All leases with the Continuum of Care (CoC), Emergency Solutions Grant (ESG), HOME Tenant-Based Rental Assistance (HOME TBRA), and Housing Opportunities for Persons With AIDS (HOPWA) programs should include U.S. Department of Housing and Urban Development (HUD) Form 91067. This document is the Violence Against Women Act (VAWA) Lease Addendum and is located on the
Housing Contract Administration (HCA) Help Desk
. This is not one of the forms that is available in the CoC, ESG, or HOME TBRA toolkits. This document indicates that it expired on June 30, 2017. However, it is recommended that this form be used until Kentucky Housing Corporation (KHC) has been notified by HUD of a new form to replace this one.
For HOME TBRA, this lease addendum is in addition to the HOME TBRA Lease Addendum. So, agencies administering HOME TBRA will have two (2) addendums for that program until these documents have been combined.

KYHMIS Annual User Licenses Invoice Balance Due July 31, 2017
KYHMIS Annual User Licenses for the fiscal year beginning July 1, 2017, have been sent to all agencies in the BoS and Lexington CoC regions. Agencies are reminded that all payments must be made by electronic transfer of funds using the PNC Payment System. Paper checks will not be accepted. A late fee of 10 percent will be added to all unpaid invoices on Tuesday, August 1, 2017.

Kentucky Moving On Program
KHC, in partnership with the KY BoS CoC Advisory Board has created the Kentucky Moving On Program, which establishes a Housing Choice Voucher preference for persons who have achieved housing stability in BoS CoC-funded Permanent Supportive Housing (PSH) programs and no longer require the same level of ongoing support. BoS CoC-funded PSH providers will be authorized to make referrals to KHC after completing the KHC Housing Readiness Assessment indicating the client is able to maintain housing stability and is voluntarily willing to exit the PSH program into a Housing Choice Voucher program within one of the
87 counties KHC serves as the public housing authority.

FY 2017 CoC Program Competition is Open

e U.S. Department for Housing and Urban Development (HUD) has released the
Notice of Funding Availability (NOFA)
for the Fiscal Year (FY) 2017 CoC Program Competition. The HUD deadline for CoCs to submit all components of the Consolidated Application (Kentucky BoS CoC Application, Project Applications, and the Priority Listing) is Thursday, September 28, 2017. KHC, as the CoC's collaborative applicant, will be responsible for submitting the Consolidated Application to HUD. Individual projects, both new and renewal, requesting funding will submit information to KHC and will be ranked based on scoring criteria approved by the KY BoS CoC Advisory Board.
In order to comply with this deadline, KHC is currently preparing several documents, which will include Intent to Apply forms, timelines, deadline requirements, and other relevant information in order to assist partners through this process. When this information is released, notification will be sent through KHC eGrams and posted on KHC's website.
HUD will continue to offer three types of project applications: Renewal, Reallocation, and Permanent Housing Bonus. All currently funded projects and those interested in creating new permanent housing projects should review the
NOFA in its entirety and give serious consideration on whether or not to apply for renewal funding, reallocation, or the Permanent Housing Bonus.
