FEMA Housing Assistance Initiative-Tribal Feedback Session
|
|
FEMA's Office of Response and Recovery is holding a feedback session to discuss the Agency's ongoing Housing Assistance Initiative. Alex Amparo, Assistant Administrator, Recovery and other senior leadership will discuss the goal of the Housing Assistance Initiative aimed at identifying and implementing innovative solutions to improve the way FEMA manages, provides, and maintains sheltering and housing for disaster survivors. This session is designed to gather feedback and reactions on a number of emerging challenges and potential solutions related to disaster housing.
Key topics of conversation will include:
* Building Tribal Housing Capacity;
* Direct Repair; and
* A Recreational Vehicle (RV) study.

FY 2017 IHBG Final Allocation Summaries Issued
|
|
Funds appropriated by Congress for the Indian Housing Block Grant Program (IHBG) are made available to eligible grant recipients through a formula. Regulations governing the formula can be found at 24 CFR Part 1000, Subpart D. On November 22, 2016, the Native American Housing Assistance and Self Determination Final Rule was published revising the IHBG Formula.

In Accordance with 1000.336(d), tribes must submit Census challenges to HUD by March 30, 2017 for consideration for the FY 2018 IHBG Formula allocation. This year, tribes/TDHEs may be notified of their Needs data by June 1, 2017 or later. As such, a
Census Challenge Waiver has been issued, extending the submission deadline.
Deadline March 30, 2018.

USDA Seeks Applications for Grants to Support the Development of Rural Community Facilities
|

Yesterday the Secretary announced a new funding opportunity through USDA Rural Development to support the development of essential Rural Community Facilities. The announcement can be accessed below. Within the announcement there are hyperlinks to the program's webpage and the federal register notice.
This program is a little different than what we've traditionally offered, in that it provides grant funding for predevelopment costs and technical assistance. Tribes are eligible both as technical assistance providers and as ultimate recipients. Therefore, for all that are interested, I'd recommend a close read of both the federal register notice and the webpage as the eligible costs for technical assistance providers and ultimate recipients are different.
Applications are due at 5:00 PM EDT on July 24, 2017.

The President released his FY 2018 Budget Request to Congress last week. NAIHC was disappointed to see that many federal programs that support tribal housing have proposed budget cuts or were eliminated altogether. NAIHC will work with Congress to ensure that these cuts are not enacted, and encourages all NAIHC members to work with their Congressional delegation to make sure tribal programs are adequately funded.
