Higher Mortgage Rates Prompt Pause in New-Home Sales in July

Sales of newly built, single-family homes declined 13.4 percent to a seasonally adjusted annual rate of 394,000 units in July as higher mortgage rates prompted a temporary pause in buying activity, according to newly released data from HUD and the U.S. Census Bureau.

Every region recorded lower new-home sales in July, with declines of 5.7 percent, 12.9 percent, 13.4 percent and 16.1 percent reported for the Northeast, Midwest, South and West, respectively. Meanwhile, the inventory of new homes for sale edged up to 171,000 units in July, which is a 5.2 month supply at the current sales pace.

Changes to Workers Comp.

Improvement to the workers compensation laws is one of the top legislative priorities of Louisiana Home Builders Association. These workers compensation issues were addressed in a proactive manner rather than waiting for a crisis in the system.  Two comprehensive reform bills passed successfully in both the 2012 and 2013 legislative sessions thanks to LHBA legislative advocacy.

Recent changes allows the employer or your workers compensation insurer to not be subject to penalties or attorney fees if the employee is provided a new form that notifies the employee of his initial loss wage payment and subsequent changes to his benefits.  This applies in scenarios such as, disputed payments and modified, terminated or suspension of benefits. Expedited hearing procedures are also now clarified over physician choice or vocational rehabilitation disputes.

Another significant law change clearly defines the employee and employer balance.  The courts are to now construe workers compensation law as written by the Louisiana Legislature and should not favor one party over another.  The new law levels the playing field between employers and employees by recognizing that employers and employees both give up certain rights in exchange for no fault benefits to injured employees.

NAHB Strives to Ensure Code Changes are Necessary, Practical and Beneficial

This October, the Governmental Voting Members (code officials) of the International Code Council (ICC) will gather in Atlantic City, N.J., to make their final decisions on proposed code changes to the ICC family of model building codes.

These code officials will decide the outcome on thousands of proposed new or modified code requirements to be included in the 2015 editions of the International Energy Conservation Code (IECC), International Residential Code (IRC) and other model I-Codes that govern residential construction.

It PAYS to be a Member:

Recently, we reported that NAHB's actions on the legislative, regulatory, codes and legal fronts ended up saving the typical home builder roughly $7,250 per housing start in 2012. NAHB has steadily built on that impressive achievement in the past few months to provide even more bang for your membership buck.

Below is a summary of steps that NAHB is taking to further save builders money and help with their day-to-day operations. You are encouraged to take a few moments and click here for all the details on these and other action items.

-llinois builders save $6,300 per home with NAHB's defeat of the fire sprinkler mandate.
-NAHB actions on 25C tax credit support 140,000 remodeling jobs.

billy Letter from the President:

The next time you come to an LHBA event, look around at your fellow members. I guarantee that

more than half of the people you see will be associate members. These are people who are essential to the home building process and help enable our industry to provide Americans with an unrivaled selection of quality homes.

Among the ranks of associate members are subcontractors, sales and marketing specialists, architects,

interior designers, title and settlement experts, lawyers, people in the financial services industry, product suppliers and manufacturers, and many more who are essential to the challenging task of providing housing for a growing population.

Associate members are also essential to LHBA and to the NAHB federation, offering sponsorships, devoting countless hours at committee meetings and volunteering at special events, and strengthening our industry in the process.

Most importantly, our associate members help broaden our perspective so that we can assess issues more objectively in the context of our entire industry.

In recognition of the thousands of associates who volunteer their time and services to NAHB and its state and local affiliates, NAHB has designated September as Associate Member Appreciation Month.

During September - and every other month, for that matter - I urge all LHBA members to get to know one another better, learn about each others' businesses and whenever possible, to do business with other members.

Our HBA is strong when individual members are strong, and doing business with other members is a great way to strengthen the association while ensuring that the people you work with understand the issues and concerns that affect your day-to-day operations.

Associate members are invaluable to our businesses and an essential part of our proud history, tradition and spirit. Let's all thank them this month by doing business with a member!
