GSSCC Opposes Proposal to Extend Paid Parking Hours in Silver Spring

In budget hearings last week, GSSCC testified in opposition to the County Executive's proposal to extend to 10 p.m. paid parking hours in Silver Spring  garages and lots, and on the street . Currently parking in Silver Spring is free after 7 p.m. Click here to read testimony presented by GSSCC President Jane Redicker. The Council's Transportation, Infrastructure, Energy & Environment (T&E) Committee has scheduled a work session on the bill for 9:30 a.m. on Thursday, April 27. FROM THE HALLS OF ANNAPOLIS - 2017 Session Ends Tonight

Midnight tonight marks the official end of the 2017 General Assembly. Any legislation that has not passed both houses will not move to the Governor's desk this year. Among measures that are not likely to move this year are: 

* Montgomery County Senator Susan Lee's bill that would have required employers to publish salaries with all job announcements and would have prohibited employers from obtaining candidates' salary histories;
* Montgomery County Delegate Al Carr's bill that would have limited employers' ability to enforce non-compete and conflict of interest clauses in employee agreements;
* Legislation that would have expanded overtime eligibility (identical to the proposed Federal regulation that was stayed by a judge);
* a bill that would have dictated the kind of information employers must provide to employees within 30 days of hire (Despite urging from business it.);
* Montgomery County Delegate Marice Morales two bills that would have, among other things, required employers to provide employees' schedules at least 21 days before the first work day on the schedule and require employees to compensate employees for any schedule changes; 
* Montgomery County Senator Roger Manno's legislation that would have required employers to treat most independent contractors (including photographers, graphic designers, off-duty police officers serving as security guards, and much more) as employees with regard to unemployment insurance;
* Legislation that would have drastically increased personal property tax filing fees for most businesses.

Mandatory Paid Leave Bill Headed for Veto
The General Assembly last week approved the Senate's version of the mandatory paid leave bill and sent it to Governor Larry Hogan's desk. Hogan has indicated that he will veto the bill, but the General Assembly expects to override that veto when it returns next January. The bill, which does not apply to Montgomery County businesses, will require  employers with 15 or more employees to provide up to five days mandatory paid leave to employees 18 and older who work at least 12 hours a week. Legislators refused to pass legislation that would require Montgomery County to conform to state law.
Network and Get a Professional Head Shot

GSSCC's Young Professional's Network will host a "Professional Head Shots Workshop" presented by Adam Lowe of Adam Lowe Creative  from 5:30 to 7:00 p.m.  on Friday, April 21, at Not Your Average Joe's (8661 Colesville Road).
