Lancaster Chamber of Commerce March Luncheon

Please join us at our March 11 th luncheon where will be introducing you to several of our Young Entrepreneurs Academy students!

Our 21 middle school's students are almost 2/3 of the way through the program in which they will emerge as CEOs of their own legal companies!  Attending weekly classes at AV College, the students have attended business field trips, listened to expert guest speakers, worked with mentors, graphic designers, and web developers and have just completed their business plans and financials.  Currently, they are working very hard to prepare for the Investor Panel (Shark Tank) event that will be held at the Lancaster Performing Arts Center on March 19th.  At this event, twelve of our top program sponsors will be at the table considering each student business "pitch" and will be investing real money into their endeavors.  This will prove to be a very exciting event and you can hear more about at our luncheon on March 11th!

We are extremely excited about the progress that these young entrepreneurs have made and we cannot wait to share our pride with you.  We hope to see you on March 11th and we thank you for continuing to support and encourage these young people as they make their mark on the business world!

RSVPs are strongly suggested for this event.

Taxpayer Beware: Phishing and Phone Scams

Courtesy of Cobb Doerfler & Associates, CPA Accountants  and
Tax Preparers

IRS impersonation phone scams, as well as phishing continue to be a serious threat to taxpayers topping the list of the IRS "Dirty Dozen" tax schemes once again.

The IRS impersonation phone scam has claimed nearly 3,000 victims who have collectively paid over $14 million, the Treasury Inspector General for Tax Administration recently warned.

Phishing email scams continue to be pervasive as well. Illegal scams such as these can lead to significant penalties and interest and possible criminal prosecution. IRS Criminal Investigation works closely with the Department of Justice (DOJ) to shutdown scams and prosecute the criminals behind them.

Both IRS impersonation phone scams and phishing are on the list of the annual IRS list of "Dirty Dozen" tax schemes. Compiled annually, the "Dirty Dozen" lists a variety of common scams that taxpayers may encounter anytime but many of these schemes peak during filing season as people prepare their returns or find people to help with their taxes.

IRS Impersonation Phone Scams

Phone scams, which have hit taxpayers in every State in the country top the "Dirty Dozen" list this year because it has been a persistent and pervasive problem for many taxpayers for many months. Here's how it works: Callers claiming to be from the IRS tell intended victims they owe taxes and must pay using a pre-paid debit card or wire transfer. Anyone who refuses to pay is threatened with immediate arrest, deportation or loss of a business or driver's license.

Scammers are able to alter caller ID numbers to make it look like the IRS is calling. They use fake names and bogus IRS badge numbers. They often leave "urgent" callback requests.

They prey on the most vulnerable people, such as the elderly, newly arrived immigrants and those whose first language is not English. Scammers have also been known to impersonate agents from IRS Criminal Investigation as well.

"It is critical that all taxpayers continue to be wary of unsolicited telephone calls from individuals claiming to be IRS employees," said TIGTA Inspector General J. Russell George. "This scam, which is international in nature, has proven to be the largest scam of its kind that we have ever seen. The callers are aggressive, they are relentless, and they are ruthless. Once they have your attention, they will say anything to con you out of your hard-earned cash."

Taxpayers should keep the following in mind:

  • The IRS usually first contacts people by mail--not by phone--about unpaid taxes.
  • The IRS won't ask for payment using a pre-paid debit card or wire transfer.
  • The IRS also won't ask for a credit card number over the phone.
  • The IRS will never threaten to bring in local police or other law-enforcement groups to have you arrested for not paying.

Phishing Email Scams

Phishing is a scam that is typically carried out with the help of unsolicited email or a fake website that poses as a legitimate site to lure in potential victims and prompt them to provide valuable personal and financial information. Armed with this information, a criminal can commit identity theft or financial theft.

It is important to keep in mind the IRS generally does not initiate contact with taxpayers by email to request personal or financial information. This includes any type of electronic communication, such as text messages and social media channels.

"The IRS won't send you an email about a bill or refund out of the blue. Don't click on one claiming to be from the IRS that takes you by surprise," said IRS Commissioner John Koskinen. "I urge taxpayers to be wary of clicking on strange emails and websites. They may be scams to steal your personal information."

How to Protect Yourself

Don't be fooled. These con artists can sound convincing when they call and they may know a lot about you.

"These criminals try to scare and shock you into providing personal financial information on the spot while you are off guard," Koskinen said. "Don't be taken in and don't engage these people over the phone."

If you get a phone call from someone claiming to be from the IRS and asking for money, here's what you should do:

  • If you know you owe taxes or think you might owe, call the IRS at 1-800-829-1040. The IRS workers can help you with a payment issue.
  • If you know you don't owe taxes or have no reason to believe that you do, report the incident to the TIGTA at 1-800-366-4484 or at www.TIGTA.gov.
  • If you've been targeted by this scam, also contact the Federal Trade Commission and use their "FTC Complaint Assistant" at FTC.gov. Please add "IRS Telephone Scam" to the comments of your complaint.

