Dear International Students,
 
It has come to our attention that some international students have had problems with their 2014 tax returns.  The following information is from Cornell's International Students and Scholars Office.
 
Many international students across the US who received a 1042-S form from their universities for fellowships, grants and tax treaty exempt income for the 2014 calendar year, have had extremely long delays in hearing back from the US Internal Revenue Service (IRS) regarding their tax return forms. 
 
Up to this point (February 2016) this has meant delays in getting refunds. Starting in the last month, we have also heard from students who have received denial letters from the IRS, stating that the student is NOT going to receive a refund. S ome students are receiving bills from the IRS, with an explanation that the IRS cannot verify that they received the money that the university withheld and paid to the IRS.
