It's that time again and for some of you it's been that time for a few weeks! Whatever happened to summer? In most places around the state, students have returned to school or will be returning very soon. It is an exciting time of the year! We know this will be a great school year and we look forward to working with all of you as we provide the best educational opportunities for the almost 100,000 students choosing non-public school education. Have a great year!

Welcome Andrea! 

Welcome to the newest member of the INPEA Family! Andrea Zimmerman was hired as INPEA's new Office and Communication Coordinator. Andrea replaces Rose Soliven who moved to Ann Arbor, Michigan. Andrea is a graduate of IU in Communications and Political Science. She has also interned at the Statehouse in the House of Representatives Communications Office. Please give her a big INPEA welcome!    
ISTEP+ Score Delay


 

The Department of Education reported to the State Board at their August meeting that ISTEP+ scores will be delayed again. CTB McGraw Hill communicated recently the need for rescoring of student testing because of the discovery of additional correct answers. The ramifications of this delay has a ripple effect. There will be approximately a one month delay before IDOE receives the scores from CTB McGraw Hill. The State will then initiate the cut scores process. It is anticipated that schools will receive scores in early December. This means that A-F grades won't be available until January or February. It is unclear how this will impact voucher school eligibility.  As you are probably aware, CTB McGraw Hill's state contract expired this past year. Pearson has been selected as CTB McGraw Hill's replacement, and will develop the new ISTEP+  assessment.  
Choice Schools Update


The September 1st Voucher application deadline is fast approaching. At last count (one week ago), IDOE reports that as of August 6th there were 317 approved school providers and 26,452 student applications received. Schools are encouraged to get all applications processed in advance of the deadline.

 

Fatima Carson will  be leaving IDOE on August 14th to accept a new position in Bloomington, where she lives. Fatima has done an excellent job in administering the Choice Program. Her communication and responsiveness has been exemplary. We wish her the best in her transition. IDOE will be hiring two staff members to work in the Choice Program. Stay tuned!

Formative Assessment Update

Watch for the August 17th DOE Dialogue for important Formative Assessment Grant Participation information. It is anticipated that a "Request to Participate" form will be available mid- August with a response deadline of mid-September. A list of vendors and formative assessments will be included on the on-line "Request to Participate" form.


At this time it does not appear that nonpublic schools can be a part of the state's master contracts. The Department is committed to encouraging vendors to extend the state's contract price to participating nonpublic schools.


Following the September deadline for grades 3-10 formative grants, schools can also apply for early intervention grants for literacy intervention or formative assessment in grades 1 and 2. There may also be excess funds from the 3-10 allocation that would be available for K-2 formative assessments in math and reading.

Proposed Diploma Changes

The IDOE and the Commission for Higher Education has proposed new diploma requirements.


 Proposed changes to diplomas available to receive:

  • College and Career Ready (Instead of the General and Core 40 diploma)
    • Will be required minimum 44 credits
    • Default track for all students
  • Indiana Honors (instead of Core 40 with Academic Honors)
    • Will be required minimum 48 credits, at least 3.0 GPA and the Pick 2 Option (upper level coursework, college level credits, scores on college placement exams, or the Arts and Culture option)
  • Workforce Ready (instead of Core 40 with Technical Honors)
    • Will require 6 credits in math, and a capstone graduation project

All student would be required to take a one credit Personal Finance Class and a one credit College and Careers Class, a sequence of College and Readiness courses, and all diplomas add an additional requirement of 2 more math credits 


Some of our faith based member schools have voiced concerns about the decreased flexibility students will have, especially in light of theology credit requirements. 


 

INPEA has formed a work-group to explore options with the IDOE.
