Phase I
Heritage Homes
130 New Affordable Apartments
and Townhouse Style Apartments

New Rochelle, New York --- Located at Winthrop Avenue and Brook Street, in the heart of the scenic and historic City of New Rochelle, MacQuesten Development, LLC is proud to announce that applications for Phase One of Heritage Homes are now available. Heritage Homes is a development of affordable rental apartments and townhouse style apartments now under construction that will be completed in three phases. Occupancy for Phase One will begin in the fall of 2012 and will include 130 apartments in the following arrangements: 1) A four story building with fourteen (14) studios and thirty-six (36) one bedrooms, 2) Eighty (80) townhouse style two-bedroom apartments with fifty-four (54) of them being two-level duplex apartments. Subsequently, three bedroom units will be built during Phases Two and Three. Therefore, families which are solely looking (or which will only qualify) for three bedrooms should not apply for Phase One. The 130 available units are subject to a first rental preference for eligible residents of the Robert Hartley Houses in New Rochelle, New York.

The Heritage Homes redevelopment project is privately owned by Horton Winthrop, LLC and has been financed by the New York State Homes and Community Renewal and through proceeds from the sale of Low Income Housing Tax Credits to help fulfill the need for affordable housing in Westchester County. The extension of Winthrop Avenue, which was financed by the Westchester County Housing Infrastructure Fund and separately developed, will serve to integrate Heritage Homes into the surrounding community. Once all three phases are complete, Heritage Homes will have entirely replaced the existing but antiquated Robert Hartley Houses and will provide a much needed rebirth to this area of central New Rochelle.

The sizes, rents and targeted income distribution for the 130 Heritage Homes apartments can be seen by clinking on the link below and downloading the official application:

In addition, the mid-rise apartments will provide laundries on each floor and naturally lighted stairwells. As well, the townhouse 2 bedroom apartments all have separate entrances, on-site central laundry and parking within sight of each apartment and to boot the duplex units have 1 baths.

The Heritage Homes project has been a long time in the making. Over time, NRMHA has invested in renovations to redevelop the current Robert Hartley Houses structures, but it became increasingly clear that the current Robert Hartley Houses development was not sustainable. In the past NRMHA announced its intention to replace the Robert Hartley Houses development with a public/private affordable housing partnership due to structural problems within the Robert Hartley Houses development that no amount of renovation could adequately address."Heritage Homes is the culmination of over fifteen years of blood, sweat and tears by a multitude of people that believe everyone deserves safe, affordable and decent living conditions", stated NRMHA Executive Director, Steven D. Horton.

In Phase One of the Heritage Homes project, one of the premier developers of affordable housing in New York State, MacQuesten Development, LLC, a woman-owned development and construction company led by Rella Fogliano, was chosen. "Since we have always been a Westchester-based organization, we have been receptive to new and exciting opportunities within the county," said Ms. Fogliano. "I met with the New Rochelle Municipal Housing Authority and we responded to an RFQ [Request for Qualifications] they issued for Heritage Homes. We were attracted to the opportunity to give the residents a better housing option. We are very excited that 130 very deserving families will have the opportunity to live in dignified, but affordable housing that I'm proud to say that we had the pleasure of playing a major role in developing and constructing. This has been a long process and we are delighted that applications are now available."