If you receive an unsolicited email that appears to be from either the IRS or an organization closely linked to the IRS, such as the Electronic Federal Tax Payment System (EFTPS), report it by sending it to [email protected].

Lancaster Mayor R. Rex Parris
 Delivers 2015
State of the City Address
 to Chamber of Commerce

Lancaster, CA. February 13, 2015 - On Wednesday, the City of Lancaster's annual State of the City Address was presented by Mayor R. Rex Parris to the Lancaster Chamber of Commerce at the Hellenic Center in Lancaster. While recapping the City's most recognizable achievements over the past year, Mayor Parris framed the community's progress in terms of taking control of the future and evolving to a more competitive mindset which will allow Lancaster and the Antelope Valley to flourish regionally, nationally and globally.

"The past several years have shaped who we are and where we are headed as a city," said Mayor Parris. "Our achievements have been successful because we have refined our perspectives and our visions to not only tackle the everyday needs of a sustainable city, but also prepare ourselves for a global presence in a very competitive marketplace."

Noting that a community cannot flourish with an unhealthy citizenry, Mayor Parris highlighted early on the City's numerous approaches to impacting local health and wellness. The addition of more than 300,000 square feet of new medical facilities (Kaiser Permanente, City of Hope and L.A. County High Desert Regional Care Center), along with the annual Lancaster Corporate Challenge and the new YOLO Wellness Challenge continue to provide Lancaster citizens with the available facilities, as well as professional and personal motivation, to improve and excel at maintaining healthy lifestyles. By continuously striving to shift the historically alarming statistics of poor health in the Antelope Valley, Lancaster's leadership aims to create a community in which healthy habits are the norm and not the exception.

"2014 was an extremely productive year for the City of Lancaster," Mayor Parris added. "I've only cited some of the larger-scale developments to you from an extensive list of accomplishments. What is most important is that each of you consider how you can become a better business owner, a better resident, and a better citizen of the City of Lancaster. Where this City goes in the future is truly up to the individuals who live in, work in and love this community the way I do. What are you willing to do to make a real difference in the success and well-being of our city?"

Mayor Parris concluded his address with the notion that the key to Lancaster becoming the best community it can be is found not only in maintaining a momentum for progress and innovation, but also in understanding and embracing the community members' ability to take control of their future, in spite of the world's economic, social and environmental vices. He hopes that by continuing to charge forward, the City of Lancaster will reach its full potential and continue to grow an exemplary foundation for economic, social, environmental and cultural excellence.

On the renewal energy front, Lancaster remains on a diligent path to become a Net Zero city. Lancaster not only reached 54% of this goal before the close of 2014, the City helped numerous "green" advancements take place which will contribute to its long-term sustainability. The list includes the rollout of KB Home's Zero House 2.0; the option of a grey water system for new homes; Nexus E-Water's advanced system for capturing and reusing residential water; and, the unveiling of BYD's first 60-foot articulated electric bus, named "The Lancaster" after its local production site.

Adding a bit of excitement to this lineup of "green" accomplishments, Mayor Parris announced his invitation from the French Ambassador to the United States to speak at FOCUS 2015, a forum of communities for urban sustainability being held at the French Embassy in Washington, D.C. next month. This forum is a precursor to the international Paris Climate Change Conference to be held in December 2015, a global event which will offer an interface between government negotiators, civil society and businesses.

Mayor Parris continued to address the City's progress on the energy front by discussing what the acquisition of 18,000 streetlights from Southern California Edison truly means to the community. The investment alone will save the City significant funds in maintenance costs. The added benefits are the countless options for retrofitting streetlights to better enhance public safety and community services.

Undoubtedly, the City's grandest and most exciting venture is the coming implementation of the Community Choice Aggregate (CCA) program, "Lancaster Choice Energy."  Lancaster is taking control of its power in order to give citizens control over their power. Last year, City staff set the foundation in place, and this year, the City will roll out its own utility service at lower rates than Southern California Edison. The rollout begins in May, and by October of this year, everyone in Lancaster will have the power to choose the energy options which work best for their homes and businesses. The savings throughout the City are proposed to amount to more than $3 Million annually, freeing up those funds to be reinvested into the local economy.

"Being able to provide this affordable, greener service to our citizens is a great incentive for pursuing Community Choice Aggregation. The icing on the cake is the fact that becoming a CCA is a real game-changer for the City, as well as the community at large," said Mayor Parris.

"There are so many avenues of growth, expansion and energy independence associated with this venture. The many advantages this gives our residents, businesses and local economy are immediate, long-term and extensive."

The State of the City Address was rounded out by a call-to-action, emphasizing how instrumental community stakeholders and business leaders are in motivating and moving the City in the right direction. The demands and endurance of the local economy have influenced City officials to persistently seek new avenues for strengthening Lancaster's economic infrastructure to ensure future sustainability.

