Legislative Update

HB 697 by Rep. Abramson amends current law regarding authentic evidence for executory process and electronic obligations documents to extend the rights, protections, and authority of a financial institution under present law to an assignee in possession of a reproduction of an electronic record.

HB 697 essentially allows for electronic signatures for promissory notes, instruments, loans, assets, or other evidence of indebtedness.

Statement from NAHB Chairman
Tom Woods on EPA Water Rule
  
WASHINGTON, May 27 - Tom Woods, chairman of the National Association of Home Builders (NAHB) and a home builder from Blue Springs, Mo., issued the following statement on the final rule defining "waters of the United States" released today by the Environmental Protection Agency and the U.S. Army Corps of Engineers:

"EPA's final water rule will needlessly raise housing costs and add more regulatory burdens to landowners and industries that rely on a functioning permitting process to spur job and economic growth.

"The rule significantly expands the definition of a tributary to include any dry land feature that flows only after a heavy rainfall. Such federal overreach goes well beyond congressional intent and the limits of jurisdiction set forth by the U.S. Supreme Court.

"Regrettably, as a result of these overly broad definitions, this rule will soon wind up in the courts yet again. Ultimately, today's rule underscores the role that Congress must play in defining the limits of the Clean Water Act."

New Home Sales On The Rise 

Sales of newly built, single-family homes rose 6.8% to a seasonally adjusted annual rate of 517,000 units in April, according to newly released data from HUD and the U.S. Census Bureau.

 

"Sales are moving forward and our builder members are telling us they are starting to see more activity as more buyers get off the fence and enter the marketplace," said NAHB Chairman Tom Woods.

"Following an unusually low sales report in March, today's numbers are consistent with other data we've seen recently and indicate a continuing, gradual improvement in the housing market," said NAHB Chief Economist David Crowe.

Regionally, home sales were mixed, rising 36.8% in the Midwest and 5.8% in the South. The Northeast posted a 5.6% decline and the West fell 2.3%.

The inventory of new homes for sale edged up to 205,000 units in April. This is a 4.8-month supply at the current sales pace.
