Executive Director Seeks Input From Members on KanCare 

Dear Members and Friends of KPhA,

As many of you know the Kansas Medicaid program, known as KanCare, is coming to the end of its first contractual period with the current managed care organizations (MCOs). This end necessitates the release of new requests for proposals (RFPs) and new contracts for the next round of KanCare.

This new RFP, should be coming out sometime between now and the end of November and will determine the vast majority of the contractual relationship between the state and the MCOs for the next 5 – 7 years. This contract will include what services the MCOs are bidding to provide, reporting requirements, performance requirements and goals, and expected administrative activities that will govern much of how the MCOs interact with providers.

The biggest changes in the RFPs will be the inclusion of policy changes the state desires related to services, funding and program administration; and changes that are reflective of needed improvements in MCO/KanCare/Provider based interactions. 

In order to make sure we have the most complete picture of what your concerns are related to KanCare, I want to use this chance to reach out to you, our members who deal with some of these issues daily, and ask for your input on changes or clarifications we, as pharmacy, would like to see in the next round of KanCare. I also would like to hear if there are things that you see as working very well and would like protected.

KPhA Announces Government Affairs Payer Sub-Committee

KanCare recently issued KMAP Pharmacy Bulletin 17170. This policy effects prescriptions with processing dates on and after July 17, 2017. When mental health medications are needed without delay and prior authorization (PA) is not available, a 5-day emergency supply should be dispensed to the beneficiary until PA can be secured.

The rule applies to behavioral health nonpreferred drugs listed on the PDL-Preferred Drug List on the Preferred Drug List (PDL) page of the Kansas Department of Health and Environment website and any mental health drug that is affected by clinical PA requirements and would need prescriber prior approval. The 5-day emergency procedure should not be used for routine and continuous overrides.

In order to receive payment consideration for emergency dispensing of a PA medication, the pharmacy should:
  • Verify beneficiary eligibility and plan participation
  • Initiate the PA request to the appropriate PA department by phone or fax
The effective date of the policy is July 17, 2017. The implementation of state policy by the KanCare managed care organizations (MCOs) may vary from the date noted in the Kansas Medical Assistance Program (KMAP) bulletins. The KanCare Open Claims Resolution Log on the KMAP Bulletins page documents the MCO system status for policy implementation and any associated reprocessing completion dates.
New Universal Prior Authorization Form
Recently the Kansas Medicaid Program, or KanCare, began using a universal prior authorization form for pharmacy requests. This is one of the first steps in creating a more uniform set of processes for KanCare as it relates to interactions with pharmacy providers. We want to make sure that you know of the existence of this form and have easy access to it for your future use. If you have any issues with this form please let us know so that we can communicate your issue to KanCare staff.

The Board of Pharmacy meets on a quarterly basis. All meetings are open to the public. A draft agenda is set by the Board 7-­10 days prior to the next scheduled meeting and is made available to the public on this website. The agenda is subject to change and items may be taken out of order. The Board limits public comments to five minutes per  person.

Jason Brozek - 4P Rotation Student  

KPhA Intern

Jason Brozek is a pharmacy student intern from the University of Kansas.  He began his college career at Butler University in Indiana where he was a competitive swimmer. Jason graduated with a Bachelor of Arts in History and subsequently completed his Juris doctor from the Indiana University Robert H. McKinney School of Law with a concentration in healthcare law and policy.

He chose pharmacy to obtain a clinical background to complement his legal education and work experience. Jason would like to use his knowledge to improve healthcare availability, quality and access for all people.  In his spare time, he enjoys coaching age group competitive swimming and spending time outdoors cycling, hunting, skiing and hiking.
