LCUL's Governmental Affairs Update

CUNA GAC: March 8-12

If anyone is still interested in attending CUNA's Governmental Affairs Conference (GAC) in Washington, D.C. and they do not have a hotel room, please have them contact Angela Gervais as soon as possible.

Those attending should have received an email with the Louisiana-specific schedule of events, including our briefing at CU House on Wednesday morning, welcome reception on Sunday night, and group dinner on Tuesday.

We will be doing something different this year with the National CULAC drawing. We will be sending out pre-sale forms to credit unions. Every credit union that sends in pre-sale tickets prior to the CUNA GAC will be entered into a drawing for one (1) free registration for the Louisiana GAC. In addition, those in attendance who purchase tickets both before and at the GAC will be in a series of drawings in the LCUL suite throughout the conference. Questions? Contact Angela Gervais for assistance.

Candy Sale

We are gearing up for the candy sale to begin on April 1. Credit unions should have received their order forms by now via email. Please note that the deadline date for the first round of orders is February 28. If you did not sell candy last year and are interested, contact Angela Gervais.

Permission Agreements

Credit unions whose permission agreements have expired should have received an email with the renewal information.  For those that have not signed up and are interested in doing so, please make arrangements with Angela Gervais.

Compliance Lagniappe is Coming to Baton Rouge with Special Guest

Compliance is an ever changing part of credit union life, and lately it seems to be changing a lightning speed. The role of Compliance Officer is often a lonely, stressful one; to help with this, the Louisiana Credit Union League has created "Compliance Lagniappe". This will serve as a networking group for Louisiana credit union staff who wear the compliance hat as part of their job responsibilities.

Our next meeting will be in Baton Rouge on Wednesday March 4th at Pelican State CU (3232 S Sherwood Forest Blvd) at 8:00 am. Debbie Crawford will be joining us for this meeting, come out and "pick her brain" about operations compliance issues!

If you would like to attend, please RSVP the number of people from your credit union who will attend no later than Friday February 27. Your credit union will be responsible for the price of the meal ($15 per person). You can either bring a check made payable to LCUL or we can invoice your credit union afterwards.

For more information or to RSVP for this meeting, please email Danielle Thibodeaux at dthibodeaux@lcul.com.

When you send in your RSVP please also include any topics that you would like to have discussed, so that it can be added to the agenda. Can't make it to this session? Compliance Lagniappe meet-ups will travel around the state, stay tuned for the announcement for your area!

EFT Update

Important Changes to 2015 Annual Visa BIN Licensing Program

Visa recently announced changes to its annual BIN licensing program for 2015 that will result in substantial fee increases for inactive BINs. Click here to see revised program details.

For inactive BINs, Visa has changed the fee and the transaction threshold as follows:

  1. The fee will be raised to $10,000 per inactive BIN.
  2. The threshold will be raised to fewer than 1,000 transactions per any month
    per 12-month period.
  3. Inactive BIN fee charges will be excluded from the $100,000 annual BIN fee cap.

To effectively manage these changes and avoid paying high inactive BIN fees, CSCU recommends that you take immediate action including:

  1. Develop programs to increase transaction activity, and/or
  2. Consolidate your BINs to reduce the number of inactive BINs.
As mentioned, to meet the new threshold requirement, credit unions will need a minimum of 1,000 transactions in any month during a twelve month assessment cycle. This is equivalent to 115 accounts multiplied by 9 transactions per account = 1,035 transactions.

LCUL's EFT Department can assist your credit union with these changes. Contact us at eft@lcul.com.

Our Lady of the Lake Children's Hospital Receives a Boost from Campus Federal Campaign

Our Lady of the Lake's Children's Hospital recently received a boost thanks to Campus for Kids, a fundraising campaign hosted by Campus Federal.  During a recent check presentation to leadership from Our Lady of the Lake Foundation, Our Lady of the Lake Children's Hospital received $2,500 from Campus Federal.

From Oct. 1, 2014 through Dec. 31, 2014, as part of the Campus for Kids fundraising campaign, Campus Federal made a $10 donation for every new account opened at the new Our Lady of the Lake Regional Medical Center Campus Federal branch.

"The mission and values of our two great organizations are truly aligned," said Dawn Harris, President and CEO of Campus Federal. "The Campus for Kids initiative allowed us to provide needed funds to a worthy cause and honor our partnership with Our Lady of the Lake."

In April of 2012, Our Lady of the Lake Regional FCU merged with Campus Federal to provide greater branch access, expanded product availability, electronic access and many other value-added services to its members.

"We are grateful for the generosity of Campus Federal and its members for their contributions to Our Lady of the Lake Children's Hospital," said John Paul Funes, President/CEO of Our Lady of the Lake Foundation. "The new branch is a wonderful resource for our team members and the proceeds from new accounts are a blessing for the patients we treat and their families."
