The Public Safety Post
Our Motto: "Safer Together"

Dear CDPS members,
June 30 marks the end of Fiscal Year 2017. Thank you for a successful year of working together to make Colorado safe. I’d like to give a special thank you to all of the financial services staff who put in long hours and work very hard to meet our fiscal year budget and spending deadlines.

We have already turned our focus towards our goals for FY2018. Many of you have participated/are participating in Division strategic planning processes, which are a reflection of our Department’s – and indeed our state’s – commitment to delivering proactive, results-based public service. At a Departmental level, we produce and follow an annual CDPS Performance Plan. The plan highlights a key, mission-critical service goal from each Division;  although no single goal can fully represent the vast breadth of public safety services delivered by each Division, the goals in our Performance Plan serve as a snapshot against which to measure our progress towards achieving our shared mission. As required of all departments in the state, we report to the Governor's office on our achievement of these strategic goals.

On a broader level, we will continue to encourage innovation, communication and collaboration in FY2018. We are still working hard to fine-tune the systems, structures and staff we began putting in place a year ago in the alignment process. We are striving toward the ultimate objective of achieving efficiency, cooperation,  consistency and clarity in our support services so that you can focus on delivering your mission-critical work.  I am grateful for your patience and participation as we work together to that end.

This summer, CBI will celebrate a major milestone: a half century of outstanding service  to the people of Colorado. Congratulations, CBI, on your 50th anniversary!

Finally, I’m excited and looking forward to celebrating the outcomes of all of your hard work and dedication. On July 3, we will open the nomination period for the inaugural CDPS Director’s Awards. I encourage you to take the time to nominate outstanding colleagues, whether individuals or teams. You’ll find more information about the awards in this newsletter.

Emergency Responders Activate for Wildfires, Public Health Exercise
Although fires can -- and do -- occur year-round in Colorado, early summer weather and fuel conditions mean it is busy season for DFPC and DHSEM. Firefighters, logistical/support members, aerial crews, incident managers and field managers activated for numerous incidents in late May and June, including the large, multi-day "Dead Dog" Fire in northwestern Colorado.

Meanwhile, preparedness and training efforts continue even as we respond to real disasters. On June 15, DHSEM participated in a large-scale, statewide public health emergency exercise. And DFPC staff are working hard to mitigate against wildfires, from using chainsaws to reduce fuels in southwest Colorado to studying new firefighting water enhancers at the Center of Excellence in Rifle.

DHSEM Recognized, Honored at Estes Park "Tribute Trail"
On June 15, 2017, the town of Estes Park commemorated the opening of its Tribute Trail, a new civic landmark honoring first responder agencies.

Inspired by the lifesaving actions of first responders during the devastating floods of 2013, the Tribute Trail features plaques honoring t he service, bravery and courage of first responders who risk their lives unselfishly to help others in the State of Colorado. Each year, the Colorado State Fire Association will choose 20 first responder agencies or an individual within an agency to be honored with a plaque at the Tribute Trail.

The Colorado Division of Homeland Security and Emergency Management (DHSEM) was among 20 inaugural inductees unveiled at the event on June 15. Read more...

CBI Partners with Multiple Agencies to Arrest Sex Offenders & Child Predators
The Colorado Bureau of Investigation participated in two separate, multi-agency operations this spring that aimed to make Colorado safer by locating un-registered sex offenders and identifying sexual predators in a number of Colorado communities.

CBI, the U.S. Marshals Service, Colorado State Patrol, and multiple law enforcement partners arrested 19 individuals on more than 30 outstanding warrants during “Operation Spring Cleanup” May 4-7, 2017. The four-day operation aimed to locate and arrest sex offenders who failed to register in the Denver metro area, including several significant offenders.

On March 30, 2017, CBI Agent James Fuller assisted fellow federal, state and local law enforcement with "Operation Predator Strike" on the Western Slope. The focus of the operation was to identify and arrest sexual predators. The operation used undercover law enforcement posting online, teamed with on-site surveillance and arrest teams, to draw out and arrest three child predators intent on soliciting child prostitution.

Public Safety Expo Engages Public in Hands-on Safety Activities & Learning
The Colorado State Patrol partnered with Denver Police, Regis University, and multiple law enforcement agencies to present a Public Safety Expo on June 6, 2017, at Regis University in Denver. The event featured a large number of public safety agencies and a variety of educational, hands-on opportunities. CSP Sgt. Joy Grissom played an enormous leadership role in organizing and coordinating the event, including representatives from four CDPS Divisions and the EDO.

What are Communities of Practice and what is CDPS Doing with Them?
The Colorado Department of Public Safety is taking a page out of implementation science and launching groups called "Communities of Practice" in order to achieve more consistent, measureable outcomes.

But what exactly is a Community of Practice?

Simply put, it is a group of people who gather on a regular basis to learn together about their mutual interest. The topic could be anything that they share—a value, a process, agency procedures—anything they collectively want to learn more about. They engage in a variety of activities such as talking about the topic, bringing examples to discuss, practicing, reading and discussing, etc.

The implementation science experts at EPIC within the Division of Criminal Justice are guiding two Communities of Practice at CDPS: one focusing on "Fierce Conversations" and one on curriculum development. Find out More...
