artRevisions to Articles 10 and 11 Passed by Board of Supervisors

On Tuesday, May 8, the San Francisco Board of Supervisors voted 8-3 to finally pass comprehensive amendments to Articles 10 and 11 of the Planning Code. The legislation was introduced by Supervisor Scott Wiener and co-sponsored by Supervisor Christina Olague. The final legislation incorporated a series of new amendments-introduced by Sups. Wiener, Avalos and Campos-to address some key concerns raised by Heritage and the preservation community.

The vote comes nearly four years after the passage of Proposition J, which called for the appointment of a Historic Preservation Commission and an overhaul of the city's preservation ordinance in Articles 10 and 11 of the Planning Code. The vote is a major milestone for historic preservation in San Francisco, despite uncertainty about the long-term impacts on the city's historic resources.

To help navigate this complex legislation, Heritage developed a chart summarizing the evolution of Supervisor Wiener's proposed revisions. Click "Learn More" to view the chart.

millsNew Legislation Seeks to Expand Access to Mills Act

Supervisor Scott Wiener introduced legislation to expand access to property tax relief under the city's Mills Act program. The Mills Act is the single most important economic incentive in California to encourage the maintenance and rehabilitation of historic buildings. Drafted in collaboration with Heritage and the Planning Department, the proposed legislation would streamline the process for Mills Act contracts, reduce application fees, and focus the program on smaller buildings. The legislation also imposes timelines on City departments to ensure that applications are processed in a timely manner. Heritage has long advocated for increasing access to the Mills Act to help owners better maintain their historic buildings, while promoting broader neighborhood reinvestment. The summer 2011 issue of Heritage News identified Mills Act reform as a key priority (see page 5, "Priorities for Reform").

Hearings before the Historic Preservation Commission, Planning Commission, and Land Use Committee are expected to be scheduled in June and July. We will keep you updated on the progress of this legislation.
