Council directs staff to draft updated ordinance pertaining to billboards (J.3)
There was a presentation and discussion regarding Title 18 amendments for Off-Premises Advertising Displays (billboards), including the issuance and the use of banked receipts to accommodate relocation of billboards and the regulation and/or prohibition of static and digital billboards. Council took two votes:
In a 5-to-1 vote, Council approved to direct staff to draft an ordinance for Planning Commission review to ban the construction of digital billboards in the City of Reno.
Council unanimously approved to direct staff to draft an ordinance for Planning Commission review to close the banked receipts and accept no more submissions to the bank. There are approximately 82 active banked receipts. The motion included allowing the withdrawal of those banked receipts not currently under litigation, which consists of approximately 20 of the 82 banked receipts.
Council agrees to extend agreement with nonprofit for future development of Moana Springs Aquatic Center (J.4)
Council unanimously approved to extend the Option Agreement for an additional three years between the City of Reno and Sierra Nevada Community Aquatics, Inc. (SNCA) related to the future development of the Moana Springs Aquatic Center. The agreement has been in place since 2012, and the extension will aid SNCA in obtaining project financing. SNCA, which formed in 2007 when the Moana Pool was closed, has worked for the past several years to develop funding for a new aquatic facility at the site. View the presentation.
Early Start Retail Marijuana Sales (B.1.c)
Council unanimously approved the following supplemental business licenses for Early Start Retail Marijuana Sales to the following four dispensaries:
B.1.c.1 - Sierra Wellness Connection at 1605 East Second Street, Suite 103
B.1.c.2 - Blum Reno at 1085 South Virginia Street
B.1.c.3 - MYNT Cannabis Dispensary at 132 East Second Street
B.1.c.4 - The Dispensary at 100 West Plumb Lane
The dispensaries can legally sell retail marijuana by or after July 1, 2017, once the Department of Taxation approves the state retail license. The temporary licenses would be valid through April 1, 2018.
2017 Sewer Lift Station Replacement Project
B.4 - Council unanimously approved a Consultant Agreement for Construction Management Services with Brown & Caldwell for the 2017 Sewer Lift Station Replacement Project near Lear Boulevard and Stead Boulevard in an amount not to exceed $801,235 from the Sewer Fund.
B.5 - Council unanimously approved an Award of Contract for construction of the 2017 Sewer Lift Station Replacement Project to Sierra Nevada Construction, Inc., in an amount not to exceed $3,843,007 from the Sewer Fund.
B.9 - 2017 Surface Treatment Project
Council unanimously approved Change Order #1 with Sierra Nevada Construction, Inc. (SNC) for the 2017 Surface Treatment Project (permanent patching, crack sealing and other surface treatments) on Reno streets in an amount not to exceed $750,000 from the Street Fund. This change order increases the amount of work that will be accomplished this summer by adding contractor crews to supplement City of Reno maintenance crews and focus on pothole and wide crack patching.
H.1 - Purple Heart City
Council unanimously approved to adopt a Resolution declaring the City of Reno a Purple Heart City, honoring the many brave men and women who have, and continue to, serve our country and protect our freedoms. The Resolution is a formal position that recognizes the sacrifices made to keep our nation safe.
H.2 - Human Rights Commission
Council unanimously approved to adopt a Resolution creating the City of Reno Human Rights Commission, which will be a board comprised of up to 14 members. The Commission will act in an advisory capacity in respect to matters impacting human rights and make recommendations to Council regarding the development of programs for the promotion of social justice, diversity/inclusion, equal opportunity and human dignity among all citizens and visitors.
Community Assistance Center (CAC)
J.1 - In a 6-to-1 vote, Council approved an Interlocal Cooperative Agreement for operation of the CAC and other homeless services among the City of Reno, Washoe County and the City of Sparks in a total amount not to exceed $3,469,361 with the City of Reno's share being $773,762 from the CAC Operations Fund.
J.2 - Council unanimously approved Amendment #1 to the contract between the City of Reno and Volunteers of America, Greater Sacramento and Northern Nevada, for the operation of the shelters at the CAC for July 1, 2016 through June 30, 2019 with funding in an amount not to exceed $3,358,933 for the second year of operation, with the City of Reno's share being $773,762 from the CAC Operations Fund. Volunteers of America has been operating the Community Assistance Center shelters since October 2008.
K.1 - Citizen Appointments to Boards and Commissions
K.1.1 - Council unanimously approved appointment of Barbara Deavers and reappointment of Wendy Boszak to the Senior Citizen Advisory Committee.
K.1.2 - Council unanimously approved reappointment of Deborah Enos to the Recreation and Parks Commission.
K.1.3 - Council unanimously approved reappointment of Steve Foster to the Downtown Police Special Assessment District (SAD).
