Independence Day Bike Parade is Tomorrow 
All Wind Point families are invited to celebrate Independence Day at the annual children's bike parade on Wednesday, July 2 at 6:30 p.m. Meet at the Village Green Park on E. Four Mile Rd. Village Assessor to Photograph Properties

Beginning the week of July 7, Village Assessor Keith Munson will be in the Village to take exterior photographs of properties. The photographs will be used to update assessment records and to meet digital assessment data requirements. Keith will be wearing a Village ID badge.
Ironman Racine Triathlon Coming to Wind Point on Sunday, July 20
The Ironman 70.3 Racine Triathlon will take place on Sunday, July 20. Over 3,000 participants are expected for this year's event. The bike portion of the triathlon will pass through the Village on N. Main St. and will cause delays for vehicles entering and leaving the Village. The heaviest bike traffic is expected to occur between 7:30-10 a.m. Emergency response vehicles will be given priority to enter and leave the Village during the race.
 
The run portion of the event heads east on Three Mile Rd., north on Lighthouse Dr., turns around at Shoop Park and heads back the same way toward Racine. The northbound lane will be closed for the runners and the southbound lane will remain open to traffic.
Village Adopts Special Collections Ordinance
Under a new Village ordinance, yard waste and branch piles set out at the wrong times can be collected by Johns Disposal with a special collection fee billed to the property owner. 
 
Yard waste collection is every Monday from April to November. Branch collection is the second Tuesday of each month from May to November. Piles can be set out by the road for collection no earlier than 72 hours prior to collection day. Piles that are set out too early or late can be tagged by Wind Point Public Works, with a notice stating that if not removed within 48 hours it will be collected by Johns Disposal with a special collection fee billed to the homeowner. The current fee is $38 per five minutes of collection time.
 
The ordinance was adopted by the Village Board to address the recurring problem of piles set out at the wrong times, causing clutter in the right-of-way, confusing neighbors on collection times and taking staff time to remove.
Lighthouse Tower Climb on July 6
The Friends of the Wind Point Lighthouse will host a regularly scheduled tower climb on Sunday, July 6. What a great thing to do if you have company coming for the holiday weekend! Tower climbs are from 10-4; be sure to call in advance to make reservations at 262-880-8266.
Handbills Prohibited
According to a new ordinance adopted by the Village Board on March 13, 2014, the distribution of commercial handbills is prohibited on vehicles, public property and private property (unless the owner of the vehicle or home is willing to accept the handbill). 
 
Commercial handbill is defined as "any printed or written advertising matter or any other sample, device, dodger, circular, leaflet, pamphlet, newspaper, paper, booklet or other printed matter or literature which relates solely to the economic interests of the speaker and its audience." The ordinance does not apply to items distributed in the mail. Please contact us if you receive unwanted commercial handbills on your property or vehicle.
Volunteers Sought for Medical Reserve Corps
Racine County Medical Reserve Corps (RCMRC) is part of a national network of local volunteer groups committed to improving the health, safety, and resilience of their communities in Racine County communities. Membership is open to any person who has a desire to serve his or her community in a volunteer capacity, is 18 years of age or older, has a current / valid driver's license or state identification, and is a US citizen or legal mmigrant. 2nd Quarter Water Bills
The Village mailed out second quarter water bills on June 18. The water bill postcards were mailed in an envelope that also contained the annual water quality report. If you did not see the water bill and accidentally discarded it, please contact us and we can produce a new bill for you.
Village Resident Survey Deadline is July 15
The deadline for taking the Wind Point resident survey is July 15, 2014. Adult residents are asked to take the survey online at windpointsurvey.comResidents who do not use the internet may obtain a hard copy of the survey at the Village office. One survey response per adult resident, please. The survey information is helpful for providing feedback to the Village Board about services and amenities.
Slag Sealing Update 
Fahrner Asphalt completed slag sealing certain roads in the northeast area of the Village on June 16. The roads were vacuum swept over the course of the next week to remove loose aggregate. Village staff will monitor the conditions and sweep on an as-needed basis, keeping in mind that over-sweeping could impact the new surface. We want to thank residents for your patience with the slag seal work. The Village's annual slag seal program is important for extending the life of Village's streets and limiting costly reconstruction of roadways. Road Work on Beacon Lane, Raven Turn East 
Crews from Payne and Dolan are expected to be in the Village in early to mid July to do pavement resurfacing work on Beacon Ln., Raven Turn East and nearby portions of Wind Point Rd. The work should have minor impact on residents of these roads; there will likely be a 15-30 minute window of time residents will not be able to access their driveway. The exact dates of the work depends on weather and more information on the schedule will be posted on the Village website as it comes available. 
Absentee Ballots Available for August 12 Primary
The Village has mailed out absentee ballots for the August 12 partisan primary to residents on the permanent absentee ballot list. To request an absentee ballot by mail, please submit an application to the administrative office. Absentee voting is available in-person at the office between July 28 through August 8. Save the Date: Village Picnic on August 24
The annual Wind Point Village Picnic will be on Sunday, August 24, 4 p.m. till dusk at Village Green Park on 4 Mile Road. The cost is $5.00 per person and free for children age 6 & under. The price includes a bbq buffet dinner (prepared by Cecelia's Catering), beer, wine & soft drinks.  There will be kids games and the 4th annual "Egg Toss" contest. 
 
The picnic is organized by the Wind Point Community Club, a non-profit group that has promoted social activities in the village since 1923.   RSVP via email to windpointcommunityclub@gmail.com or call 262-664-3209. Village Board Highlights

The Village Board held a regular meeting on Thursday, June 12. The Board...

  • Approved an agreement with Associated Appraisal for 2015-2016 assessment services.
  • Approved an ordinance on yard waste and special collections (Ordinance 14-03), establishing that yard waste set in the right-of-way could be tagged with a 48-hour notice and if not removed would be collected by Johns Disposal at the owner's expense.
  • Approved updates to the fee and forfeiture schedule, amending the parking ordinance forfeiture to "$30-$500" and establishing fees for Village Green park reservation and tennis court reservation for business use.
  • Adopted a fund balance policy and purchasing policy.
  • Adopted an emergency management ordinance (Ordinance 14-04) and emergency management plan.
  • Approved a change order for the lighthouse southwest shed roof in the amount of $1,310.
  • Approved liquor licence renewals for Shoop Park and the Council House and 11 operator (bartender) licenses.
  • Approved a well permit at 106 Holiday Dr.
  • Heard an update on the "Future Library in the Racine Area" steering committee and expressed concerns about the need and funding for a second library in Racine.
  • Heard an update on the property at 4403 N. Main St.

The Village Board will meet for regular meeting on Thursday, July 10 at 5:30 p.m. at the Village Hall. Meeting agendas are posted at three posting locations and on the Village website at least 24 hours in advance of the meeting.
