New rules regarding Appraisal Management Companies (AMC's) licensed in Louisiana are now officially in effect.

 

Here are some of the highlights:

 

1. AMC's will have to show proof of a surety bond, a lawsuit can be also be filed against this bond on behalf of victims. 

 

2. AMC's must have a system in place to verify an appraiser has a license in good standing.  AMC's must also have written certification from an appraiser that they are competent in property type and geography. 

 

3. AMC's shall compensate fee appraisers at a rate that is customary and reasonable for appraisal services performed in the market area of the property being appraised. Market area shall be identified by zip code, parish, or metropolitan area.

NAHB Raises Alarm on Large Drops in FHA Loan Limits for 2014
In a joint letter to HUD Secretary Shaun Donovan, NAHB and other housing organizations expressed deep concern about the possible adverse impact of some of the new FHA area loan limits announced by the agency on Dec. 6. In particular, the apparent change in methodology for determining median area home prices could exacerbate volatility by causing many markets to suffer a disproportionate drop in mortgage loan limits.

NAHB and its allies are urging HUD to provide transparency in showing the methodology used to determine the new loan limits; to not lower the limit in an area beyond the amount due to the change from the temporary to permanent statutory loan limit provisions, or to phase-in reductions that are greater than that magnitude; and, to extend the Jan. 6, 2014 deadline for appeals of the new local area limits to provide additional time to present data to HUD which could result in a reevaluation of loan limits for a particular area.

 FHFA seeks public input on possible decrease of Fannie-Freddie loan limits
 The Federal Housing Finance Agency issued a news release on Dec. 16 to announce it will seek public input on a proposal to gradually reduce the maximum size of mortgage loans that Fannie Mae and Freddie Mac can purchase. In announcing the proposal, FHFA said: "The contemplated action is a plan and not a final decision." The request for input was published in the Federal Register on Dec. 23; the deadline to submit comments is March 20, 2014. NAHB will be submitting detailed comments on this proposal stating how these proposed decreases in the Fannie-Freddie loan limits could further exacerbate already tight lending conditions for many qualified borrowers and harm the ongoing housing recovery. NAHB is seeking a meeting with incoming FHFA Director Mel Watt to discuss this and other issues affecting housing finance.