The past year speaks to Lancaster's resourceful ability to thrive even in the toughest of times. With ten more new businesses launched on The BLVD; 18 new eateries throughout the City; two new high-end hotels; and a more than $12 million renovation project led by the dealership owners of the Lancaster Auto Mall, the Lancaster community now has more than 7,500 local businesses. For Mayor Parris, the Lancaster City Council, and City staff, this is positive, but not nearly enough to properly position the City to thrive in this highly competitive environment of economic recovery.

City officials intend to heavily leverage Lancaster's assets and innovation to attract more businesses. When Lancaster Choice Energy launches in May, it will be strategically marketed as an incentive for key job creators and revenue generators to locate, expand or remain in the City of Lancaster.  By fervently addressing community wellness, engagement, social health and environmental responsibility, along with championing a "most business-friendly" mantra, the City is creating a sustainable marketplace, conducive to jobs, education and personal success for all citizens.

Focused on improving cultural and social wellness, as well; Mayor Parris spoke to the never-ending atmosphere of activity which permeates the City of Lancaster year-round. In addition to the many large crowd-drawing events, including the California Poppy Festival, Summer Concert Series, Fireworks Extravaganza, Bark at the Park, BooLVD, Field of Drafts, and The BLVD Magical Christmas; the Lancaster Performing Arts Center hosts hundreds of programs and shows annually, and engaged more than 15,000 local children in the performing arts throughout the past year. In addition, the Lancaster Museum of Art and History (MOAH), along with the refurbished MOAH: CEDAR, presented more than 40 art exhibitions in 2014. The City will continue to provide endless opportunities for residents and visitors to experience culture, art and entertainment in the Antelope Valley.

While wellness and cultural experiences are essential elements for a successfully growing community, public safety is a non-negotiable factor. Recognizing the need to increase safety and accountability at Lancaster's local transportation hub, City officials negotiated with Metrolink and the County of Los Angeles to heighten service and protective measures at the downtown Metrolink Station. Parris pointed out that the addition of onboard officers and a security fence on site, has already had a dramatic impact on the integrity of the train's service, along with passenger security.

More important than the enhancements made at the Metrolink Station, however, is what developed further from the discussions leading up to these improvements. In partnership with the County of Los Angeles and the local faith-based community, the previous High Desert Regional Care Center located on 60th West, south of Avenue I, is on track to be converted into a multi-service facility for the Valley's homeless population. At this new facility, the possibilities are tremendous for enabling a healthy and successful transition from transient living to personal wellness and independent sustainability. This endeavor will provide the first true opportunity for Lancaster's many varied organizational resources to pool together, in order to have an even greater impact on this segment of the community. Faith-based organizations, Grace Resource Center, the Lancaster Community Shelter, and other service and mental health entities will now receive assistance and support from the County and City to help facilitate the proper offering of services for people truly in need.

Tips From SCORE:

10 Tips to Design Your Next Website

  • A few years ago you spent $5,000 and your business results really did not change significantly.
  • You are getting lots of advice from other entrepreneurs (and website service providers) telling you to use Wordpress, or a free template, or a mobile app... You have no idea what technical direction is best and how much you should reasonably pay.
  • You are swamped and dread getting dragged into the birthing process (often with a 9-month gestation) of reviews and meetings and new content.

The fastest and most effective way to do that refresh?  Get your customers to make the decisions.

Here is a 10-step process with free or inexpensive tools to help you get there:

1. What are your goals?  Do you want people to buy online? Do you want them to read your thought leader content?  Do you want to get them to sign up for your mailing list? Do you want them to feel confident of your skills/services and contact you? Do you want customers to get easy support and information?  Do you want to increase your SEO for specific search terms?  You should only have 1-3 very specific main goals.  Be clear and specific.

2. Measure those goals. Now that you know what you want, how do you measure success? Sign up for free trial, purchase, mailing list size, etc.  Set up the measurement of these goals via Google Analytics.

3. Look at all the data you have on your current website.  Review your Google Analytics data and note your goal conversion rates, pages people visited and traffic.  Also note what pages are NOT visited. Record these numbers as your base case.

4. Decide what pages are critical to your goals. You should now have a good idea of the few pages that really matter and an understanding of your current traffic and prospect flow.

5. Create hypotheses or ideas on what might improve the results.  Should you change the overall layout? The main image? The headline? Be bold and come up with some sweeping ideas.  Record the rest.

6. Create new pages and A/B test. UnbounceLeadPages and Visual Website Optimizer are all excellent tools to help you quickly create new pages and then test them against your current site.

7. Document your testing results in a spreadsheet and continue to make variations.

8. Optimize each page in your goal funnel. Now that your home page has better results, move on to your pricing page or About Us page and repeat the process.  Focus on only those few pages that matter from step 4.

9. Cut out all pages that do not contribute to your goals.

10. Hire a programmer or website firm.  Now that you know what works for you, hire a firm or contractor to migrate you to a Wordpress template or a flexible page creator program.  A designer can unify the look and feel and a programmer can optimize the speed and flow.

You should be able to pay less and achieve more given you know exactly what will work in improving your results.
