customsIIFA Customs Clearance Course Launches with Full Class Group

 
IIFA's Customs Clearance & Practical SAD Completion Course commenced its first class group on Wednesday 17th January 2018 with an introductory classroom session in  DIT Aungier Street.

The Participants for this first group represent different sectors across the Freight Forwarding and Supply Chain industry, all jointly focused on updating their knowledge and skill set. The first section of this course will cover an awareness of contemporary Customs Clearance rules, regulations and procedures and Participants will be assessed with a test at the close of that period. This group will then meet again in February 2018 for a second classroom session, which will focus on practical Customs Clearance procedures and completion of SAD documents using live software.

Demand for this training is strong, with a second class group already full and commencing next week. IIFA will host this training throughout 2018 and interested persons are asked to contact the Association via info@iifa.ie or telephone through to 01 845 5411.

STCsIIFA launch 2018 version of 
Standard Trading Conditions


On Thursday 30th November 2017, IIFA launched a 2018 edition of the Association's Standard Trading Conditions. Hugh Kennedy and Chris Chatfield, both of Kennedys Law, informed IIFA Members of the updates that were made to the STCs and the background for same.
 
A seminar on effectively incorporate of STCs into business contracts was also provided at the event, in addition to advice on best practice for migrating to the new STCs with Member Customers and Insurers/ Insurance Brokers. The Final Draft of the 2018 IIFA STCs was issued to IIFA Members in January 2018, along with a guideline of recommendations for migrating between the previous and 2018 edition.

dronesUpdated Aviation Safety Rules and New Rules on Drones
approved by EU Council


On 22nd December 2017, EU Ambassadors (Permanent Representatives Committee) endorsed a deal concluded with the European Parliament on 29th November on revised common safety rules for civil aviation and a new remit for the European Aviation Safety Agency (EASA). The reform includes the first ever EU-wide rules for civil drones, that will allow remotely piloted aircraft of all sizes to fly safely in European airspace and will bring legal certainty for this rapidly expanding industry.

The purpose of the new rules is to create the right conditions so that the EU has the capacity to handle the expected air traffic increase of 50% over the next 20 years and to ensure that the EU aviation sector is prepared for tough global competition.
 
The reform introduces proportionate and risk-based rules designed to reduce red tape and encourage innovation. For example, sport and recreational aviation will be subject to simpler and cheaper approval procedures than those applicable for commercial air transport.
 
The rules on drones will provide the basic principles to ensure safety, security, privacy and the protection of personal data. There will also be rules on the noise and emissions generated by drones, as is the case for any other aircraft. Higher-risk drone operations will require certification, while drones presenting the lowest risk will simply need to conform with the normal EU market surveillance mechanisms. Drone operators must be registered if they operate drones which can transfer more than 80 Joules of kinetic energy upon impact with a person. This threshold can be amended in the future without lengthy procedures by means of delegated act to take account of developments in this area.
 
In relation to areas other than the registration threshold, the EASA will develop more detailed rules on drones on the basis of the principles laid down in the regulation, and these detailed rules will be enacted through a Commission implementing act. The EASA has already published a 'prototype' regulation for drones.
 
The agreement extends the EASA's mandate to safety-related aspects of security, such as cyber security, and to the protection of the environment. It establishes a framework for the pooling and sharing of aviation inspectors and other specialists to support member states in certification and oversight tasks. The agreement will also create a new support mechanism for member states that will include technical assistance for certification, oversight and enforcement tasks.
In addition, the text provides new rules for the safe provision of ground-handling services and closes a number of other safety gaps.
 
How will it become law?
Once the agreed text has undergone legal-linguistic finalisation, it must be formally approved first by the Parliament and then by the Council (agreement at first reading). The procedure is expected to be completed in spring 2018. Following adoption, the regulation will be published in the EU's Official Journal. It will enter into force twenty days after publication.

BREXIT and Border Issues To Lead Agenda at the National Manufacturing and Supply Chain Conference
 

The impact of Brexit on Ireland's supply chain and potential border issues will be a prominent topic at this years National Manufacturing and Supply Chain Conference. The conference is the largest gathering of manufacturing and supply chain professionals in Ireland and will take place on the 31st January in the Citywest Convention Centre, Dublin.

The annual event will welcome 3,000 manufacturing and supply chain industry professionals, 200 speakers and 300+ exhibitors.

There will be 16 conferences taking place within the event including the Commercial Vehicle and Logistics Show and the Supply Chain and Logistics Expo.

DSVNew DSV Rail Freight Service Links Spain and China
 
In November 2017, DSV started a rail freight service between Zaragoza, in central Spain, and Zenghzou, the central China logistics hub. The first container departed on November 23rd 2017 and arrived on December 18th 2017. The transit time takes an average of 26 days between the two cities and DSV expects to reduce it in the coming months. The new rail freight service works once a week for consolidated merchandise and daily for complete containers.

With the establishment of this new rail service DSV has connected the central China logistics hub with one of the key logistics hubs in Spain, as it connects perfectly with the manufacturing hubs in the North of the country (Basque Country and Navarre) and the east (Valencia and Catalonia). The service carries mainly manufactured foods for General Motors, Mercedes, Volkswagen and Ford factories in the referred areas of the north-east side of Spain.

ferryIrish Continental Group plc Invests €165.2 Million to Build
a New Cruise Ferry for Dublin - Holyhead Route

Irish Continental Group plc ("ICG") has entered into an agreement, with the German company Flensburger Schiffbau-Gesselschaft & Co.KG ("FSG"), whereby FSG has agreed to build a cruise ferry for ICG at a contract price of €165.2 million. Upon completion, it will be the largest cruise ferry in the world in terms of vehicle capacity.
 
The cruise ferry will accommodate 1,800 passengers and crew, with capacity for 5,610 freight lane metres, which provides the capability to carry 330 freight units per sailing. Overall, it will effectively be a 50% increase in peak freight capacity compared to the MV Ulysses.
 
The Agreement between ICG and FSG provides that the cruise ferry is scheduled for delivery before Mid-2020.
 
This cruise ferry will be designed and built to the highest standards of cruise shipping, and equipped with efficiency, comfort and capacity in mind. Emissions scrubber and ballast water systems will meet current and known future environmental regulations and will deliver optimal fuel consumption while minimising related costs. The cruise ferry will be powered by four main engines delivering 33,600 KW of power which will ensure a high degree of service reliability equal to the MV Ulysses which is currently the most reliable ship to ever operate on the Irish Sea.
 
The cruise ferry is being built specifically for Irish Ferries Dublin - Holyhead services. It is expected to replace the schedule of the MV Ulysses, which in turn will replace the currently chartered vessel MV Epsilon in the fleet. This will allow for the deployment of the W.B. Yeats (arriving Mid 2018) full-time on the direct Ireland - France route alongside the MV Oscar Wilde. The cruise ferry will also adhere to Ice Class specification which allows for a wide geographic area of operation.
 
Freight capacity will be provided over five decks. Uniquely, the vessel has been designed for three tier freight bow loading to allow for efficient loading/unloading and quick turnaround times.
 
Referring to the announcement Eamonn Rothwell, Chief Executive Officer, commented that;
"This investment underpins the confidence the Group has in the markets in which we operate. Alongside the recent investment in the MV W.B. Yeats, it brings our total investment to €315m for these two vessels designed for our operations on the Irish Sea. The construction of a cruise ferry of this size will offer both additional capacity and an enhanced experience for both our tourism and freight customers. This infrastructural investment enhances "the bridge" to the UK & Continental Europe that is a vital part of the continued success of Ireland's open economy."
