Home Builders Seek Legislative Fix for Soaring Flood Insurance Premium Rates

 

The National Association of Home Builders (NAHB) called on Congress to take steps to resolve unintended consequences of the Biggert-Waters Flood Insurance Act that are resulting in huge premium spikes for many home owners and impacting the sale, construction and remodeling of homes across the nation.

Testifying before the House Financial Services Subcommittee on Insurance and Housing, Barry Rutenberg, immediate past chairman of NAHB and a home builder from Gainesville, Fla., said a key concern of the law is that it requires properties that had subsidized rates under the National Flood Insurance Program (NFIP) to immediately move to the full actuarial risk rate when they are sold or transferred.

To resolve some of the costly problems and unanticipated issues resulting from the implementation of the Biggert-Waters Flood Insurance Act, NAHB recommends that Congress take these steps.

 

"NAHB is committed to working with this subcommittee and with Congress to find pragmatic solutions that will prevent undue hardship on the recovering housing market, prevent home values from decreasing and make the NFIP stronger and more effective for years to come," said Rutenberg.

We would like to thank those of you who gave your time and efforts to LHBA over the past year.  Billy Ward, our 2013 President, worked endlessly on many issues ranging from the the protection of increasing flood rates to protecting Louisiana's wind map building codes. Along with these issues and many many more, he also managed to lead a team through the Louisiana Disaster Relief Fund to build homes in the lower ninth ward for the Touchdown For Homes program in an effort to start rebuilding the community.  He has been a wonderful leader to the association and staff this past year and we are deeply grateful for all of his hard work!  

 

Amongst Billy, there were many others who contributed significant time and dedication to LHBA.  His fellow senior officers:  Jerry Passman, Peter Young, Jim Fine, JoAnn Kostik and Phil Hoffman and committee chairmen and women: Kay Gibson, Roy Olsen, Ron Lee, Rusty Golden, Nick Castjohn, Forrest Fife, Helmut Mundt, Lynda EvansRob Hamilton and lobbyist, Michelle Shirley have all been a pleasure and honor to work with.  Thank you to all the above mentioned for all you have done to help keep housing in Louisiana safe and affordable.

In case you haven't heard, the National Association of Home Builders (NAHB) and the National Kitchen & Bath Association (NKBA) are co-locating the International Builders Show (IBS) and the Kitchen & Bath Industry Show (KBIS)!  The First Annual Design & Construction Week takes place February 4-6, 2014 in Las Vegas!  Registration is NOW OPEN!!!

Residential Builders must earn 6 CEU credits each year, even with a multi-year license.  CEU forms are due to LSLBC by December 31, 2013.  Check with your local HBAs for Continuing Education in your area today!

The 2001 Edition of the Wood Frame Construction Manual (WFCM) for One- and Two-Family Dwellings (ANSI/AF&PA WFCM-2001) has been updated to the 2012 WFCM which is referenced in the 2012 International Building Code. This seminar will cover the 2001 WFCM and Workbook and provide an overview of the 2012 WFCM significant changes.
