From our friends at Clean Water Action - Here is an update on legislative developments and ways you can get involved in the important final 3 weeks of the scheduled CT General Assembly session.
S.B. 9, with the 40% by 2030 renewable portfolio standard, passed committee and revisions are underway to replace the "buy all/ sell all" provision with some protection of net metering. We hope (but don't necessarily expect) to see new language soon. Municipal folks should pay special attention to this legislation as it has the potential to protect, extend and expand important programs like Virtual Net Metering and the LREC/ZREC program.... or not.....
S.B. 336, laying out a full shared solar program, is also out of committee and now has 9 co-sponsors. Kudos to CT Fund for the Environment for their leadership on this. They have developed a pair of fact sheets (one representing a broad coalition) and two sample resolutions for those wishing to show support - attached. One resolution just supports shared solar, the other Virtual Net Metering as well.
We are watching the progress of both bills and hoping they will not prematurely be combined into a package that might be flawed yet become the only game in town.
Also:
S.B. 7, the Governor's climate action bill, should be a no-brainer but has received some pushback connected with its call for coastal communities to do new sea level rise mapping without new resources. This seems like a small piece of important legislation overall.
S.B. 345, An Act Concerning Climate Change Education in Connecticut Schools
S.B. 346 An Act Establishing Parity for Oil and Gas Leak Repairs (which holds gas providers to the same standards as oil suppliers for repairing line leaks, more stringent than currently in place)
