family Division - Domestic Relations. 
 
After service in the Family Division, Judge Oxholm moved to the Civil Division.  She became the Presiding Judge of the Civil Division under the tenure of Chief Judge Virgil C. Smith.  She undertook the additional burdens of Presiding Judge when no other Civil Division Judge was willing to perform.  When I became the Chief Judge beginning in 2014, I requested Judge Oxholm continue as a Presiding Judge of the Civil Division.  This is because she is an outstanding judge, provides strong leadership and training to the judges in the Civil Division, and is highly respected by the judges in the court and the lawyers that practice before her.
 
In 2014 the Michigan Supreme Court appointed Judge Oxholm to fill a vacancy on our Business Court docket.  She was selected because of the outstanding abilities she has shown in managing civil litigation.
 
As Chief Judge of the Third Judicial Circuit Court, I receive compliments and complaints about the court's judges.  I am regularly told by attorneys practicing in the court that Judge Oxholm has a wonderful demeanor, manages her docket efficiently, and is an excellent judge.  I have never had one complaint about Judge Oxholm.
 
Serving in the Family Division, Civil Division, and the Business Court, Judge Oxholm brought experience, dedication, work ethic, and intelligence to managing sensitive and complex litigation.
 
We wish Judge Oxholm well as she moves to become a Bankruptcy Judge in the United States District Court.  Thank you for all of your great work, friendship, and assistance.



The Third Circuit Court would like to congratulate Judge Sullivan as being appointed as the Presiding Judge of the Business Court, Judge Edward Ewell, Jr. on being assigned as the Business Court Judge effective July 29 th , and Judge Patricia Fresard on being appointed as the Presiding Judge of the Civil Division effective August 18 th .

On July 25, 2016, POWER Court held a graduation celebration to honor seven new graduates who successfully completed the program!
 
POWER (Providing Opportunities for Work, Education, and Respect) Court began in 2010 as a collaborative effort between the Third Circuit Court - Family Division and Wayne County Friend of the Court and is supported by a number of community service agencies in the immediate Detroit and surrounding areas who offer assistance to those in our program whose barriers to providing financial support for their children may include unemployment, underemployment, lack of education, criminal records, substance abuse, mental health concerns, and homelessness.  POWER Court facilitates the connection between the program participant and the appropriate community service agency and offers continued Court monitoring for up to one year in the program.
 
Since its inception, POWER Court has serviced 436 cases and has graduated 109 participants with multiple cases between them.  Our POWER Court participants have made a commitment to take responsibility for their financial obligations to their children despite being faced with some challenging life situations

Ice Cream Social

The ice cream social in CAYMC held on July 18 and the ice cream social in FOC held on July 22 was well attended by various judges and staff.  This allows an opportunity for staff to engage in conversation and have a tasty treat before getting back to their hard day's work.  Thank you to all our ice cream servers and helpers in CAYMC and FOC, Jalona Colvard, Shannon Doyle, Lori Kaczmarek, Erin Lincoln, Lauren Middleton, Nicole Paron, Lynn Reeves, Karen Skillman, Lisa Stroud, Bridgette Tyus, and Kent Weichmann. 




  
Drug Court kicked off the summer with its first community service project in observance of National Drug Court Awareness Month in May.  The team partnered with NOAH (Networking, Organizing, and Advocating for the Homeless) Project of Detroit and helped serve lunch to well over 200 homeless men, women, and children.  We truly adhered to the theme of National Drug Court Awareness Month of, "Criminal Justice Reform in Action."
 
September 15, 2016, Drug Court will celebrate approximately 20 participants at Southeast Michigan Salvation Army, 1627 W. Fort Street, Detroit, Michigan 48216 (invitation only) for successfully completing the Drug Court Program.
 
We continue to be proud of our participants as they seek and gain recovery.  Currently 46% of our participants are employed; while the remaining 54% are either in school, residential treatment, or deemed unemployable.

S.T.A.N.D. GRADUATION

The Third Circuit Court's Supervised Treatment for Alcohol and Narcotic Dependency (S.T.A.N.D.) aims to eliminate juvenile's substance use, abuse, and delinquent behavior.  Currently the program has 42 participants and eight are slated to graduate.  These graduates have been acknowledged for their progress throughout the program and continued abstinence.  On August 10, 2016, they will be honored with Pomp and Circumstance at a ceremony to be held in the Clara Stanton Jones Friends Auditorium, Detroit Public Library Main Branch on Woodward in Detroit. 
Justice David F. Viviano of the Michigan Supreme Court will deliver remarks and join the Third Circuit Court Chief Judge Robert J. Colombo, Jr. and Judge Karen Braxton in congratulating the August 2016 S.T.A.N.D. graduates.  Many commissioners and state legislators have also confirmed that they will be in attendance to acknowledge the graduates and the success of the S.T.A.N.D. program.

TEAM STAND - TECHNICAL ASSISTANCE TRAINING
 
The Third Judicial Circuit Court - Juvenile Division, Supervised Treatment for Alcohol and Narcotic Dependency (STAND) Program was able to participate in a new and awesome experience called Technical Assistance (TA) Training.  Anyone who knows about Specialty Court may say that there is nothing new about TA Training.  As the program coordinator, I beg to differ because Team STAND began the process of putting together a living puzzle.
 
With the help of Wendy Schiller and Doug Thomas, both from the National Council of Juvenile and Family Court Judges (NCJFCJ), and Darryl Turpin, a trainer from the Substance Abuse and Mental Health Service Administration (SAMHSA), the program was able to examine the pieces of our puzzle.  These pieces were referred to as data, which will be used to help us develop strategies to build a new picture.
 
The data or puzzle pieces were scary to examine, once our TA trainers opened the box and laid them out for all to see.  The data represented a period of time spanning from 2007-2015.  Upon examination it was concluded that STAND has a great foundation in which to build upon.  We have already begun to take advantage of all of the wonderful assistance that was provided, and putting it to work for us!
 
We look forward to using our data as a tool for continued encouragement and empowerment of TEAM STAND and most importantly, the participants we serve.
