The extraordinarily high cost of housing throughout California but especially in Silicon Valley has reached historic levels, impacting households, individuals, and employees across income levels. However, because the market has been producing high-end housing and the limited public resources available are primarily geared towards low-income needs, there is growing concern about the need for housing for the "missing middle." This "donut hole" is where the market has not naturally served and where public programs have not generally reached.
